Make change to Item 38 of the Procedure for the organization and holding exchange auctions for sale of crude oil, gas condensate of own production and the liquefied gas approved by the resolution of the Cabinet of Ministers of Ukraine of October 3, 2011 No. 1064 (The Official Bulletin of Ukraine, 2011 p., No. 81, the Art. 2970), having added it after paragraph two with the new paragraph of the following content:
"In case of not revenues during the specified period to customs area of Ukraine of oil of grades of "Yurals" and Ayzeri the starting price at auctions for crude oil is determined as average price value of the actual transactions on sale of oil of grade of "Yurals" on delivery conditions of FOB Novorossiysk and FOB Primorsk according to data of the Crude Oil Marketwire edition of the Platts agency in 15 days preceding registration date of auction participation applications. Conclusion of rather average price value of the actual transactions on sale of oil of grade of "Yurals" of the Ministry of Energy and Coal Mining provides to auction committee according to data of the Crude Oil Marketwire edition of the Platts agency.".
