About the Program of ensuring fire safety for 2013-2017

For the purpose of ensuring compliance with fire-proof rules and protection of life, health and property of citizens, property of the companies, organizations and organizations, subjects to production, social, cultural appointment and other objects from the fires and according to article 7 of the Law of the Republic of Tajikistan "About the state forecasts, concepts, strategy and programs of social and economic development of the Republic of Tajikistan" the Government of the Republic of Tajikistan decides:

1. Approve the Program of ensuring fire safety for 2013-2017 it (is applied).

2. Assign functions of the state contractor of the Program to the Ministry of Internal Affairs of the Republic of Tajikistan.

3. Oblige the ministries, departments and local executive bodies of the government:

- financing on implementation of this Program to perform within the means which are annually provided in the government budget;

- accept and perform internal and regional target programs for ensuring fire safety.

4. Oblige the Ministry of Internal Affairs of the Republic of Tajikistan:

- prepare the design estimates on construction of fire stations and carry out state examination;

- for carrying out research works on the prevention and liquidation of the fires based on Training center of Head department of the public fire service to take necessary measures for the organization of the Scientific research center of the Public fire service of the Republic of Tajikistan;

- by agreement with the relevant ministries and departments of foreign states to resolve issue of training of specialists in educational institutions in the limits set for the Ministry of quotas.

5. To impose control of course of execution of this resolution on the Ministry of Internal Affairs of the Republic of Tajikistan.

6. To the Ministry of Internal Affairs of the Republic of Tajikistan about the course of accomplishment of the Actions plan of the Program of ensuring fire safety for 2013-2017 at the end of every year to provide information to the Government of the Republic of Tajikistan.

1. Preface

The public fire service of the Republic of Tajikistan performs the activities on the basis of the Law of the Republic of Tajikistan "About fire safety", the Rules of the state supervision of fire safety approved by the order of the Government of the Republic of Tajikistan of May 3, 2010, No. 234 and other regulatory legal acts adopted by the Government of the Republic of Tajikistan.

One of the reasons of the current situation is shortage of the money allocated for holding actions for ensuring fire safety, in comparison with 1990 the number of staff of employees of divisions of the Public fire service, in divisions of the Public fire service of the Darvazky, Rushansky, Ishkashim and Murghab areas of Gorno-Badakhshan Autonomous Region, Vakhsh, Kumsangirsky, Dzhilikulsky, Mumin infernal areas and the area the World Sayid Ali Hamadoni of Khatlon Region was reduced three times, the number of staff of workers of fire service several times is less than Ganchinsky, Matchinsky, Ashtsky, Shakhristansky and Ayninsky districts of Sughd area, Varzobsky, Faizabad, Nurobodsky, Tavildarinsky and Dzhirgatalsky districts in comparison with the established regulations, there are no buildings of fire protection and the issue of creation of fire brigades in Vanchskom is not resolved till present, The Roshtkalinsky and Shugnansky Areas of Gorno-Badakhshan Autonomous Region, in Bokhtarsky and Baldzhuvansky districts and the areas Huroson and Kubodiyon of Khatlon Region, Kukhistoni Mastchokhsky district of Sughd area and Tadzhikabadsky district. Also there is not enough fire technical equipment in the operating parts of fire service of the cities and areas of the republic.

For improvement of ensuring fire safety and effects from the fires, in the republic it is necessary to solve the problems which are available in the ministries and departments, the cities and areas, jamias, organizations, farms, the companies and the organizations.

Because of existence of tough restrictions in financing from budgetary funds, the complex solution of the above-stated tasks is possible only by application of target program methods.

2. Reasons for the problem resolution by method of adoption of the Target program

1. Now actions in the field of ensuring fire safety are generally financed by money which is intended for daily activities of local executive bodies of the government and the organizations.

2. The problem resolution requires use of the mechanism of organizational and financial interaction, coordination of efforts, consolidation of economic resources and creation of single system of management of fire safety in the republic. Reduction of the number of fires, death of people or getting injured, decrease in damage from the fires and other negative effects from them cannot achieve in separately taken city or the area.

3. Taking into account the condition which arose in case of the fires in the republic, effective ensuring fire safety is reached by centralization of the necessary means in the main directions of use of the mechanism of planning and management.

4. In public administration on ensuring fire safety in the ministries and departments, local executive bodies of the government, self-government institutions of settlements and villages, at the companies and other organizations coordination control is not exercised.

5. The solution of the provided problems requires creation of new system in all directions of ensuring fire safety.

6. Suppression of the arisen fires in the cities and areas of the republic is generally performed by parts or separate posts of the Public fire service, according to the existing regulations the most remote point of servicing of divisions of fire protection shall be located at distance no more than five kilometers. Unfortunately, because of insufficient quantity of fire brigades in the cities and in general their absence in jamias, the existing fire brigades of the cities and areas for suppression of the fires are forced to overcome distances to 60-80 kilometers.
