For the purpose of ensuring sustainable social and economic development, and also being guided by the Decree No. 1 of April 7, 2010, the Provisional Government of the Kyrgyz Republic decides:
1. Approve enclosed:
- rates for electrical energy for final consumers (net of any taxes);
- rates for heat energy and hot water for consumers of Bishkekteploset open joint stock company and structural divisions of Power plants open joint stock company, and also for the population receiving heat energy and hot water from boiler rooms of the state company "Kyrgyzzhilkommunsoyuz", the utility company "Bishkekteploenergo" and other companies.
2. To Department of Energy of the Kyrgyz Republic till April 25, 2010:
- approve rates for electrical and heat energy for final consumers according to this resolution;
- approve rates for heat energy and hot water on other boiler companies developing heat energy and hot water, which are not specified in Item 1 of this resolution;
- make calculation of the sizes of the loss of income of the energy companies.
3. Determine that rates for electrical, heat energy and the hot water specified in Item 1 of this resolution are valid from April 1, 2010.
4. To the Ministry of Finance of the Kyrgyz Republic till June 1, 2010:
- together with the Department of Energy of the Kyrgyz Republic to develop the mechanism of compensation for the account of the republican budget for 2010 of the income of the energy companies which are dropping out in connection with reduction of tariffs according to this resolution;
- make offers on adjustment of the republican budget of the Kyrgyz Republic for 2010.
5. Declare invalid the order of the Government of November 12, 2009 No. 699 "About Medium-term tariff policy on electrical and heat energy for 2010-2012".
