4. Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning determination of powers of federal executive bodies in the field of purchases of goods, works, services for ensuring the state and municipal needs.

6. This resolution becomes effective since January 1, 2014, except for the subitem "b" of Item of 1 changes approved by this resolution which becomes effective from the date of commissioning of unified information system in the field of purchases.
