For the purpose of further enhancement of system of appeal of citizens of the Republic of Uzbekistan on military service according to the Law of the Republic of Uzbekistan "About general conscription and military service":

1. Approve Regulations on the draft commissions at the call of citizens of the Republic of Uzbekistan on urgent military and alternative services), to transfer on service in mobilization draft reserve according to appendix.

2. Establish the personal responsibility of the Ministry of Defence (K. Berdyaev), the Ministries of Internal Affairs (B. Matlyubov), the Ministries of Health (A. Ikromov), the State center of testing (B. Ismoilov), Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent and corresponding to public organization for the organization and carrying out appeal of citizens on conscription military, alternative service and transfers on service in mobilization draft reserve.

3. To the Ministry of Defence (K. Berdiyev), to the Integrated headquarters of Armed Forces (A. Kosyanenko) to make corresponding changes to the departmental documents following from requirements of this resolution.

4. To impose control of execution of this resolution on the Deputy prime minister of the Republic of Uzbekistan Kasymov R. S.

Regulations on the draft commissions at the call of citizens on conscription military and alternative service, to transfer on service in mobilization draft reserve

I. General provisions

1. This Provision according to the Law of the Republic of Uzbekistan "About general conscription and military service" determines structure, procedure for the organization of activities, task, and also the right and obligation of chairmen and members of the draft commissions at the call of citizens on conscription military and alternative service, to transfer on service in mobilization draft reserve (further on the tekstuprizyvny commissions).

2. For carrying out appeal of citizens on conscription military and alternative service, transfers on service in mobilization draft reserve in the Republic of Karakalpakstan, areas, the cities and areas are created the draft commissions.

3. Terms of the beginning and completion of work of the draft commissions are determined by the Law of the Republic of Uzbekistan "About general conscription and military service" and the resolution of the President of the Republic of Uzbekistan on the next appeal of citizens and dismissal in reserve of Armed Forces of the military personnel who served fixed terms of compulsory military service.

4. The draft commissions in the activities are guided by provisions of the Constitution and other laws of the Republic of Uzbekistan, resolutions and other documents of Oliy Majlis, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers and this Provision.

II. Structure of the draft commissions

5. On places the vice-chairman of Council of Ministers of the Republic of Karakalpakstan, deputies of hokim of areas, Tashkent and areas (cities) are appointed chairmen of the draft commissions respectively.

6. Chiefs of managements (departments) for defense are appointed deputy chairmen of the draft commissions of the Republic of Karakalpakstan, areas, Tashkent and areas (cities) respectively.

The draft commissions the following officials and representatives of the organizations are included:

deputy ministers of internal affairs of the Republic of Karakalpakstan, chiefs of managements (departments) of internal affairs of areas, Tashkent, areas (cities);

representatives of departments (departments) of Republican charity foundation "Makhalla" of the Republic of Karakalpakstan, areas, Tashkent and areas (cities);

representatives of departments (departments) of Fund for support of public work of veterans of Uzbekistan Nurony of the Republic of Karakalpakstan, areas, Tashkent and areas (cities);

representatives of Committee of women of the Republic of Karakalpakstan, areas, Tashkent and areas (cities);

representatives of departments of Central Office of Social movement of youth of Uzbekistan of Central Office of the Union of youth of Uzbekistan Republics of Karakalpakstan, areas, Tashkent and areas (cities);

representatives of the State center of testing to the Cabinet of Ministers of the Republic of Uzbekistan for the Republic of Karakalpakstan and areas (on the Tashkent region and Tashkent the ranking officer is appointed by the order of the director of the State center of testing under the Cabinet of Ministers of the Republic of Uzbekistan);

senior doctor of the draft commission.

7. The staff of the draft commissions affirms the chairman of the board of Ministers of the Republic of Karakalpakstan, hokimama of areas, Tashkent and areas (cities).

III. Main objectives of the draft commissions

8. The main objectives of the draft commissions of areas (cities) are:

appeal of citizens on conscription military and alternative service, transfer on service in mobilization draft reserve;

the organization of interaction of public authorities on places with the involved ministries, departments and public organizations in holding actions for collection and the direction of citizens in bodies, to return to residences of the military personnel dismissed in reserve of Armed Forces, in a festive atmosphere;

providing necessary conditions for work of the draft commissions on recruiting stations, including means of communication, medicines, medical and economic property, road transport, and also protection of public order;

ensuring extended coverage in mass media of actions for the organization and carrying out appeal of citizens on compulsory military service;

ensuring publicity of appeal and implementation of effective public control over work of the draft commissions;

timely consideration of addresses of citizens concerning appeal.

9. To the draft commissions of the Republic of Karakalpakstan, areas and Tashkent it is assigned:

check of correctness of provision of delay or release from appeal;

control of justification of determination of military and professional appointment of recruits taking into account their physical and general training, experience, capabilities, interests and other personal qualities;

organization of methodical training of members of the draft commissions of the cities and areas;

providing necessary conditions for work of the draft commissions on assembly points, including means of communication, medicines, medical and economic property, road transport, and also protection of public order;

the organization of interaction of public authorities on places with the involved ministries, departments and public organizations in holding actions for collection and the direction of citizens in bodies, to return to residences of the military personnel dismissed in reserve of Armed Forces, in a festive atmosphere;

consideration of claims of citizens to decisions of the district (city) draft commissions.

IV. Procedure organization of activities of the draft commissions

10. Meetings of the draft commission are held according to the schedule approved by the commission chairman.

11. The draft commission begins the work with studying of personal records of recruits.

12. According to results of medical examination of the recruit, studying of its moral and professional qualities, and also financial and social position of members of his family the district (city) draft commission takes out one of the following decisions:

about the validity to military service and appeal on compulsory military service with determination of type of military forces;

about the validity to military service and determination on service in mobilization draft reserve;

about the validity to military service and appeal on alternative service;

about temporary unfitness to military service for health reasons;

about provision by established procedure of delay or release from conscription;

about worthlessness for health reasons to military service in peace time, the limited validity in wartime and transfer in inventory;

about worthlessness to military service with exception from military accounting.

The draft commission draws up the decisions in the book of protocols.

Protocols and accounting cards of personal records of recruits are signed by the chairman and members of the draft commissions.

13. The draft commissions of Council of Ministers of the Republic of Karakalpakstan, areas and Tashkent shall prepare, in five-day time upon termination of the next appeal, information on results of work of the draft commission on carrying out appeal of citizens on conscription military and alternative service, to transfer on service in mobilization draft reserve, to provision of delays or releases from appeal, and also on holding the solemn farewell and meetings sent to troops of again called military personnel of compulsory military service and Armed Forces of the military personnel dismissed in reserve and to provide to Council of Ministers of the Republic of Karakalpakstan, to khokimiyats of areas and Tashkent which submit information in the Cabinet of Ministers of the Republic of Uzbekistan within ten-day term.

V. Obligations of chairmen and members of the draft commissions

14. Chairmen of the draft commissions of the Republic of Karakalpakstan, areas, Tashkent and areas (cities) shall:

after publication of the Resolution of the President of the Republic of Uzbekistan on the next appeal of citizens and dismissal in reserve of Armed Forces of the military personnel who served fixed terms of compulsory military service to develop and submit the draft of the relevant decision of Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas, Tashkent and areas (cities) for approval;

prepare respectively assembly and recruiting stations for holding actions at the call of;

organize methodical training of members of the draft commissions, distribution and approval of obligations between members of the draft commissions;

direct work of the draft commission and to participate directly in decision making;

organize activities of the draft commissions on carrying out in the places of residence of the solemn farewell and meetings sent to troops of again called military personnel of compulsory military service and Armed Forces of the military personnel dismissed in reserve.

to timely consider addresses, applications and claims of citizens;

15. Chairmen of the draft commissions of the Republic of Karakalpakstan, areas, Tashkent coordinate activities of chairmen of the draft commissions of areas (cities).

16. Deputy chairmen of the draft commissions of the Republic of Karakalpakstan, areas, Tashkent and areas (cities) - chiefs of managements (departments) for defense shall:

organize in managements for defense joint operation on carrying out competitive selection of recruits on compulsory military service with representatives of the State center of testing to the Cabinet of Ministers of the Republic of Uzbekistan for the Republic of Karakalpakstan, areas and Tashkent;

it is direct to participate in work and decision making of the draft commissions;

organize work according to assembly and recruiting stations, give practical help to members of the draft commissions;

control holding actions for the solemn farewell to again called military personnel of conscription service in troops and to meetings of the Armed Forces of the military personnel dismissed in reserve;

exercise control over timely appearance of recruits on assembly and recruiting stations, and also take together with law-enforcement bodies measures for search, detention and delivery in bodies for cases of defense of persons avoiding conscription;

together with the relevant regional organs of the Ministry of Health to make office investigations in each case of return, from Armed Forces of the military personnel recognized unusable to military service for health reasons;

organize explanatory work among the military personnel who is called up for compulsory military service and enlisted on service in mobilization draft reserve, and also dismissed in reserve of Armed Forces about the privileges established for them by the legislation;

organize work on refining of information about persons who reached military age, availability of nationality of the Republic of Uzbekistan at them, marital and property status, the state of health, criminal record and its preventive accounting in law-enforcement bodies;

inform management of Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent (areas, the cities) in accordance with the established procedure on the done work;

prepare information on holding the solemn farewell to again called military personnel of compulsory military service and meetings of the military personnel dismissed in reserve of Armed Forces sent to troops and also their employment.

17. Deputy chairmen of the draft commissions of the Republic of Karakalpakstan, areas, Tashkent coordinate work of deputy chairmen of the draft commissions of areas (cities).

18. Deputy ministers of internal affairs of the Republic of Karakalpakstan, chiefs of managements (departments) of internal affairs of areas, Tashkent and areas (cities) - members of the draft commissions shall:

specify the information about each recruit and persons who reached military age, availability of nationality of the Republic of Uzbekistan, criminal record and their preventive accounting in law-enforcement bodies;

represent to departments of defense cases lists of the recruits having criminal record, staying on the preventive registry in law-enforcement bodies and being under examination;

assist in the organization of the solemn farewell and meetings sent to troops of again called military personnel of compulsory military service and Armed Forces of the military personnel dismissed in reserve.

