Having considered course of execution of the Presidential decree of the Kyrgyz Republic "About establishment of surcharge to the salary to workers of the budget sphere in case of change of tariff policy on energy carriers" of November 13, 2009 No. 512, and also for the purpose of rendering social support to the population in the conditions of change of tariff policy on energy carriers, the Government of the Kyrgyz Republic decides:

1. Approve the enclosed surcharge Payment procedure in the amount of 200 som to the salary to workers of the budget sphere whose average monthly salary does not exceed 5000 (five thousand) som (appendix 1).

2. To the ministries, administrative departments, local public administrations, other executive bodies of the Kyrgyz Republic and local government bodies:

- make necessary changes to the staff list in connection with establishment of surcharge in the amount of 200 som to the salary of workers of the budget sphere whose average monthly salary does not exceed 5000 (five thousand) som;

- provide till March 10, 2010 to the Ministry of Finance of the Kyrgyz Republic of the data on in addition required amount for 2010 in the enclosed form (appendix 2);

- make surcharge to the salary according to the enclosed Procedure.

3. To heads of local public administrations and local government bodies of the Kyrgyz Republic to represent to the Ministry of Finance of the Kyrgyz Republic till 1 number of every month following the accounting period, requests for surcharge in the amount of 200 som to the salary for inclusion in funding plan on current month.
