In pursuance of the Presidential decree of the Republic of Uzbekistan of October 22, 2012 "About measures for further enhancement of the organization of activities and development of farming in Uzbekistan" and for the purpose of increase in interest of farms in increase in productivity and production volumes of cotton raw the Cabinet of Ministers decides No. UP-4478:

1. Establish procedure according to which, since harvest of 2013, the meal (cake) and peel of cotton seeds acquired on the open exchange tenderings at the Uzbek Republican commodity and raw exchange by district and regional associations on realization of forages cotton are implemented by them in first-priority procedure to the farms which provided supply of cotton raw for the state needs over contractual amounts.

2. To the Ministry of Economics of the Republic of Uzbekistan in case of development of the corresponding material balances, since harvest of 2013 to provide separately sales amounts through the exchange biddings of cotton meal (cake) and peel of the cotton seeds intended to the farms which provided supply of cotton raw for the state needs over contractual amounts.

3. Approve the Provision "About Procedure for Realization to the Farms Which Fulfilled Contractual Commitments on Cotton Raw for the State Needs, Cotton Meal (Cake) and Peel of the Cotton Seeds Received after Conversion of Cotton Raw over Agreements of Contracting", according to appendix.
