About approval of the technical regulation "Requirements to Safety of Alcoholic Products"
For the purpose of implementation of the Law of the Republic of Kazakhstan of November 9, 2004 "About technical regulation" the Government of the Republic of Kazakhstan DECIDES:
1. Approve the enclosed technical regulation "Requirements to Safety of Alcoholic Products".
2. This resolution becomes effective after twelve months from the date of the first official publication.

1. This technical regulation "Requirements to Safety of Alcoholic Products" (further - the Technical regulation) is developed according to the laws of the Republic of Kazakhstan of the Republic of Kazakhstan of July 16, 1999 "About state regulation of production and turnover of ethyl alcohol and alcoholic products", of November 9, 2004 "About technical regulation", of July 21, 2007 "About safety of food products" and extends to the following products:
1) vodka and vodka special;
2) alcoholic beverage products;
3) wine material;
4) wine;
5) cognac (Kazakhstan cognac);
6) brandy;
7) beer.
2. The technical regulation extends to the alcoholic products entering goods item 2203, of 2204, of 2205, of 2206, of 2207, 2208 Single commodity nomenclatures of foreign economic activity of custom union (ETN foreign trade activities CU) and establishes requirements to safety of finished goods, at development stages and statements on production of new types of products, in case of its conversion, production, storage, transportation, purchase, import to the country and realization, utilization and destruction.
3. Categories of alcoholic products are given in appendix 1 to this Technical regulation.
4. Requirements of this Technical regulation do not extend on:
1) the activities connected with production and turnover of alcohol-containing food products of animal origin (including koumiss, kefir, ayran, shubat), and also the kvass received by the spirit fermentation and soft drinks made with use of the alcoholized infusions of herbs and wine materials;
2) the activities connected with production and turnover of alcohol-containing non-food products (medicinal, washing and disinfectants, paint and varnish and perfumery and cosmetic products, other similar goods).
1.1. Dangerous factors

Treat dangerous factors (risks) arising in the course of lifecycle of alcoholic products: exceeding of admissible level of toxic elements, radionuclides, methyl alcohol (for vodka and drinking ethyl alcohol), mass concentration of the aldehydes, fusel oil, nitrosamines (for beer) established by this Technical regulation, mechanical and microbiological pollution of products, use of the non-food or struck with wreckers raw materials.
6. Probable risks arise at the following stages (processes) of lifecycle of alcoholic products:
1) development (creation) of alcoholic products;
2) preparation for production of storage, production facilities, machines, equipment, vehicles, auxiliary materials;
3) acceptance and preparation of the main and auxiliary raw materials, including nutritional supplements, semifinished products and ingredients to production;
4) production (production) of alcoholic products;
5) storage, transportation, realization.
7. For the purpose of compliance of alcoholic products to requirements of this Technical regulation participants of economic activity in the field of production of alcoholic products organize, apply and support the system of production supervision based on the following principles:
1) determination of any dangers in production process which can lead to release into the stream of commerce of the alcoholic products which are not conforming to requirements of this Technical regulation;
2) determination of critical control points in production process on which control is necessary to prevent or eliminate the danger determined according to this Technical regulation;
3) limiting establishment of the measure values determined and controlled in critical control points;
4) conducting monitoring of the indicators controlled in critical control points;
5) establishment of operations procedure in case of variation of the established safety indicators;
6) maintaining documentation fixing application of adequate measures of safety.
1.2. Identification
8. Identification of alcoholic products is carried out by means of visual verification of presence at it identification indicators with use of the marking applied on it and (or) the accompanying documentation, and also by means of carrying out laboratory research on the product samples which are selected in accordance with the established procedure on identification of quality and safety of alcoholic products to the certificate shown by the producer.
