About approval of the Instruction for safe use, storage and warehousing of pesticides in agricultural industry

The instruction for safe use, storage and warehousing of pesticides in agricultural production

Chapter I. General provisions

Before adoption of the corresponding technical regulation this Instruction establishes general safety rules and occupational health, production sanitation, fire safety, environmental protection in case of storage, use and transportation of pesticides and is obligatory for all physical persons and legal entities performing activities for production, realization and use of pesticides and agrochemicals.

On extent of impact on live organism pesticides are subdivided into four classes of danger (GOST 12.1.007-76):

1 - extremely dangerous;

2 - highly hazardous;

3 - moderately dangerous;

4 - low-dangerous.

The class of danger of pesticides is established depending on the regulations and indicators specified in table 1 (appendix 1).

In objects of external environment pesticides are divided by firmness on:

- very resistant (decomposition time for nontoxic components more than 2 years);

- resistant (decomposition time for nontoxic components - 0,5 - 2 of year);

- moderately resistant (decomposition time for nontoxic components - 1 - 6 months);

- low-resistant (decomposition time for nontoxic components-1 month).

Work with pesticides of the 1st and 2nd class shall be carried out to the constants which are specially trained by personnel. The procedure for obtaining, transportation, storage and accounting is regulated by special instructions.

Chapter II. General rules under the organization of works with use of pesticides

2.1. Need of use of pesticides for each case shall be reasonable (with obligatory accounting of number of harmful types in agrobiocenosis and determination of economic threshold of their injuriousness, and also probability of availability of alternative not chemical methods).

2.2. The pesticides included in the List of the pesticides and agrochemicals allowed for use in the Kyrgyz Republic, approved by the Government of the Kyrgyz Republic shall be applied to chemical protection of plants (further - the List).

It is strictly forbidden to increase consumption rates of pesticides and to increase frequency rate of their application, provided by the above-stated List.

2.3. The decision on application, the pesticide choice, terms of processing shall be accepted by the specialist in protection of plants taking into account biology of crop, harmful organisms, and also taking into account climatic features of the region.

2.4. All works on chemical protection of plants are carried out under the leadership of the specialist in protection of plants having the corresponding training and who is responsible for holding actions and their quality.

2.5. The personnel participating in the organization and performance of works for chemical protection of plants are selected the specialist in protection of plants from persons which underwent the corresponding training.

2.6. The works manager shall:

- inform persons involved with pesticides of the characteristic of pesticides, features of their impact on human body, on animals and on plants, precautionary measures, production and personal hygiene;

- hold personnel safety notification with registration in the special magazine;

- acquaint with acceptances of rendering the first pre-medical aid.

2.7. Persons involved with pesticides have medical examination in accordance with the established procedure. Persons under 18 are not allowed to work with pesticides (The order of the Government of the Kyrgyz Republic of July 2, 2001 No. 314), pregnant women and the feeding women, and also persons having medical contraindications (appendix 2). On all work types connected with pesticides, workers shall be allowed according to the work permit (appendix 3).

2.8. Duration of the working day during the works with pesticides - 6 hours (with obligatory completion within 2 hours at the works which are not connected with pesticides).

2.9. Working with pesticides shall follow rules of personal hygiene strictly. During works it is forbidden to drink, eat food, to take alcoholic beverages, to smoke, withdraw individual protection equipment.
