The State Parties of this agreement on behalf of the governments (further - the Parties),

proceeding from need of creation of conditions for broad and free exchange and distribution of the printed materials made in the territories of the Parties

based on the Agreement on cooperation in the field of information of October 9, 1992 and the Agreement on cooperation in the field of book publishing, book trading and polygraphy of April 16, 2004,

in view of the Concept of forming of information space of the Commonwealth of Independent States approved by the Decision of Council of CIS Heads of Government of October 18, 1996 agreed as follows:

Article 1

The parties create Interstate council on cooperation in the field of periodicals, book publishings, book tradings and polygraphies (further - Council).

Article 2

Council performs the activities on the basis of the Provision which is integral part of this agreement.

Article 2.1

This agreement does not affect the rights and obligations of each of the State Parties of the Agreement following from other international treaties which participants they are

Article 3

This agreement is open for accession of other states sharing its purposes and the principles with the consent of all Parties by transfer to depositary of documents on such accession. Accession is considered by the depositary of the last message on consent to such accession which became effective from the date of receipt.
