About approval of Requirements to employers concerning ensuring safe performance of works in potentially explosive environments
According to article 28 of the Law of Ukraine "About labor protection" I ORDER:
1. Approve Requirements to employers concerning ensuring safe performance of works in potentially explosive environments which are applied.
2. To public service of mountain supervision and industrial safety of Ukraine in accordance with the established procedure:
2.1. Provide provision of this order on state registration in the Ministry of Justice of Ukraine.
2.2. Enter it in the State register of regulatory legal acts concerning labor protection.
3. This order becomes effective from the date of its official publication.
4. To impose control over the implementation of this order on the Chairman of Public service of mountain supervision and industrial safety of Ukraine Hokhotva O. I.

1.1. These Requirements establish the mechanism of creation of safe working conditions in working areas where there is potential possibility of the explosive environment during execution of works.
1.2. These Requirements extend to subjects of managing irrespective of patterns of ownership and legal forms which activities are connected with potential possibility of the explosive environment.
1.3. Action of these Requirements does not extend on:
the subjects of managing performing activities for production, processing, application, storage and transportation of explosive and chemically unstable substances;
the mining companies intended for production of solid, liquid or gaseous mineral substance;
health care institutions where gas-air mixtures are used for treatment of people;
operation of the equipment using gaseous fuel according to the Technical regulation of the devices using gaseous fuel, the approved resolution of the Cabinet of Ministers of Ukraine of September 24, 2008 as No. 856;
use of vehicles which is regulated by international treaties of Ukraine.
1.4. Terms which are applied in these Requirements are used in such values:
the safe experimental maximum crack (SEMC) - the maximum interval between equipment cover flanges through which explosion from cover is not transferred to the environment.
the explosive environment - air mix with combustible gases, vapor, fogs, combustible dust in which in the presence of source of ignition all amount of mix blows up;
combustible (flammable) gases - the gases forming in air with normal pressure of mix which promote distribution of flame in the detonation or deflagratsionny mode or can burn in air in the diffusion mode in case of effluence with stream (torch burning);
combustible vapor - vapor of combustible liquid which in mix with air forms the steam-air explosive environment;
combustible liquid - the liquid capable to flare up from source and independently to burn after its removal;
combustible fog - drops of combustible liquid which are airborne in the hanged condition and capable to form the explosive environment;
combustible dust - the small particles of solid substance capable in case of certain concentration which hanged in air to create explosive pylevozdushny environment;
ignition source - open flame, the smoldering substance, the told-off objects, electric discharges, thermal manifestations of chemical reactions and mechanical actions, sparks from blow or friction, shock waves, electromagnetic radiations;
lower and upper concentration borders of distribution of flame - respectively the minimum and maximum concentration of combustible substance in air, below and above which explosion does not happen even in the presence of ignition source (further - HKM and BKM);
potentially explosive environment - environment in which on condition of non-compliance with requirements concerning size BEMShch and admissible concentration of combustible substances in air there can be explosive environment;
spontaneous ignition temperature - the lowest temperature of substance at which there is its ignition without foreign impact.
2.1. The employer shall provide carrying out special training and examination concerning fire safety of officials and other workers during employment and in the course of their labor activity according to Standard regulations on instructing, special training and examination concerning fire safety at the companies, in organizations and the organizations of Ukraine, the approved order of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash against September 29, 2003 No. 368, registered in the Ministry of Justice of Ukraine on December 11, 2003 for No. 1148/8469.
2.2. The employer shall take technical and organizational measures for prevention of explosions in such sequence on priority:
prevention of emergence of the explosive environment;
prevention of emergence of sources of ignition;
prevention of achievement and exceeding of the lower concentration limit of distribution of flame;
use of the explosion-proof equipment which group of explosion protection shall correspond to category of probable explosive mix in size BEMShch, and temperature class - group of probable explosive mix on self-ignition temperature, according to classification of explosive mixes of air with gases or about vapor and the corresponding explosion-proof equipment (appendix 1).
2.3. It is necessary for prevention of emergence of the explosive environment:
apply hermetic production equipment;
apply working and emergency ventilation;
take away and delete explosive mixes and isolate the substances capable to form them, taking into account the indicators of their potential of explosion given in appendices 2-4 to these Requirements.

2.4. Are necessary for prevention of emergence of source of ignition:
regulation of accomplishment of hot work;
non-admission of heating of the equipment up to the temperature of self-ignition of the explosive environment;
use of the materials which are not creating sparks in case of blow;
application of the remedies from atmospheric and static electricity wandering currents, short circuit currents on the earth and so forth;
use of the explosion-proof equipment taking into account classification of explosive mixes of air with gases or about vapor and the corresponding explosion-proof equipment;
application of high-speed means of protective switching off of electric equipment;
restriction of intensity electromagnetic and other radiations;
elimination of dangerous thermal manifestations of chemical reactions and mechanical actions;
prevention of contacts of incompatible substances according to the Fire safety regulations in Ukraine approved by the order of the Ministry of Ukraine concerning emergency situations of October 19, 2004 No. 126, registered in the Ministry of Justice of Ukraine on November 4, 2004 for No. 1410/10009.
2.5. For restriction of harmful effects of explosion in case it will happen, despite the precautionary measures stated above, the employer shall provide:
use of quantity, minimum necessary for engineering procedure, capable to create the explosive environment of substances;

use of the equipment expected explosion pressure;
placement of explosive production zones in protective cabins;
protection of the equipment against destruction in case of explosion by means of devices of emergency dumping of pressure (safety membranes and valves);
protection of rooms against destruction by arrangement of the easily collapsing partitions and walls adjoining on open space;
use of systems of active suppression of explosion;
application of means of the precautionary alarm system;
