According to the Regulations on the Federal Service for Financial Markets approved by the order of the Government of the Russian Federation of 29.08.2011 No. 717 (The Russian Federation Code, 2011, No. 36, Art. 5148; 2012, to No. 20, of the Art. 2562), I order:

1. Approve the enclosed Administrative regulations on provision by the Federal Service for Financial Markets of the state service in the organization of reception of citizens, ensuring timely and complete examination of oral and written addresses of citizens, adoption on them of decisions and the direction to applicants of answers in the time established by the legislation of the Russian Federation.

2. Declare invalid the order of the Federal Service for Financial Markets of 01.07.2008 No. 08-102/pz "About approval of the Regulations on procedure for consideration of addresses of the citizens and the organizations arriving in the Federal Service for Financial Markets" (it is registered in the Ministry of Justice of the Russian Federation 21.07. 2008, registration No. 12014).

1. The administrative regulations on provision by the Federal Service for Financial Markets of the state service in the organization of reception of citizens, ensuring timely and complete examination of oral and written addresses of citizens, adoption on them of decisions and the direction to applicants of answers in the time (daleeadministrativny regulations) established by the legislation of the Russian Federation establish terms and the sequence of ministerial procedures and administrative actions of the Federal Service for Financial Markets, order of interaction between its structural divisions, territorial authorities and officials, and also interaction of FFMS of Russia with physical persons or legal entities, other public authorities and local self-government, and also organizations and the organizations by provision of the state service in the organization of reception of citizens, to providing timely and in full considerations of their oral and written addresses with the notification of citizens on decision making in the time established by the legislation of the Russian Federation.

2. The citizen of the Russian Federation, the foreign citizen and the stateless person, except as specified, established by international treaties with participation of the Russian Federation or the legislation of the Russian Federation (further - the citizen) can be the applicant.

3. Information on procedure for provision of the state service is provided:

by means of placement at information stands of FFMS of Russia and information stands of territorial authorities of FFMS of Russia;

by means of placement in the federal state information system "Single Portal of the State and Municipal Services (Function)" (www.gosuslugi.ru) (further - the Single portal) and on the official site of FFMS of Russia on the information and telecommunication Internet (further - the Internet) to the address - http://www.fcsm.ru and the websites of territorial authorities of FFMS of Russia;

with use of means of telephone communication, in writing, by e-mail, in case of personal acceptance.

3.1. At information stands of FFMS of Russia and its territorial authorities in places of provision of the state service the following information materials are placed:

information on procedure for provision of the state service;

data on the postal address of FFMS of Russia and its territorial authorities, phones and addresses of the official sites;

the list of the regulatory legal acts regulating provision of the state service;

the list of data which shall contain in the address;

information on reception of citizens;

information on free of charge provision of the state service.

3.2. On the official site of FFMS of Russia and the websites of territorial authorities of FFMS of Russia on the Internet the following information materials are placed:

information on procedure for provision of the state service;

data on the postal address of FFMS of Russia, its territorial authorities, phones and addresses of the official sites;

the list of the regulatory legal acts regulating provision of the state service;

administrative regulations of provision of the state service;

the list of data which shall contain in the address;

8. On the official site of FFMS of Russia and the websites of its territorial authorities on the Internet the list of standard, most current questions of the citizens who are within the competence of FFMS of Russia and its territorial authorities and answers to them is also subject to placement.

9. Independent transfer by citizens of written appeals to FFMS of Russia is performed to the address:
