3. Carry out compulsory acquisition for the state needs of the parcels of land specified in appendix 1 to this resolution no later than six months after enforcement of this resolution.

4. Transfer to category of lands of the industry, transport, communication, for needs of space activities, defense, homeland security and other nonagricultural appointment from category:
