The State Parties of this agreement on behalf of the governments (further - the Parties),

considering traditional interest of their population in the events which are taking place in the State Parties of the Commonwealth

proceeding from need of creation of conditions for broad and free exchange and distribution of the periodic printed materials made in the territories of the Parties

confirming the commitment to the universal principles of exchange of information, to open and equal entry of the citizens to the printed materials made in the territories of the Parties according to the universally recognized norms of international law,

considering provisions of the Concept of forming of information space of the Commonwealth of Independent States approved by the Decision of Council of Heads of Government of the Commonwealth on October 18, 1996

in view of the Agreement on cooperation in the field of information of October 9, 1992 and the Agreement on cooperation in the field of book publishing, book trading and polygraphy of February 10, 1995,

agreed as follows:

Article 1

The parties develop cooperation in the field of exchange and distribution of periodic printed materials for the purpose of requirements satisfaction of citizens in periodicals, further strengthening of traditional ties between the Parties.

Article 2

The parties guarantee open and equal entry of the citizens to the periodic printed materials published in the State Parties of this agreement according to the national legal system and the universally recognized norms of international law.
