About approval of Industrial safety rules in pipe production
According to the Law of Ukraine "About labor protection" I ORDER:
1. Approve Rules of protection works in pipe production (further - Rules) which are applied.
2. Consider such which are not applied in the territory of Ukraine, the "Safety rules for pipe production" approved by Minchermet of the USSR 19.02.87 and Gosgortekhnadzor of the USSR 10.03.87.
3. The order becomes effective in 10 days after state registration in the Ministry of Justice of Ukraine.
4. To the head of department of the organization of the state supervision in metallurgy, power, construction and to Ivanchenko V. I. boiler inspection. provide submission of this order on state registration in the Ministry of Justice of Ukraine.
5. To the head of department of normative and legal and legal providing Prokhorov V. V. to carry away changes in the State register of regulatory legal acts concerning labor protection and to post this order on the website of Gosgorpromnadzor.
6. To the assistant department head of personnel, clerical work and special work Kravtsu V. Yu. provide publication of the order in mass media.
7. To impose control over the implementation of this order on the vice-chairman of Committee Dunas S. V.

1.1. Rules extend to all subjects of managing who are engaged in designing, construction, operation, reconstruction and repair of objects of pipe production.
1.2. Requirements of Rules are obligatory for all workers under the organization and performance of works connected with designing, construction, operation, reconstruction, research, adjustment and repair of the equipment of the companies and trial workshops on production of pipes (further - the companies).
2.1. Designing, construction and reconstruction of pipe manufacturing companies and their equipment shall be performed according to construction regulations and rules Construction Norms and Regulations 2.09.02-85 * "Factory buildings", the State health regulations of planning and building of settlements approved by the order of the Ministry of Health of Ukraine of 19.06.96 N 173 (further - the chipboards 173-96) registered by the Fire safety regulations in Ukraine approved by the order of the Ministry of Ukraine concerning emergency situations of 19.10.2004 of N 126, in the Ministry of Justice of Ukraine 04.11.2004 for N 1410/10009 (further - NAPB A.01.001-2004), and Regulations on procedure for conducting state examination (check) for the project documentation on construction and reconstruction of production facilities and production of means of production on compliance to their regulations about labor protection approved by the resolution of the Cabinet of Ministers of Ukraine of 23.06.94 N 431.
2.2. Acceptance to operation of the pipe workshops completed by construction is performed according to requirements of the Procedure for acceptance in operation completed by construction of facilities, the Cabinet of Ministers of Ukraine approved by the resolution of 08.10.2008 N 923. All production facilities shall answer the project documentation approved in accordance with the established procedure.
2.3. The company which begins (continues) performance of works the increased dangers or operation of objects, machines, mechanisms, the equipment of the increased danger, shall get permission according to Procedure for issue of permissions by the State committee on supervision of labor protection and its territorial authorities approved by the resolution of the Cabinet of Ministers of Ukraine of 15.10.2003 N 1631.
2.4. On pipe manufacturing companies the employer develops and approves Regulations on security service of work according to the Standard regulations on security service of work approved by the order of the State committee of Ukraine on supervision of labor protection of 15.11.2004 of N 255, registered in the Ministry of Justice of Ukraine 01.12.2004 for N 1526/10125 (NPAOP 0.00-4.21-04).
2.5. All operating plants shall have the instructions for labor protection approved by the employer.
2.6. Instructions for labor protection shall meet the requirements of the Regulations on development of instructions for labor protection approved by the order of Committee on supervision of labor protection of the Ministry of Labour and Social Policy of Ukraine of 29.01.98 of N 9, registered in the Ministry of Justice of Ukraine 07.04.98 for N 226/2666 (further - NPAOP 0.00-4.15-98), the Procedure for study and approval of regulations by the owner about labor protection which act on the company, the State committee of Ukraine on supervision of labor protection approved by the order of 21.12.93 of N 132, registered in the Ministry of Justice of Ukraine 07.02.94 for N 20/229 (NPAOP 0.00-6.03-93).
2.7. The employer shall for the means provide financing and organize carrying out preliminary (during acceptance for work) and periodic (during labor activity) medical examinations of workers according to the procedure and terms established by the Procedure for performing medical examinations of workers of certain categories approved by the order of the Ministry of Health of Ukraine of 21.05.2007 of N 246, registered in the Ministry of Justice of Ukraine 23.07.2007 for N 846/14113.
2.8. The employer shall according to article 5 of the Law of Ukraine "About labor protection" during execution of an employment agreement acquaint workers on receipt about working conditions at the company, availability on workplace where they will work, dangerous and harmful production factors which are not eliminated, and possible effects of their influence on health, and also about their rights to privileges and compensations for work in such conditions.
2.9. Carrying out training and examination concerning labor protection to be carried out according to the Standard regulations on procedure for carrying out training and examination concerning labor protection approved by the order of the State committee of Ukraine on supervision of labor protection of 26.01.2005 of N 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for N 231/10511 (NPAOP 0.00-4.12-05).
Workers who in accordance with the established procedure did not undergo training instructing and examination concerning labor protection, are not allowed to work.
2.10. For all workers in case of employment and on place of employment it is necessary to provide passing of instructing in fire safety according to requirements of the Standard regulations on instructing, special training and examination concerning fire safety at the companies, in organizations and the organizations of Ukraine, the Ministry of Ukraine approved by the order concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash of 29.09.2003 of N 368, registered in the Ministry of Justice of Ukraine 11.12.2003 for N 1148/8469 (NAPB B.02.005-2003).
2.11. At the companies on the basis of the List of works with the increased danger, the State committee of Ukraine on supervision of labor protection approved by the order of 26.01.2005 N 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for N 232/10512 (NPAOP 0.00-8.24-05), taking into account specifics of production, the employer is developed and affirms the corresponding list of works with the increased danger for which carrying out special training and annual examination concerning labor protection are necessary.
2.12. Works of the increased danger need to be carried out according to the work permit of the established form. The work permit which is issued to the executive in charge of works before works of the increased danger shall be drawn up according to requirements "Regulations on application of work permits in case of works of the increased danger at the companies and in the organizations of the Ministry of metallurgy of the USSR", the Ministry of metallurgy of the USSR approved by the order 20.06.90 (further - NPAOP 27.0-4.02-90).
In the work permit issued on work of the increased danger the complete amount of organizational and technical actions which application will provide safe work in specific conditions shall be specified.
The list of positions of heads and specialists who have the right to issue work permits shall affirm the authorized officer of the company.
2.13. In each pipe workshop plans of localization and liquidation of emergencies and accidents according to requirements of the Provision concerning plan development of localization and liquidation of emergencies and accidents approved by the order of Committee on supervision of labor protection of Ukraine of the Ministry of Labour and Social Policy of Ukraine of 17.06.99 of N 112, registered in the Ministry of Justice of Ukraine 30.06.99 for N 424/3717 shall be constituted (further - NPAOP 0.00-4.33-99).
2.14. Application of work of women at the works specified in the List of hard work and works with harmful and dangerous working conditions on which application of work of women is forbidden approved by the order of the Ministry of Health of Ukraine of 29.12.93 of N 256, registered in the Ministry of Justice of Ukraine 30.03.94 for N 51/260 is not allowed.
The raising and cargo transfer manually is allowed by women within Boundary regulations of lifting and movement of the heavy things by women approved by the order of the Ministry of Health of Ukraine of 10.12.93 of N 241, registered in the Ministry of Justice of Ukraine 22.12.93 for N 194.
2.15. Application of work of minors at the works specified in the List of hard work and works with harmful and dangerous working conditions on which application of work of minors is forbidden approved by the order of the Ministry of Health of Ukraine of 31.03.94 of N 46, registered in the Ministry of Justice of Ukraine 28.07.94 for N 176/385 is not allowed.
The raising and movement of heavy things by minors is allowed within Boundary regulations of lifting and movement of the heavy things by minors approved by the order of the Ministry of Health of Ukraine of 22.03.96 of N 59, registered in the Ministry of Justice of Ukraine 16.04.96 for N 183/1208.
