According to the subitem 7 of item 4 of the Regulations on Administration of Public service of special communication and information security approved by the Presidential decree of Ukraine of June 30, 2011 No. 717, item 4 of the order of the Cabinet of Ministers of Ukraine of September 9, 2009 No. 1087-r "Some questions of the organization of electronic document management and the reporting" for the purpose of creation of conditions of technological compatibility of means of cryptographic information security, I ORDER:

1. Approve Requirements to formats of cryptographic messages (further - Requirements) which are attached.

2. Determine that state bodies in case of electronic interaction which is performed with use of qualified electronic confidential services when implementing exchange of electronic data of confidential nature through global data transmission networks provide confidentiality of such data with use of means of cryptographic information security and the certificates of enciphering meeting the Requirements.

3. Determine that skilled suppliers of electronic confidential services have the right to provide services in servicing of certificates of enciphering and, in case of their actual provision, inform on it Administration of Gosspetssvyaz.
