For the purpose of support of financial and economic condition of the taxpayers who suffered losses during the events of force majeure, being guided by the Decree of Provisional Government of the Kyrgyz Republic of April 7, 2010 No. 1, Provisional Government of the Kyrgyz Republic accepts this Decree:

1. This Decree determines procedure and conditions of carrying out debt restructuring of taxpayers to which damage as a result of April events of 2010, on the added percent, penalty fee is caused, to penalties for untimely tax payment, customs payments and compulsory insurance premiums.

2. Determine that April events of 2010 belong to the force majeure falling under determination of force majeure circumstances in the tax, customs purposes and for the purpose of the national social insurance.

3. In this Decree the following concepts are applied:

the taxpayer - the physical person, the individual entrepreneur, the organization, separate division, permanent organization which are performing economic activity, irrespective of their form of business, type of activity, subordination and pattern of ownership and/or the having taxation objects to which damage as a result of action of force majeure circumstances is caused;

percent - the amounts added according to articles 76 and 79 of the Tax Code of the Kyrgyz Republic and Article 248 of the Customs code of the Kyrgyz Republic for untimely payment at the scheduled time of customs payments, taxes and fees;
