According to article 9 of the Law of Ukraine "About allowing activities in the field of use of nuclear energy", Item 2 of the resolution of the Cabinet of Ministers of Ukraine of December 27, 2008 to No. 1162 "About approval of qualification treovaniye to heads and deputy managers of state bodies in the field of use of nuclear energy, the treatment of radioactive waste and bodies of state regulation of nuclear and radiation safety" and Item 3.2 of Conditions and procedure for issue of licenses for carrying out activities of officials of the operating organization, No. approved by the order of the State inspection of nuclear regulation of Ukraine of December 28, 2011 195, registered in the Ministry of Justice of Ukraine on January 25, 2012 for No. 113/20426, I ORDER:

1. Approve Qualification requirements to heads and deputy managers of the operating organizations (operators) of nuclear installations which belong to the sphere of management of the Ministry of Energy and Coal Industry which are applied.

2. To the operating organizations (operators) of nuclear installations to bring the regulatory legal acts into accord with this order in a month.

3. In accordance with the established procedure to submit to department of strategic policy and nuclear and energy complex this order on state registration to the Ministry of Justice of Ukraine.

4. This order becomes effective from the date of its official publication.

5. To impose control over the implementation of this order on the Deputy Minister of Energy and the coal industry of Cech S. M.

Qualification requirements to heads and deputy managers of the operating organizations (operators) of nuclear installations which belong to the sphere of management of the Ministry of Energy and Coal Industry

1. To position of the head of the operating organization (operator) of nuclear installation which belongs to the sphere of management of the Ministry of Energy and Coal Industry person who has is designated:

1) for the state company "The national atomic power generation company "Energoatom":

the higher education on educational qualification level the master, the specialist of the technical direction (natural, technical science, power, engineering);

length of service in the field of use of nuclear energy is at least 5 years on executive positions:

which precede positions of the head of the operating organization (the deputy manager of the operating organization, the head of separate division of the operating organization),

or in state bodies in the field of use of nuclear energy or in bodies of state regulation of nuclear and radiation safety,

or in other organizations which perform activities in the field of use of nuclear energy;

proper skill level in the field of use of nuclear energy that is confirmed by results of examination of regulations, rules and standards on the nuclear and radiation safety which is carried out in accordance with the established procedure by state body in the field of use of nuclear energy;

ownership of features, problems and priorities in the field of use of nuclear energy, the high level of culture of nuclear safety, professional competence and responsibility, capability to systems thinking, decision making in unusual situations, desire of permanent training and self-improvement that is confirmed by the characteristic from the previous place of activities;

proper skill level in the field of management of production economic activity of the company;

lack of contraindications for accomplishment of job responsibilities by results of medical examination;

2) For other operating organizations:

the higher education on educational qualification level the master, the specialist of the corresponding professional direction (natural sciences, engineering, power);

length of service on executive positions in energy industry is at least 3 years;

proper skill level in the field of use of nuclear energy that is confirmed by results of examination of regulations, rules and standards on the nuclear and radiation safety which is carried out in accordance with the established procedure by state body in the field of use of nuclear energy;

ownership of features, problems and priorities in the field of use of nuclear energy, the high level of culture of nuclear safety, professional competence and responsibility, capability to systems thinking, decision making in unusual situations, desire of permanent training and self-improvement that is confirmed by the characteristic of the previous activities;

proper skill level in the field of management of production economic activity of the company;

lack of contraindications for accomplishment of job responsibilities by results of medical examination.

2. To position of the deputy manager of the operating organization (operator) of nuclear installation to whose service duties implementation of the organizational ordering functions connected with ensuring nuclear and radiation safety belongs and which activities can be performed only based on the license for carrying out activities of officials of the operating organization which is granted by the State inspection of nuclear regulation of Ukraine person who has is designated:

1) for nuclear power plants:

the higher education on educational qualification level the master, the specialist of the technical direction (natural, technical science, power, engineering);

length of service in the field of use of nuclear energy and/or in state bodies in the field of use of nuclear energy or in bodies of state regulation of nuclear and radiation safety at least 10 years, including is at least 3 years on executive positions in the operating organization or in its separate division;

proper skill level in the field of use of nuclear energy that is confirmed by results of examination of regulations, rules and standards on the nuclear and radiation safety which is carried out in accordance with the established procedure by state body in the field of use of nuclear energy;

ownership of features, problems and priorities in the field of use of nuclear energy, the high level of culture of nuclear safety, professional competence and responsibility, capability to systems thinking, decision making in unusual situations, desire of permanent training and self-improvement that is confirmed by the characteristic from the previous place of activities;

proper skill level in the field of management of production economic activity of the company;

lack of contraindications for accomplishment of job responsibilities by results of medical examination;

2) for other operating organizations:

the higher education on educational qualification level the master, the specialist of the technical direction (natural, technical science, power, engineering);

length of service in the field of use of nuclear energy and/or in state bodies in the field of use of nuclear energy or in bodies of state regulation of nuclear and radiation safety at least 5 years, including is at least 3 years on executive positions in the organizations, at the companies, in organizations which perform activities in the field of use of nuclear energy;

proper skill level in the field of use of nuclear energy that is confirmed by results of examination of regulations, rules and standards on the nuclear and radiation safety which is carried out in accordance with the established procedure by state body in the field of use of nuclear energy;

ownership of features, problems and priorities in the field of use of nuclear energy, the high level of culture of nuclear safety, professional competence and responsibility, capability to systems thinking, decision making in unusual situations, desire of permanent training and self-improvement that is confirmed by the characteristic from the previous place of activities;

proper skill level in the field of management of production economic activity of the company;
