Presidents of the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan and the Republic of Uzbekistan, being guided by the Contract between the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan and the Republic of Uzbekistan on organization of the Central Asian Cooperation Organization signed in Almaty on February 28, 2002 and the Tashkent statement of heads of states of the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan and the Republic of Uzbekistan of December 28, 2001, proceeding from readiness to continue regular contacts between heads of state members of TsAS, to conduct exchange of opinions on the major bilateral, regional and international problems, relying on the general aspiration of four states to strengthen friendship and mutual trust, to resolve issues in the spirit of equality and mutually advantageous partnership taking into account mutual interests, considering need of building-up of close interaction for fight against the international terrorism, separatism and extremism, being guided by general interest to help stability, safety, sovereignty and territorial integrity of all states of the region and strengthening of interaction of the states of the region in areas, of common interest, having discussed the course of accomplishment of the made decisions and the Protocol of meetings of Chapters of state members of the Central Asian Cooperation Organization in Almaty on February 28, 2002 and in Aktau 6, on July 7, 2002 and having exchanged opinions on topical issues of regional cooperation, declare the following:
