On fulfillment of requirements of Item 3 of the resolution of the Cabinet of Ministers of Ukraine of 17.02.2010 N 132 "Some questions of functioning of cargo customs complexes, avtoport, autoterminals" and for the purpose of establishment of single procedure for functioning of system of electronic accounting of goods and vehicles in the territories of cargo customs complexes, avtoport, autoterminals I ORDER:

1. Approve the Single procedure for functioning in cargo customs complexes, avtoporta, autoterminals of system of electronic accounting of goods and vehicles (further - the Procedure) which is applied.

2. To regional information customs (Koposov S.A.) within 90 days from day of the introduction in operation of this order to develop the software which realizes possibility of introduction of information unloaded from the automated system of cargo customs complex, avtoport, the autoterminal.

3. To department of the organization of customs control and work of customs intermediaries (Serbaylo A. I.) and to provide to Legal support division (Black G.M.) submission of this order on state registration in the Ministry of Justice of Ukraine.

4. To heads of regional customs, customs to bring this order to permission of the interested subjects of managing.

5. Determine that this order becomes effective from the date of official publication.

6. To impose control over the implementation of this order on the vice-chairman of Service Syomka S. M.

Single procedure for functioning in cargo customs complexes, avtoporta, autoterminals of system of electronic accounting of goods and vehicles

I. General provisions

1.1. This Procedure is developed according to Item 3 of the resolution of the Cabinet of Ministers of Ukraine of 17.02.2010 N 132 "Some questions of functioning of cargo customs complexes, avtoport, autoterminals" and for the purpose of establishment of single procedure for functioning in cargo customs complexes, avtoporta, autoterminals of system of electronic accounting of goods and vehicles (further - TS).

1.2. TS which are under customs control and move the territory of cargo customs complex, avtoport, the autoterminal (further - the State Customs Committee), are subject to electronic accounting (electronic accounting is farther).

1.3. The owner of the State Customs Committee provides to officials of customs workplaces with access for putting down of marks, stipulated in Item 2.2 Sections II of this Procedure.

1.4. Electronic accounting begins with the moment of entrance of TS on the territory of the State Customs Committee and comes to the end after departure of TS from this territory.

1.5. For ensuring functioning in the State Customs Committee of system of electronic accounting the software (further - ON) which is developed by the owner of the State Customs Committee or other persons is used.

II. Procedure for fixing of movement of goods and vehicles by the territory of cargo customs complex, avtoport, autoterminal

2.1. In case of entrance of TS on the territory of the State Customs Committee scanning of registration plate of TS and trail car/semitrailer truck (is performed in case of their availability), automatic raising of barrier and is got the number electronic accounting card of movement of goods and TS (the accounting card is farther). The official of the State Customs Committee who exercises control of entrance of TS on the territory of the State Customs Committee issues magnetic card or paper card with barcode (further - the identifier) to the driver of TS (the representative of the customs broker or the freight forwarder) (further - the authorized person). Then the TS is weighed on electronic scales with automatic transferring of information to the accounting card.

carrying out customs goods inspection (in case of carrying out number, date of creation of the act of carrying out customs goods inspection are specified).

After completion of customs clearance of goods by the official of customs authority who carried out customs clearance the mark about possibility of departure of TS out of limits of the territory of the State Customs Committee is entered in the accounting card that is the basis for the official of the State Customs Committee to perform its release.

2.3. 2.4. 3.3. ON shall provide provision of such forms of the reporting about:

the list of TS which are in the State Customs Committee as of current or were as of the set date, and also time, the place or zone of stay of TS in the territory of objects which are part of the State Customs Committee;

the list of TS which drove (left) in the State Customs Committee for the set period of time.

3.4. ON later developments, and also before its installation in local area network of the owner of the State Customs Committee is subject to check on compatibility with ON customs Regional information customs concerning implementation of the specified requirements by results of which the conclusion about possibility of its installation is drawn.
