About approval of the Regulations on the departmental militarized protection of the companies which belong to the sphere of management of the State space agency of Ukraine

According to article 22 of the Law of Ukraine "About space activities", for the purpose of settlement of activities of the departmental militarized protection of the companies which belong to the sphere of management of the State space agency of Ukraine, I ORDER:

1. Approve Regulations on the departmental militarized protection of the companies which belong to the sphere of management of the State space agency of Ukraine which is applied.

2. To the head of department of special programs in accordance with the established procedure to provide this order on state registration to the Ministry of Justice of Ukraine.

3. Bring the order to vice-chairmen of GKA of Ukraine, heads of independent structural divisions of GKA of Ukraine, heads of the companies which belong to the sphere of management of GKA of Ukraine.

4. I reserve control over the implementation of the order.

5. The order becomes effective from the date of its official publication.

Regulations on the departmental militarized protection of the companies which belong to the sphere of management of the State space agency of Ukraine

І. General provisions

1.1. This Provision is developed according to the Law of Ukraine "About space activities", the Code of Ukraine about administrative offenses and determines the principles of creation, management, completing of the departmental militarized protection of the companies which belong to the sphere of management of the State space agency of Ukraine (further - the departmental militarized protection), the rights, obligations of workers of the departmental militarized protection, procedure of protection of objects and property which are under protection of divisions of the departmental militarized protection.

1.2. The departmental militarized protection is system of the divisions created for protection of objects and property of the companies which belong to the sphere of management of the State space agency of Ukraine, the companies determined in the List which belong to the sphere of management of the State space agency of Ukraine which objects and property are protected by divisions of the departmental militarized protection (appendix 1).

Divisions of the departmental militarized protection are structural divisions of the companies determined in the List of the companies which belong to the sphere of management of the State space agency of Ukraine which objects and property are protected by divisions of the departmental militarized protection.

1.3. The departmental militarized protection in the activities is guided by the Constitution of Ukraine, the laws of Ukraine, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine, the Ministry of Internal Affairs of Ukraine, the State space agency of Ukraine (further - GKA of Ukraine) and this Provision.

1.4 For accomplishment of tasks on protection of division of the departmental militarized protection are provided with firearms and special means.

1.5. The main objectives of the departmental militarized protection are: protection of the company, providing access control, rapid response, ensuring protection of special loads.

1.5.1. Protection of the company is provided with the direct actions of workers of the departmental militarized protection on the location of object directed to identification, prevention and the termination:

unauthorized penetrations on object which is protected (on the territory, to the room);

stay of persons to which appropriate authority, on object which is protected is not conferred;

illegal occupancy by property on object which is protected, by theft, robbery, assault, fraud, etc.;

illegal use of property on object of protection by persons to which appropriate authority is not conferred;

causings property damage to object which is protected, by obvious violations of requirements for labor protection and industrial safety, proper storage conditions of property or as a result of natural disaster, accident, catastrophic crash and other extraordinary events in the absence of illegal actions concerning objects of protection.

1.5.2. Providing access control is performed by control of passing of personnel and visitors on object (from object) protection, movement on its territory, movement of property which is on object, according to the procedure established by the head object which is protected taking into account requirements of the current legislation of Ukraine, including by use of technical means of security appointment, use of guard dogs.
