About activities of Interstate council on standardization, metrology and certification
The Council of Heads of Government of the Commonwealth of Independent States solved:
1. Approve the activities of Interstate council on standardization, metrology and certification provided in the Report it (is applied).
2. Recommend to Interstate council on standardization, metrology and certification:
develop and approve the priority directions of interstate standardization till 2015, having paid first-priority attention to questions of creation of the regulatory base for harmonization of national technical regulations of the State Parties of the CIS and harmonization of interstate standards with the international and European standards;
provide unconditional goal achievement, assigned to Interstate council on standardization, metrology and certification by the Actions plan on realization of the first stage (2009-2011) of Strategy of economic development of the Commonwealth of Independent States for the period till 2020, relying on closer interaction with bodies of industry cooperation and experience of the international organizations.
3. To the governments of the State Parties of the CIS:
provide the fastest adoption of the Agreement on bases of harmonization of technical regulations of the State Parties of the CIS;
speed up work on forming of single evidential base for confirmation of conformity of products and services to requirements of technical regulations.

Introduction
The activities report of Interstate council on standardization, metrology and certification (MGS) is prepared by Bureau according to standards according to the schedule of activities reports of bodies of industry cooperation of the CIS for representation for consideration on commission sessions on economic problems under CIS Economic Council, CIS Economic Council and Council of CIS Heads of Government.
The main results of work of MGS for the entire period of its work, the current and perspective tasks facing MGS at new stage of integration of the State Parties of the CIS are reflected in the Report.

Considering that this task cannot be solved without complex of single interstate standards, systems for ensuring the uniformity of measurements, single approaches to assessment (confirmation) of compliance and accreditation, according to the proposal of heads of national authorities of standardization, metrology and certification of the State Parties of the CIS by heads of governments the Agreement on carrying out coordinated policy in the field of standardization, metrology and certification of March 13, 1992 was signed (further - the Agreement).
It allowed national authorities to share and enhance earlier saved up potential on standardization, metrology and certification of the State Parties of the CIS, and also to perform carrying out single technical policy in the field of standardization, metrology and certification.
The state standards operating in the USSR and the state standards of units of physical quantities were recognized as the State Parties of the Agreement as interstate.
The agreement along with the basic principles of forming and carrying out coordinated policy on standardization, metrology and certification provided creation of Interstate council on standardization, metrology and certification - body for forming of coordinated policy and coordination of works of the State Parties of the CIS.
According to the Agreement representatives of the State Parties of the CIS in MGS are the heads of national authorities authorized in the states on implementation of functions in the field of harmonization of technical regulations, standardization, metrology, assessment (confirmation) of compliance and accreditation which on behalf of the states are allocated with the right to be member MGS and powers necessary for accomplishment of the functions assigned to it.
Time confirmed that adoption of the Agreement played key role in strengthening trade and economic and sci-tech cooperation, in protection of the markets of the State Parties of the CIS against low-quality and unsafe products. Today it is difficult to provide what additional difficulties the states would face upon transition to market economy if cumulative normative and technical potential was not kept and adapted to the developed conditions.
Basis of the legal base of activities of MGS number of the State Parties of the CIS signed by heads of governments and concluded by national authorities on standardization, metrology and certification within MGS of the agreements ensuring its functioning on the fixed activities constitute the Agreement on carrying out coordinated policy in the field of standardization, metrology and certification of March 13, 1992 and the Protocol to it of November 22, 2007, and also (appendix 1).
For the purpose of harmonization of national systems of standardization and metrological support of the State Parties of the CIS by Inter-parliamentary Assembly the model laws drafted by MGS are adopted:
"About standardization" (it is accepted at the 10th plenary session of Inter-parliamentary Assembly of the State Parties of the CIS);
"About ensuring unity of measurements" (it is accepted at the 11th plenary session of Inter-parliamentary Assembly of the State Parties of the CIS).
The created organizational structure executive and the MGS technical authorities ensures functioning on all activities which are in its competence. On the main areas the scientific and technical commissions or working groups, Council of plenipotentiaries for implementation of the intergovernmental agreement about cooperation on ensuring unity of measurements of time and frequency of October 9, 1992, and also more than 260 interstate technical committees on standardization constantly work (appendix 2).

The responsible secretary of MGS is appointed according to the proposal of heads of national authorities.
According to the Decision of Council of heads of states of the CIS of April 2, 1999 about enhancement and reforming of structure of bodies of the CIS functions of the working device MGS are transferred to Executive committee of the CIS.
According to the Protocol of June 20, 2000 for performance of works on interstate standardization, metrology, certification and accreditation in these spheres of activity the Bureau according to standards with the location in Minsk is created (Republic of Belarus).
The chairman of MGS is MGS chosen at the 37th meeting in June, 2010 Glavgossluzhby "Turkmenstandartlara's" chief Orazov Nurgeldy Charyevich, the responsible secretary of MGS now - Sonets N. V. who at the same time heads Bureau according to standards.

The technical policy of MGS is created by national authorities on standardization, metrology and certification of the State Parties of the CIS, the scientific and technical commissions (working groups) of MGS and interstate technical committees on standardization.
The main objectives of MGS according to the General provision about bodies of industry cooperation of the Commonwealth of Independent States are the organization and coordination of execution of the decisions made by Council of heads of states, Council of Heads of Government, Council of Foreign Ministers and CIS Economic Council.
The main activities of MGS are:
development of regulating documents on standardization (interstate standards, rules, recommendations and qualifiers);
forming, storage and maintaining fund of interstate standards and providing State Parties of the CIS with interstate standards;
maintenance, storage and development of reference base and system of transfer of the sizes of units of physical quantities;
implementation of activities of interstate time service and frequency;
maintaining information funds of measuring instruments, standard samples and standard help data on properties of substances and materials;
development of rules and procedures for mutual recognition of results of the state testing, metrological certification, checkings and calibrations of measuring instruments;
development of rules and procedures of mutual recognition of results of activities of accredited test, testing, calibrating and measuring laboratories (centers), certification bodies, certificates on products and systems of quality assurance;
international cooperation in the field of interstate standardization, metrology, assessment (confirmation) of compliance, accreditation and quality.
International Organization for Standardization (ISO) recognized MGS as regional standardization organization Commonwealths of Independent States with assignment of the name by it in English of Euro-Asian Council for Standardization, Metrology and Certification (EASC) that reflects the place name of the region in the territory of which MGS performs the activities, and is translated into Russian as Eurasian council on standardization, metrology and certification.
EASC are signed agreements on cooperation with ISO, the International electrotechnical commission (further - MEK) and the European committees on standardization of SEP and SENELEK, providing exchange of information and regulating documents and mutual participation in the held events.
According to signed agreements of EASC has the right free of charge to apply the international and European standards through interstate, and EASC state members - through national standards. These agreements created the legal basis for harmonization of interstate and national standards as with the international, and European standards, irrespective of membership and the status of state members of EASC in these organizations.

According to the Program for the New Independent States financed within the TACIS program number of seminars at which the philosophy of the European standardization, including the concept of "New approach", and also questions of metrology and certification is considered was held. The Interstate information center and subscriber Items in national authorities on standardization, metrology and certification of 10 states participating in the TACIS program which allowed to apply information technologies in case of exchange of information between national authorities of the State Parties of the CIS and interaction with the international (regional) and foreign standardization organizations, metrology, assessment (confirmation) of compliance, accreditation and quality are created.
From date of creation of MGS are held 37 meetings at which
over 1 200 questions are considered and the decisions providing are made
the coordinated actions directed on:
elimination of technical barriers in trade;
improvement of quality and safety of products made in the State Parties of the CIS;
protection of the markets from low-quality and unsafe for life, health, property of citizens and the environment of products;
ensuring unity of measurements.
Representatives of national authorities on standardization, metrology and certification, Executive committee of the CIS, bodies of industry cooperation of the CIS, International Organizations for Standardization and national authorities on standardization, metrology, confirmation of conformity (certification) and accreditation of other states constantly take part in work of meetings of MGS.
For the accounting period more than 130 meetings of the scientific and technical commissions and the working groups of MGS at which recommendations and drafts of decisions about the questions considered at MGS meetings are prepared are held.
2.1. In the field of technical regulation and standardization
Entry of the State Parties of the CIS into world economic space was directly connected with need of reforming of the national systems of technical regulation which were based on application of mandatory requirements of standards. Besides, technical regulation by means of mandatory standards did not conform to requirements of the Agreement on technical barriers in trade of the WTO and the developed international and European practice.
For the purpose of reduction in compliance of the national legal system concerning questions of technical regulation with the international and European practice and requirements of the WTO the majority of the State Parties of MGS was developed and adopted the fundamental laws establishing the general principles and mechanisms of technical regulation in modern conditions and started their step-by-step realization. The Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, the Russian Federation, the Republic of Uzbekistan, Ukraine treat them.
In other states the relevant laws are under consideration in parliaments or their development comes to an end.
For the purpose of coordination of works on creation and development of systems of technical regulation at the interstate level in 2004 the Scientific and technical commission of MGS on harmonization of technical regulations of the State Parties of the CIS is created (further - HTK TP).
Transition of the State Parties of the Agreement to the system of technical regulation accepted in the international practice breaks the system of technical regulation which developed in the CIS based on mandatory requirements of interstate and national standards and also system of recognition of results of testing, accreditations and confirmations of conformity (certification) which are based on their basis.