19. Deputy ministers of internal affairs of the Republic of Karakalpakstan, chiefs of the Departments of Internal Affairs of areas and Tashkent coordinate activities of deputy chiefs of Departments of Internal Affairs of areas (cities).

20. Representatives of departments (departments) of Republican charity foundation "Makhalla", Fund of social support of veterans of Uzbekistan Nurony of the Republic of Karakalpakstan, areas, cities and areas, Committees of women - members of the draft commissions:

provide effective public control over work of the draft commissions when carrying out appeal of citizens on conscription military and alternative service, transfer on service in mobilization draft reserve, provision of delays or release from appeal in the conditions of publicity and openness;

directly participate in work of the draft commissions and decision making;

will organize and hold meetings of recruits with veterans of war and work;

will organize work of self-government institutions of citizens on studying of marital and financial position of the citizens who are called up for compulsory military service and enlisted on service in mobilization draft reserve, and also issue of objective characteristics to recruits and representation to departments of cases of defense of information on results of the carried-out work;

participate in the organization and holding the solemn farewell in troops of again called military personnel of compulsory military service, meetings of the military personnel dismissed in reserve of Armed Forces of the Republic of Uzbekistan.

21. Representatives of Central Office of Social movement of youth of Uzbekistan of Central Office of the Union of youth of Uzbekistan the Republics of Karakalpakstan, areas, Tashkent and areas (cities) - members of the draft commissions:

provide effective public control over work of the draft commissions when carrying out appeal of citizens on conscription military and alternative service, transfer on service in mobilization draft reserve, provision of delays or release from appeal in the conditions of publicity and openness;

directly participate in work of the draft commissions and decision making;

carry out explanatory work among recruits about privileges to the military personnel who caused a stir in combat and political training and having recommendations of commanders of military units for receipt in the highest educational institutions and other privileges;

render assistance in registration of departments of cases of defense and draft (combined) Items the evident propaganda directed to forming at recruits of active living position, increase in responsibility for destiny of the country, their patriotic education;

22. Representatives of the State center of testing to the Cabinet of Ministers of the Republic of Uzbekistan - members of the draft commissions shall:

provide the draft commissions with required materials of tests by determination of educational level of recruits;

provide when conducting tests on check of educational level of recruits strict observance of rules and procedure, to timely bring results of tests to recruits;

it is direct to participate in work of the draft commissions and decision making.

23. The senior doctors of the draft commissions of the Republic of Karakalpakstan, areas, Tashkent and areas (cities) - members of the draft commissions shall:

prior to work of the draft commissions to check compliance of offices of doctors to sanitary and hygienic requirements, availability of the equipment and medical tools, their working condition, and also availability of medicines;

provide timely representation of medical documentation to the draft commissions on the recruits including staying on the registry in psychoneurological, antitubercular, narcological, skin and venereologic dispensaries, AIDS - the centers, the sanitary and epidemiologic stations and other medical institutions, statements from the clinical record;

organize performing high-quality medical examination of recruits in strict accordance with requirements of the Regulations on medical examination in Armed Forces of the Republic of Uzbekistan on peace and wartime", the President of the Republic of Uzbekistan approved by the resolution of December 25, 2018 No. PP-4076;

prepare reports following the results of work of the draft commissions, generalize and represent them in accordance with the established procedure to the Ministries of Health and defenses of the Republic of Uzbekistan.

24. The senior doctors of the draft commissions of the Republic of Karakalpakstan, areas, Tashkent coordinate activities of the senior doctors of the draft commissions of areas (cities).

25. Secretaries of the draft commissions shall:

on the basis the conclusion of specialists doctors to enter data of objective inspection and the diagnosis of disease, and also the claim to the state of health of the recruit in books of protocols of the draft commissions;

timely and correctly to draw up in the book of protocols of the decision of the draft commissions;

record the recruits returned from the assembly points of the Republic of Karakalpakstan, areas and Tashkent in departments of defense cases at which diagnoses of diseases are not confirmed and also returned for other reasons;

sum up the daily result of work of the draft commissions in the book of protocols and constitute reports.

26. Secretaries of the draft commissions of the Republic of Karakalpakstan, areas and Tashkent coordinate activities of secretaries of the draft commissions of areas (cities).

VI. Final provisions

27. For members of the draft commissions of the Republic of Karakalpakstan, areas, Tashkent and areas (cities) for all the time of accomplishment of the obligations established by this Provision by them the place of employment, position and the average salary remains.

28. Members of the draft commissions of the Republic of Karakalpakstan, areas, Tashkent and areas (cities) bear responsibility according to the legislation for violation of requirements of this provision.

29. Decisions of the draft commissions of the Republic of Karakalpakstan. areas, Tashkent and areas (cities) can be appealed in court.
