About approval of Rules of rescue and fire-proof ensuring flights in civil aviation of Ukraine

According to article 82 of the Air code of Ukraine and for the purpose of the organization of rescue and fire-proof ensuring flights in civil aviation of Ukraine I Order:

1. Approve Rules of rescue and fire-proof ensuring flights in civil aviation of Ukraine which are attached.

2. To provide to the public air service of Ukraine:

2.1. Provision of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine.

2.2. Promulgation of this order on the official site of the Ministry of infrastructure of Ukraine.

3. Declare invalid the order of the Ministry of Transport and Communications of Ukraine of December 28, 2009 No. 1354 "About approval of Rules of search and rescue ensuring flights in civil aviation of Ukraine", registered in the Ministry of Justice of Ukraine on February 09, 2010 for No. 140/17435.

4. This order becomes effective from the date of its official publication.

Rules of rescue and fire-proof ensuring flights in civil aviation of Ukraine

I. General provisions

1.1. These rules determine procedure for the organization and holding actions of rescue and fire-proof ensuring flights, wrecking in the territory of the airports (airfields) and around responsibility of airfields for carrying out search and wrecking in civil aviation of Ukraine.

1.2. These rules extend on physical persons and legal entity, irrespective of pattern of ownership and subordination to whom rescue and fire-proof ensuring flights is assigned.

1.3. In these rules terms are used in such values:

emergency - situation which is characterized by variation from normal living conditions and activities of people that brought (can bring) to threat of life and human health, destruction of buildings, constructions, the equipment and vehicles;

emergency stage - the general term meaning uncertainty stage, stage of alarm or stage of disaster in different circumstances;

the emergency notice - transfer of the message on emergency of body which can give help or coordinate its provision;

the emergency drive transmitter (further - ELT) - the equipment transmitting characteristic signals at the set frequencies and, depending on application type, can work automatically as a result of blow or be put in action manually;

the rescue crew - emergency forming which is created and functions as a part of the airport (airfield), has special preparation and is equipped with means, the equipment and equipment for bystry and effective carrying out search and wrecking;

rescue and fire-proof ensuring flights - complex of actions for observance of statutory rules and standard rates (regulations) directed to preparation, content up to standard to readiness and attraction to actions of rescue forces and means for search and rescuing of passengers, crew members, and also suppression of the fires which arose during aviation incidents in the territory of the airports (airfields) and around responsibility of airfields for carrying out search and wrecking;

rescue means - technical means of special purpose (means of communication, the equipment, the equipment, equipment, materials, video, film, photographic materials on technologies of carrying out wrecking, software products and databases and other means) which are used during wrecking;

wrecking - the works sent to the search, rescuing and protection of people (including provision of emergency medical service by it) requiring employees engagement having special preparation, individual protection equipment and equipment;

airline - any company providing aviaservices or operating aircrafts;

certification - determination of qualification of the specialist, amount of its knowledge, experience, capabilities necessary for accomplishment of specific obligations;

onboard rescue means - the technical means which are functionally connected with aircraft design, removable means and equipment which are used for rescuing of people in case of origin and development of emergencies onboard the aircraft;

"Release" - notification signal for the termination of actions during emergencies with the aircraft, operations of rescue crew which were performed on signal "Readiness" or "Alarm", or completion of rescue works;

"Readiness" - notification signal for rescue crew when before the expected landing of the aircraft undergoing disaster there are more than 30 minutes;

the coordination center of search and rescuing - body which bears responsibility for coordination of carrying out search and rescue transactions within the area of search and rescuing, and also for assistance of work of search and rescue service to the effective organization;

land search and rescue group - the group staffed by the prepared personnel and equipped with the equipment suitable for carrying out search and wrecking within responsibility of the operator of airfield for carrying out search and wrecking;

the aircraft which tests or tested trouble - situation with the aircraft when to the vessel, crew and persons which are on its board, danger threatens or with which touch and its location is lost it is unknown;

search and rescue ensuring flights - complex of actions for observance of statutory rules and standard rates (regulations) directed to timely preparation, content up to standard to readiness and attraction to actions of forces and means of response to emergency with the aircraft;

the region of responsibility of airfield for carrying out search and rescue works - the area and airspace over it within which the operator of airfield provides the organization and carrying out search and wrecking.

The region of responsibility of airfield for carrying out search and rescue works, as a rule, has the circle form with the center in control point of airfield and with a radius up to 10 km and is determined by the instruction for accomplishment of flights (use of airspace) around airfield.

The region of responsibility of the runway platform for carrying out search and wrecking is, as a rule, established within the territory of the runway platform and determined by the instruction for accomplishment of flights (use of airspace) near the runway platform;

the certificate of conformity - the document, confirmatory that products, services, quality management system, system of ecological management, personnel meet the established requirements of the legislation and regulating documents;

distress signal (MEYDEY - MAYDAY) - the international radiotelephone distress signal which is transferred in cases when the aircraft is threatened by direct danger and to it the immediate help is necessary;

service of rescue and fire-proof providing - structural division as a part of airline for implementation of functions of rescue and fire-proof ensuring flights, objects and infrastructure in the territory of the airports (airfields) of civil aviation;

"Alarm" - notification signal for rescue crew when aviation incident happened suddenly or before the expected landing of the aircraft experiencing disaster, remains less than 30 minutes.

Other terms which are used in these rules are used in the values given in the Air code of Ukraine.

1.4. In these rules of reducing have such values:

AVTsPR - the aviation auxiliary center of search and rescuing;

AP - aviation incident;

ASK - rescue crew;

ASR - wrecking;

GAKTsPR - Main aviation coordination center of search and rescuing;

The runway - the runway platform;

The runway - landing strip;

IAS - engineering air service;

KTsPS of HECTARE - Coordination center of search and rescuing of civil aviation;

NBRGA - National bureau on investigation of aviation incidents and incidents with civil aircrafts;

NPSG - land search and rescue group;

Department of Internal Affairs - servicing of air traffic;

AF - the aircraft;

RDTs - district dispatch center;
