According to the procedure of issue of permissions to the right of import to the territory of Ukraine, export from the territory of Ukraine or transit through the territory of Ukraine of drugs, psychotropic substances and precursors, No. 146 approved by the resolution of the Cabinet of Ministers of Ukraine of February 3, 1997 (The Official Bulletin of Ukraine, 1997, number 6, page 78; 2001, No. 13, Art. 556; 2004, No. 19, Art. 1319; 2007, No. 93, Art. 3413; 2010, No. 78, Art. 2762):
