1. Approve the enclosed form of the state statistical reporting 4-tr (autotrance) "The report on use of road transport" of quarter frequency and enact it starting with the report for the I quarter 2012.
2. Approve the enclosed Instructions on filling of form of the state statistical reporting 4-tr (autotrance) "The report on use of road transport" and enact them starting with the report for the I quarter 2012.
3. Extend the form of the state statistical reporting specified in Item 1 of this resolution on legal entities, the separate divisions of legal entities having separate balance whose types of economic activity (except the basic) are activities of road load carrying transport, activities of taxi (except the Instructions listed in part two of Item 1 on filling of form of the state statistical reporting 4-tr (autotrance) "The report on use of road transport", approved by this resolution).
4. Declare invalid the resolution of National Statistical Committee of the Republic of Belarus of October 12, 2009 No. 205 "About approval of form of the state statistical reporting 4-tr (autotrance) "The report on use of road transport" and instructions for its filling" (The national register of legal acts of the Republic of Belarus, 2009, No. 264, 7/1117).
5. This resolution becomes effective since January 26, 2012.

1. (Autotrance) "The report on use of road transport" (daleeotcht) the state statistical reporting under form 4-tr legal entities, the separate divisions of legal entities having separate balance whose types of economic activity (except the basic) are activities of road load carrying transport, activities of taxi submit.
The report is not submitted:
legal entities, the separate divisions of legal entities having separate balance whose main type of economic activity are transportations by buses;
legal entities with average number of workers calendar year prior to 15 people inclusive;
legal entities of non-state pattern of ownership with average number of workers for calendar year from 16 to 100 people inclusive who except for are part of the state organizations subordinated to the Government of the Republic of Belarus, and also the share (share in authorized funds) of which are in state-owned property and are transferred to the control to state bodies (organizations).
2. Legal entities, the separate divisions of legal entities having separate balance submit the report to body of the state statistics on the place of the stay, including data on the divisions entering into their structure.
3. The report is filled in in I, II, III, IV quarters.
4. In the report data on motor transportations of the loads executed for a fee for the organizations and physical persons based on the agreement of motor transportation of load or on other legal causes are reflected (further - commercial transportations). the international commodity-transport superimposed "CMR" approved by the resolution of the Ministry of Transport and Communications of the Republic of Belarus of June 24, 2004 No. 23 "About approval of the form of international commodity-transport superimposed "CMR" and the instruction for its filling" (The national register of legal acts of the Republic of Belarus, 2004, No. 141, 8/11404);
route sheets according to the resolution of the Ministry of Finance of the Republic of Belarus of November 26, 2010 No. 138 "About approval of the Instruction about procedure for execution of transport documents and recognition voided some regulatory legal acts of the Ministry of Finance of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2011, No. 20, 8/23282), and also other source accounting documents.

7. The respondents using cargo vehicles according to lease agreements (leasing) include data on use of this motor transport on all indicators of the report in the report.

12. Data on cargo turnover (the number of the executed ton-kilometers) are determined by multiplication of data on the load which is actually transported in separate ezdka (arrivals) (including the load transported on trail cars) on haulage distance and summing of the received works.
Example of calculation.
In day 3 ezdka were executed:
1st ezdka: 3 tons on distance of 20 km;
2nd ezdka: 4 tons on distance of 30 km;
3rd ezdka: 3 tons on distance of 10 km.
The amount of transportation of goods will make 10 tons.
The cargo turnover will constitute (3 t x 20 km) + (4 t x 30 km) + (3 t x 10 km) = 210 t · km.
13. During the work of cargo vehicles for which use the customer makes calculation with the owner of the cargo vehicle, proceeding from hourly rate, and (or) on which accounting of amounts of transportation of goods and cargo turnover in kind by measurement is impossible, of weighing, the amount of transportation of goods and cargo turnover are determined in the settlement way:
the amount of loads in the tons transported one cargo vehicle is determined as the work of automobile-hours in the job specification on its load-carrying capacity and normative productivity of one ton of load-carrying capacity for one working hours, equal 0,32;
cargo turnover in ton-kilometers - as the work of amount of loads in tons on the normative haulage distance equal of 26 km.
14. Amount of transportation of goods in tons and cargo turnover in ton-kilometers of cargo vehicles on the organization in general are determined as the amount of the corresponding indicators by each cargo vehicle.
15. The general run of cargo vehicles consists of run with load, empty and zero run.
Run with load any run of the loaded vehicle between Items on which loading and unloading of the cargo vehicle irrespective of quantity of the transported loads was made is considered.
Empty run is the run of the cargo vehicle without load between unloading points and loadings.
Zero run is the empty run of the cargo vehicle from garage (organization) to the first loading point and from the last unloading point to garage (organization).
16. The size of general run of the cargo vehicle and the automobile car taxi is determined by indications of the odometer.
17. Data on paid run of automobile cars taxi are determined as difference of indications of taximeter in case of return and departure of cars according to route sheets and summing of the received results on all cars taxi for reporting quarter.
18. The Section II is filled in for January-December in the report for the IV quarter.
19. Total amount of revenue from operation of automotive vehicles joins revenue received from transportation of goods by cargo vehicles and passengers (automobile cars taxi) including taxes and fees, and also revenue from delivery of automotive vehicles in lease with the driver (if revenue from leasing passes on the credit of sub-account of the financial accounting "Sales proceeds").
20. Cost data are filled in based on accounting data.
Total cost, the automotive vehicles connected with operation, joins all costs made in year: the salary of drivers with charges, fuel cost, lubricant and other operational materials, repair of automotive vehicles and trail cars (without capital), the added amounts on recovery of depreciation and repair of autotires, the depreciation charges on automotive vehicles, trail cars, administrative costs. Do not include charge of expeditionary personnel on handling works in the total cost of transportations and the value added tax.
If the cargo vehicle is at the same time used for implementation of transportation for own needs and implementation of commercial motor transportation, then in the absence of the separate cost accounting on them data on line 11 are reflected in proportion to amount of commercial motor transportations.
21. In the organizations where there are cargo vehicles and automobile cars taxi, charges of administrative and service personnel and other overheads distribute in proportion to the number of automobile-days of stay in the organization of above-mentioned automotive vehicles.
22. On line of the 20th reference information data on automobile cars taxi for the end of reporting quarter as consisting on balance of the organization, and registered under the agreement of leasing are reflected.
