Rules of rendering services of mail service

These rules govern the relations between the operators, providers of mail service rendering services to mail service and users of these services and determine procedure for rendering services of mail service, the right and obligation of operators, providers of mail service and users.

Chapter I. General provisions

1. Action of these rules extends to operators and providers of mail service who according to the legislation provide services to mail service, and users of these services.

2. In these rules the terms with the corresponding determinations established in OzMSt 162:2024 "Mail service are applied. Terms and determinations".

Chapter II. Organization of servicing of users

§1. Organization of servicing of users of services of mail service

3. Operators and providers of mail service perform activities for rendering services of mail service (acceptance, processing, transportation and delivery of post, express departures) on the basis of acts of Universal Postal Union, the legislation of the Republic of Uzbekistan and these rules.

Functions on obligatory provision of universal post services in all territory of the Republic of Uzbekistan are assigned to the national operator of mail service (further - the national operator).

The national operator of mail service has the status of the appointed operator of mail service for accomplishment of obligations of the Republic of Uzbekistan according to acts of Universal Postal Union in the territory of the Republic of Uzbekistan.

Forms and documentation of Universal Postal Union can be used only by the national operator.

The national operator has exclusive rights on rendering post services in transfer of non-registered letters, postcards and postal money transfers (further - money transfers), to delivery (delivery) of written correspondence, the notifications, agenda and other legally significant documents sent by republican executive bodies, authorities on places, the state companies, organizations, the organizations, judicial and law enforcement agencies through Single national system of electronic mailings.

about payment procedure for services of mail service;

about the objects and substances prohibited to transfer;

about control terms of passing of mailings;

about storage durations of post and express departures;

samples of goods of mail with indication of the price;

container samples for packaging of post, express departures with indication of the price;

about the name, the address and phone number of superior organization of mail service and relevant organs, authorized to perform consumer protection;

about access to these rules, and on objects of mail service of the national operator, besides, with postal indexes of objects of mail service. These documents shall be on objects of mail service and be issued for acquaintance to users at their request;

about responsibility of operators and providers of mail service to users;

about the rights and responsibility of users;

the list of the countries to which acceptance of international money transfers is performed.

In objects of mail service of the national operator on the place, visible and available to users, there shall be information on the postal index of this object of mail service and standard rates of frequency of dredging of written correspondence from mailboxes.

In the place of acceptance of mailings in the mode of the accelerated mail (further - departures of the accelerated mail) on the place, visible and available to users, there shall be list of the countries to which the international departures of the accelerated mail are accepted.

6. The operating mode of objects of mail service is set by operators of mail service taking into account technologies of mail service and shall be convenient for users.

The control terms of passing of mailings obligatory for operators and providers of mail service, affirm the Ministry of digital technologies of the Republic of Uzbekistan. Terms of rendering other services of mail service are established by operators of mail service independently.

§2. Use of personalized things of operators of mail service

11. Operators of mail service provide objects of mail service with personalized things which are applied in production processes to execution of accompanying documents, post and express departures.

12. Each object of mail service of the national operator shall have the personalized things which are made by orders of the regional organizations of mail service according to requirements of regulating documents for standardization".

13. Personalized things of the national operator are: post calendar stamp (further - calendar stamp), memorable special stamp, insurance seals, punches of ice creams, cliche of franking machines.

The calendar stamp intends for cancellation of postage stamps and (or) drawing on post, express departures, money transfer forms and (or) accompanying documents of the name of the corresponding object of mail service, direction of the mail van, autopath, date. other services in the field of mail service.

16. The following types of the mailings accepted for transfer of mailings in the territory of the Republic of Uzbekistan belong to internal mailings:

b) postcards (simple, custom);

c) parcels post (simple, custom, with the announced value);

d) departures for blind people (simple, custom);

e) sending (simple, with the announced value);

e) small packets (simple, custom);

g) departures of the accelerated mail;

h) money transfers.
