About approval of the Method of forming and calculation of balances of food resources of separate types of agricultural products

Based on the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445 "About some questions of bodies of the state statistics" the National Statistical Committee of the Republic of Belarus DECIDES:

1. Approve the enclosed Method of forming and calculation of balances of food resources of separate types of agricultural products and to enact it since calculation of balances of food resources of separate types of agricultural products for 2012.

2. Recognize to invalid:

the resolution of National Statistical Committee of the Republic of Belarus of April 30, 2010 No. 44 "About approval of the Method of forming and calculation of balances of food resources of separate types of agricultural products";

the resolution of National Statistical Committee of the Republic of Belarus of May 31, 2012 No. 56 "About entering of amendments and changes into the Method of forming and calculation of balances of food resources of separate types of agricultural products" (The national register of legal acts of the Republic of Belarus, 2012, No. 66, 7/2048).

3. This resolution becomes effective in fifteen working days after its signing.

Method of forming and calculation of balances of food resources of separate types of agricultural products

Chapter 1 General provisions

1. This Technique is developed for the purpose of scoping of consumption of separate types of agricultural products in the Republic of Belarus and is used by National Statistical Committee of the Republic of Belarus for forming of balances of food resources of separate types of agricultural products (further - balances).

2. Balances - system of the statistics characterizing sources of forming of resources of main types of agricultural products and channels of their use.

Balances reflect movement of agricultural products from the production moment until its end use, allow to perform the current analysis of ratio of resources and their use, to predict development of the situation in the market of food.

Balances are created by National Statistical Committee of the Republic of Belarus only at the republican level for calendar year in kind by the following types of agricultural products:

meat and meat products;

milk and molokoprodukta;

eggs and yaytseprodukta;

fish and fish products;

grain (without conversion products);

potatoes and kartofeleprodukta;

vegetable - melon cultures;

fruit and berries.

Balances contain data both on ready-made products, and on conversion products with their recalculation in main type of agricultural products on coefficients. Conversion factors of food in one ton of main type of agricultural products (further - conversion factors) are brought to main type of agricultural products and conversion factors of one thousand conventional cans of tinned products according to appendices 1 and 2 to this Technique.

3. Information source for forming of balances are the aggregated statistical data (information) obtained in forms of the state statistical reporting; extrapolated aggregated statistical data (information) of selective inspection of personal subsidiary farms of the citizens who are constantly living in the rural zone; data of the specialized forms of annual accounting records approved by the Ministry of Agriculture and Food of the Republic of Belarus (further - specialized forms of Ministry of Agriculture and Food Production); data of customs statistics and others.

The list of forms of the state statistical observations and specialized forms of Ministry of Agriculture and Food Production used when forming balances is provided according to appendix 3 to this Technique.

Sources of information and procedure of payments of individual clauses of balances are given in tables according to appendix 4 to this Technique.

In case of creation of balances also expert evaluation and economic calculations is applied.

4. The balance sheet method is the basis for determination of food resources of separate types of agricultural products.

Chapter 2 Forming of individual clauses of balance

5. Balances of products of crop production and livestock production, fish and fish products are created according to the single scheme and consist of two parts - resource (receipt) and distribution (use of resources) which consist of individual clauses.

Resource part of balance consists of inventories for the beginning of year, volume of production and import; distribution - from amount of productive consumption and conversion on the non-food purposes, losses, export, inventories on the end of the year and fund of private consumption by the population.

6. The production volume of agricultural products is the main source of forming of balances and contains information on production of agricultural industry by all agricultural producers (agricultural organizations, peasant farms, farms of the population).

7. Import contains data on import of agricultural products of foreign origin, held for use within the country and for re-export.

Export contains data on export of agricultural products of national production and re-export of agricultural products of foreign origin.

Data on import (export) are created on the basis of the data containing in customs declarations and statistical declarations of the subjects of managing performing import (export) deliveries. Besides, by separate types of agricultural products import volumes (export) join settlement data on amounts of its unorganized import (export).

8. For the purpose of ensuring comparability of the aggregated statistical data (information) obtained in forms of the state statistical reporting, and data of customs statistics the list of separate types of agricultural products and codes of the single Commodity nomenclature of foreign economic activity of the Customs union (FEACN CU) corresponding to them according to appendix 5 to this Technique is used.
