The Parliament adopts this organic law.

Chapter I GENERAL PROVISIONS

Article 1. Basic concepts

For the purpose of this law the following basic concepts are used:

address compensation - money payment instead of the privileges appointed earlier;

utilities - heating, supply of cold water and hot water (heating of cold water), the natural gas used for gas stoves and heating, service of the sewerage, sanitary cleaning (export of solid and liquid household waste), the elevator on servicing of the apartment house or hiring of housing;

the lonely pensioner - one retirement pensioner or more if they are spouses, brothers (sisters) who live in one apartment (house) and have no children, or have minor children, or have the children belonging to the categories of persons having the right to address compensations according to this law.

Article 2. Right to address compensations

(1) persons determined by Article 3, being citizens of the Republic of Moldova by which this right is established till December 31, 2009 have the Right to address compensations.

(2) Since January 1, 2010 address compensations for the categories of the population provided by this law are not appointed.

(3) Person who establishes the right to address compensations till December 31, 2009 use them before the expiration of the right according to the legislation according to the procedure, established by the Government.
