About approval of form of the state statistical reporting 1 bidding (public catering) "Report on public catering" and instructions for its filling
Based on the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445 "About some questions of bodies of the state statistics" the National Statistical Committee of the Republic of Belarus DECIDES:
1. Approve the enclosed form of the state statistical reporting 1 bidding (public catering) "The report on public catering" of annual frequency and enact it starting with the report for 2009.
2. Approve the enclosed Instructions on filling of form of the state statistical reporting 1 bidding (public catering) "The report on public catering" and enact them starting with the report for 2009.
3. Extend the form of the state statistical reporting specified in Item 1 of this resolution on legal entities (except the microorganizations), their separate divisions performing public catering according to Item 1 of the Instructions on filling of form of the state statistical reporting 1 bidding (public catering) "The report on public catering" approved by this resolution.
4. Declare invalid the resolution of the Ministry of statistics and the analysis of the Republic of Belarus of August 14, 2008 No. 115 "About approval of form of the state statistical reporting 1 bidding (public catering) "The report on public catering" and instructions for its filling" (The national register of legal acts of the Republic of Belarus, 2008, No. 225, 8/19383).
5. This resolution becomes effective in fifteen working days after its signing.

1. The state statistical reporting under form 1 the bidding (public catering) "The report on public catering" (further - the report) legal entities (except the microorganizations) submit, their separate divisions performing public catering (further - respondents).
The respondents having the objects of public catering located in small and medium residential locations (according to the list according to the Presidential decree of the Republic of Belarus of June 7, 2007 No. 265 "About the State comprehensive program of development of regions, small and medium residential locations for 2007-2010" (The national register of legal acts of the Republic of Belarus, 2007, No. 144, 1/8650)), on separate forms marked "the small cities" submit the reports completed only according to the Section III "Availability of network of public catering" on each small and medium residential location.
2. Legal entities, the separate divisions of legal entities having separate balance submit the report to body of the state statistics on the place of the stay, including data on the divisions entering into their structure located on one with them the territories (the district of the area, the city of regional subordination, the district of the city of Minsk).
Legal entities, the separate divisions of legal entities having separate balance in whose structure there are divisions located in other territory constitute the report on each of them and represent to body of the state statistics on the location of these structural divisions (or the structural divisions authorized on it in accordance with the established procedure in the place of the stay).
3. In case of creation of the report commodity-transport and consignment notes, bookkeeping registers, technical data sheets of buildings and other accounting documents are used.
4. Data in the report are reflected in integers.
5. On line 01 is reflected:
5.1. the cost of the self-produced products sold to the population in cash, purchased goods through the lunch hall or buffet, through shops, departments of cookery and other retail chain stores which are on balance of the organization of public catering and also cost of the food delivered to the house by orders of the population;
5.2. the cost of the released food and purchased goods through the lunch hall or buffet to employees of the organization with subsequent its payroll deduction which is reflected in indicator on the moment of leave of food in the prices of the actual realization;
5.3. the cost of the released food to employees of other organizations, pupils, students, needy citizens and other categories of the population through the lunch hall according to subscriptions, coupons, lists and volume to similar with subsequent its payment on clearing settlement by the relevant organizations which is reflected in indicator in volume of actual cost of food on the moment of its leave. In case of leave of food to employees of the organization the retail turnover joins that part of its cost which is paid by the worker;
5.4. the food cost entering admission price in the organization of public catering joins in the retail turnover on the moment of its leave;
5.5. the cost of the realized flowers, souvenirs, tobacco products and other nonfoods in the organizations of public catering.
6. On line 01 are not reflected:
6.1. the cost of the self-produced products sold and paid for clearing settlement, purchased goods to legal entities, individual entrepreneurs;
6.2. self-produced cost of goods sold, purchased goods on goods exchange (barter) transactions or according to the procedure of settlement between the organizations;
6.3. the food cost for servicing of banquets, acceptances, the presentations and other similar actions paid for clearing settlement by legal entities, individual entrepreneurs;
6.4. the cost of the food released free of charge (by budget funds) the pupil the organizations of public catering subordinated to the Ministry of Education of the Republic of Belarus;
6.5. the food cost entering the price of permits in sanatorium, sanatorium dispensary, the camp of work and rest, nurseries improving the camp and other organizations of social appointment;
6.6. the cost of the made lunch products from raw materials of the customer and the cost of raw materials of the customer (raw materials supplied by the customer);
6.7. the cost of self-produced products, the purchased goods sold within the organization of public catering (intrasystem leave);
6.8. the cost of the container returned to suppliers;
6.9. revenue for viewing of concert programs, revenue of billiard, dance, game halls, video salons;
6.10. the cost of entrance fee in restaurants, bars and other organizations of public catering, except the cost of the dishes entering admission price.
7. On line 04 self-produced cost of goods sold for cash and clearing settlement to the population, legal entities, individual entrepreneurs is reflected.
Self-produced products are included:
lunch products in the form of the first, second and third courses, including the dishes made of purchased semifinished products and also bread if it is included in the price of lunch or are released on distribution together with lunch;
hot and cold appetizers in the portions;
culinary products;
the semifinished products developed for sale;
flour culinary and flour confectionery of own development;
sandwiches, including bread cost;
milk and dairy products if they are implemented directly in the organizations of public catering through kitchen or buffets;
eggs boiled;
hot drinks (tea, coffee, cocoa);
soft drinks of own development;
ice cream of own development;
the ice cream of industrial development realized with different fillers, and also released according to the menu as the third dish;
the fruit, berries, grapes, melon, citrus and fresh vegetables released through kitchen in the form of the third dishes or snack;
the tinned compotes, juice, soft drinks of industrial development released through kitchen in the form of the third dishes;
other products of own development;
revenue for production of lunch products from the customer's raw materials (without inclusion of cost of raw materials of the customer).
Self-produced products are included also the milk, juice and other drinks received for treatment-and-prophylactic food of the workers occupied at works with harmful and (or) dangerous working conditions, and released by it is direct in the organization of public catering for consumption in trade floor (irrespective of, in glasses, bottles or in packets they are released).
Self-produced products of public catering sale of alcoholic beverages of industrial production in pouring are not included.
8. On line 05 the cost of the food sold (released) for holding the presentations, banquets and other similar actions, paid for clearing settlement by legal entities, individual entrepreneurs is reflected. The amount of these lines 01 and 05 shall be less or is equal to data of line 47.
9. On line 06 inventory data of goods and raw materials in the retail prices by the end of the reporting period which are in objects of public catering are reflected in the warehouses and bases belonging to the organizations of public catering, and intended for public catering and retail trade.
Inventories of goods data on container of all types, goods intended for logistics, the goods accepted on safe custody, finished goods in subsidiary industrial productions of the organizations of public catering are not included.
10. In the Section II all expense of products in objects of public catering in value term which includes the cost of the products used in kitchen and in subsidiary production of this object of public catering on production of self-produced products, and cost of purchased goods is reflected.
The amount of retail sale is determined by separate goods and commodity groups in the settlement (balance sheet) way: remaining balance of goods for the beginning of the accounting period plus goods receipt for the accounting period minus remaining balance by the end of the reporting period minus consumption data of goods, not being retail sale. The data obtained thus characterize sales amount of goods to the population in cash taking into account the commodity losses and shortages which are not drawn up by documents at the time of creation of the report.
11. On line 38 consumption data and sale of soft drinks, including nonalcoholic beer and nonalcoholic champagne are reflected.
12. In case of reference of separate goods to commodity groups it is necessary to use the Nomenclature of the goods entering the enlarged commodity groups, for creation of the state statistical reporting according to the statistics of retail trade, approved by the resolution of National Statistical Committee of the Republic of Belarus of November 27, 2008 No. 460 (The national register of legal acts of the Republic of Belarus, 2009, No. 69, 7/896).
13. In the Section III in column 1 the quantity of the objects of public catering operating on reporting date, including the seasonal network operating on reporting date is reflected.
The network opened for certain season of year is considered seasonal.
The operating objects of public catering are understood as the objects which are actually performing trade on reporting date, and also objects, is temporary (less than 6 months) not working in connection with repair, inventory count, sanitary processing and for other reasons.
Operating objects which are on re-equipment over 6 months do not join in number.
14. On line 48 in column 1 the total quantity of objects of public catering is reflected.

15. In the lines with the 49th on the 57th objects of public catering are distributed on types: restaurants, cafe, dining rooms, bars, snackbars, fast food restaurants, mini-cafe, cafeterias and other objects of public catering.
16. On line 60 data on public objects of public catering are reflected. Treat public objects of public catering:
objects of public catering under the organizations of retail trade, culture (theaters, movie theaters, clubs, etc.), sports constructions, the organizations of consumer services, hotels, campings, motels, at railway stations (including dining-cars, compartment buffets), at river stations, bus stations, air terminals, at the airports, on piers;
the objects of public catering which are not connected with servicing of certain contingent of the population.
17. On line 61 data on the objects of spring and summer seasonal network performing trade less than 6 months in year are reflected.
18. On line 62 the number of shops of cookery is reflected. Shops of cookery can be located in one building with the organization of public catering (but not in one trade room) or in separate buildings.
19. On line 63 the quantity of billet objects of public catering is reflected. Billet objects of public catering can be located in one building with the organization of public catering, retail trade or in separate buildings.
20. On line 64 the quantity of tents, the booths which are on balance of the organization of public catering is reflected.
21. In the Section III in column 2 the actual number of seats, that is number of visitors which simultaneous servicing object of public catering is expected is reflected.
If in the hall of object of public catering establish tables for meal standing or bar counter, then the number of places it is determined from calculation of 0,6 of running meter of length of table or bar counter on 1 visitor.
In column 2 data on seats do not affect the open areas (summer cafes, mini-cafe and to volume similar).
