For the purpose of implementation of new methodology of financing on the basis of standard expenses on one pupil with use of the leveling coefficients in the procedure established by the Government for educational institutions of primary and general secondary education for increase in their efficiency and financial autonomy and based on part (4) article 9 of the Law No. 435-XVI of December 28, 2006 on administrative decentralization (The official monitor of the Republic of Moldova, 2007, No. 29-31, of the Art. 91), with subsequent changes and amendments, DECIDES: the Government

1. Accept the offer of the Ministry of Public Education on implementation of new methodology of financing on the basis of standard expenses on one pupil with use of the leveling coefficients in the procedure established by the Government for the educational institutions of primary and general secondary education financed from budgets of administrative and territorial units.

2. The new methodology will cover all budget process for 2013 and 2014 fiscal years (development, approval, execution and the reporting on budget implementation) regarding the main budget components for the educational institutions of primary and general secondary education financed from budgets of administrative and territorial units.

3. Approve:

Regulations on procedure for application of standard expenses on one pupil for the educational institutions of primary and general secondary education financed from budgets administratively - territorial units, according to appendix No. 1;
