About approval of Rules of subsidizing on seed farming support

1. Approve enclosed:

1) Rules of subsidizing on seed farming support;

2) standard rates of budget subsidies for laying of matochnik of long-term plantings of fruit and berry cultures and grapes;

3) standard rates of budget subsidies for 1 ton of elite seeds of agricultural plants.

2. This resolution becomes effective since January 1, 2013 and is subject to official publication.

Rules of subsidizing on seed farming support

1. General provisions

1. These rules of subsidizing on seed farming support (further - Rules) are developed according to the laws of the Republic of Kazakhstan of February 8, 2003 "About seed farming" and of July 8, 2005 "About state regulation of development of agro-industrial complex and the rural territories" and determine payment procedure of subsidies for support of seed farming for the account and within the means provided in the local budget for the corresponding financial year (further - budget subsidies).

2. Budget subsidies intend for:

1) partial cost recovery of elite and seed-growing farms (further - элитсемхоз) for the original seeds of corn, sugar beet, colza, soy, vegetable and forage crops which are actually acquired in foreign countries;

2) full recovery of costs of originator for laying of matochnik of long-term plantings of fruit and berry cultures and grapes and servicing of work in progress of the pledged matochnik of long-term plantings of fruit and berry cultures and grapes;

3) partial cost recovery of seed-growing farms (further - semkhoza) and consumers of seeds for actually acquired elite seeds of agricultural plants (including the seeds imported from other areas of the republic according to the legislation of the Republic of Kazakhstan in the field of seed farming), except seeds of corn, sunflower, rice, sugar beet, cotton and saplings of fruit and berry cultures and grapes. 3. Financing is performed in the procedure established by the legislation of the Republic of Kazakhstan based on the decision of local executive body of area and the cities of Astana and Almaty within the means provided in budgets of area and the cities of Astana and Almaty for the corresponding year.

5. The budget subsidies specified in the subitem 2) of Item 2 of these rules are paid to the certified originator monthly for actually executed actions for laying of matochnik of long-term plantings of fruit and berry cultures and grapes and servicing of work in progress of the pledged matochnik of long-term plantings of fruit and berry cultures and grapes.

6. The area of laying of matochnik of long-term plantings of fruit and berry cultures and grapes and servicing of work in progress of the pledged matochnik of long-term plantings of fruit and berry cultures and grapes for each originator is established by the Ministry taking into account requests of local executive bodies of areas, the cities of Astana and Almaty in the field of agricultural industry (further - local executive body of area) according to scientifically based regulations of need for stocks on the area of long-term plantings.

7. The budget subsidies specified in the subitem 3) of Item 2 of these rules are paid to the certified semkhoza and consumers of seeds depending on type of cultures for the amounts of elite seeds of the grades allowed to use in the Republic of Kazakhstan which are actually acquired on market value in the limits set by the Ministry of quotas of each type of seeds for each area, the cities of Astana and Almaty.

8. The budget subsidies specified in the subitem 4) of Item 2 of these rules are paid to the certified elitsemkhoza depending on type of cultures for the amounts of elite seeds of corn, sunflower, rice, sugar beet and saplings of the grades allowed to use which are actually realized to domestic agricultural producers at the reduced the price cost in the Republic of Kazakhstan, in the limits set by the Ministry of quotas of each type of seeds and saplings for each area, the cities of Astana and Almaty.

9. Budget subsidies are paid for the amounts of elite seeds of cotton which are actually realized to domestic agricultural producers at the reduced the price cost to the certified elitsemkhoza and implementors of seeds.

10. Elitsemkhoza and implementors realize elite seeds of corn, sunflower, rice, sugar beet, cotton and saplings to domestic agricultural producers at the prices which are not exceeding the marginal prices established by local executive body of area.

11. Quotas for each semkhoz and the consumer of seeds by each type of elite seeds, for each elitsemkhoz by each type of elite seeds of corn, sunflower, rice, sugar beet, cotton and saplings are established by local executive bodies of areas in accordance with the established procedure.
