About the technical regulation of the Customs union "About safety of meat and meat products"
According to article 3 of the Agreement on the Eurasian economic commission of November 18, 2011 Council of the Eurasian economic commission solved:
1. Accept the enclosed technical regulation of the Customs union "About safety of meat and meat products" (TR CU 034/2013).
2. Determine that the technical regulation of the Customs union "About safety of meat and meat products" (TR CU 034/2013) becomes effective since May 1, 2014, except for:
a) No. 70 is excluded according to the Decision of Council of the Eurasian economic commission of 23.06.2023
b) the Section VIII regarding use in case of production of meat products of sodium nitrite (potassium) in the form of nitrite posolochnykh (posolochno-nitrite) mixes with mass fraction of sodium nitrite (potassium) of no more 0,9 of percent - becomes effective since February 15, 2015;
c) Section XI:
regarding obligatory specifying in marking of meat products of information on group of meat products - becomes effective after development of the corresponding interstate (regional) standards containing rules and methods of reference of meat products to groups (meat, myasosoderzhashchy, meat and cereal, vegetable and meat), and their entering into the list of standards determined by item 4 of the Protocol on technical regulation within the Eurasian Economic Union (appendix No. 9 to the Agreement on the Eurasian Economic Union of May 29, 2014);
regarding use of the thought-up name of meat products - becomes effective after development of the corresponding interstate (regional) standards and their entering into the list of standards determined by item 4 of the Protocol on technical regulation within the Eurasian Economic Union (appendix No. 9 to the Agreement on the Eurasian Economic Union of May 29, 2014).
3. This Decision shall enter into force upon the expiry of 30 calendar days from the date of its official publication.

This technical regulation is developed according to the Agreement on the single principles and rules of technical regulation in the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation of November 18, 2010.
This technical regulation establishes obligatory for application and execution on customs area of the Customs union of the safety requirement to products of slaughter and meat products and the related requirements to production processes, storages, transportations, realization and utilizations, and also requirements to marking and packaging of products of slaughter and meat products for ensuring free movement of products released on customs area of the Customs union.
If concerning products of slaughter and meat products other technical regulations of the Customs union establishing safety requirements to products of slaughter and meat products, the related requirements to production processes, storages, transportations, realization and utilizations and also requirements to marking and packaging of products of slaughter and meat products, products of slaughter and meat products, the related production processes, storages, transportations, realization and utilizations are accepted, and also their marking and packaging shall conform to requirements of all technical regulations of the Customs union which action extends to them.
1. This technical regulation is developed for the purpose of protection of life and health of the person, the environment, life and health of animals, the prevention of the actions misleading consumers of products of slaughter and meat products concerning their appointment and safety and extends to the products of slaughter and meat products released on customs area of the Customs union and also processes of their production, storage, transportation, realization and utilization.
2. Objects of technical regulation of this technical regulation are:
a) products of slaughter and meat products:
meat;
offal;
fat raw and products of its conversion, including animal melted fats;
blood and products of its conversion;
bone and products of its conversion;
meat of mechanical boning (doobvalka);
raw materials intestinal;
raw materials kollagensoderzhashchy and products of its conversion (including gelatin);
meat and myasosoderzhashchy products from meat;
meat and myasosoderzhashchy sausages;
meat and myasosoderzhashchy semifinished products and culinary products;
canned and myasosoderzhashchy meat;
broths meat and myasosoderzhashchy;
dry meat and myasosoderzhashchy products;
products from salted pork fat;
slaughter products for baby food;
meat products for baby food;
b) production processes, storages, transportations, realization, utilizations of products of slaughter and meat products.
3. This technical regulation "The food products regarding its marking" establish obligatory for application and execution on customs area of the Customs union of the requirement to marking and packaging of products of slaughter and meat products, the supplementing requirements of the technical regulation of the Customs union (TR CU 022/2011) approved by the Decision of the Commission of the Customs union of December 9, 2011 No. 881 (further - the technical regulation of the Customs union "Food products regarding its marking" (TR CU 022/2011)), and the technical regulation of the Customs union "About safety of packaging" (TR CU 005/2011) approved by the Decision of the Commission of the Customs union of August 16, 2011 No. 769 (further - the technical regulation of the Customs union "About the safety of packaging" (TR CU 005/2011)) and which are not contradicting them.
4. Action of this technical regulation does not extend to the following products, and also the related requirements to processes:
a) products of slaughter and the meat products made by citizens in house conditions and (or) in personal subsidiary farms or the citizens who are going in for livestock production and also production processes, storages, transportations and utilizations of products of slaughter and the meat products intended only for private consumption and which are not intended for release into the stream of commerce on customs area of the Customs union;
b) the specialized meat products (except for meat products and products of slaughter for baby food) made with use or product-based slaughter;
c) fowl and products of its conversion, and also food products in which compounding fowl and products of its conversion on weight in total exceed products of slaughter of other productive animals;
d) nutritional supplements and dietary supplements to food, medicines, stern for animals, products which are not intended for the food purposes which are made with use or product-based slaughter;
e) the food products of the companies of food (public catering) made with use or product-based slaughter, intended for realization when rendering services and also implementation processes of the specified food products;
e) food products in which according to compounding content of meat ingredients constitutes less than 5 percent;
g) production processes, storages, transportations and utilizations of products of slaughter and the meat products of nonindustrial production intended for release into the stream of commerce on customs area of the Customs union.
5. For the purposes of application of this technical regulation the concepts established by the technical regulation of the Customs union "About safety of food products" are used (TR CU 021/2011) approved by the Decision of the Commission of the Customs union of December 9, 2011 No. 880 (further - the technical regulation of the Customs union "About safety of food products" (TR CU 021/2011)), the technical regulation of the Customs union "Food products regarding its marking" (TR CU 022/2011), and also the following concepts and their determinations:
"boneless meat" - the meat in the form of pieces of any form, the different size and weight representing set of muscular and connecting fabrics with inclusion of fatty tissue or without it;
"boneless semifinished product" - the lumpy semifinished product made of boneless meat;
"broth" - the meat products made by cooking of products of slaughter with addition or without addition of not meat ingredients with the subsequent condensation of the liquid phase received after department of slaughter products from it and (or) drying or without them;
"the boiled baked products from meat" - the products from meat subjected in the course of production to roasting, roasting and cooking or any combination of these processes;
"cooked smoked sausage" - the sausage subjected in the course of production to preliminary smoking, cooking and additional smoking;
"boiled sausage" - the sausage subjected in the course of production to the thermal treatment including subdrying, roasting and cooking or only cooking;
"boiled sausage for baby food" - the boiled sausage intended for food of children of 3 years;
"boiled products from meat" - the products from meat subjected in the course of production to the thermal treatment including subdrying, roasting and cooking or only cooking;
"veterinary seized property" - hulk, parts of ink and bodies of animal recognized by bodies of the state veterinary control (supervision) unsuitable for the food purposes, which are subject to uncompensated taking;
"ham canned food" - made of not meat and sustained in salting meat ingredients of canned food from trimmed meat pieces by weight from 50 g in the form of the monolithic structure with jelly keeping form in case of extraction from banks and which is giving in to cutting;
"the homogenized canned food for baby food" - the canned food for baby food intended for food of children of 6 months, containing at least 80 percent of particles the size to 0,3 of mm and no more than 20 percent of particles the size to mm 0,4;
"fried sausage" - the sausage subjected in the course of production to frying;
"fried products from meat" - the products from meat subjected in the course of production to frying;
"edible gelatin" - the product of conversion of kollagensoderzhashchy raw materials in the form of albumen having jellifying capability;
"trimmed meat" - boneless meat with the set ratio of muscular, connecting and fatty tissue;
"fat raw" - slaughter product in the form of the fatty tissue separated ink and internals;
"the refrigerated meat products" - the meat products subjected to cooling treatment up to the temperature are not higher minus 8 °C in any point of measurement;
"the refrigerated meat" - the pair or cooled meat subjected to cooling treatment up to the temperature is not higher minus 8 °C in any point of measurement;
"the refrigerated block from meat" - the refrigerated meat of one type and the name formed in the form of the block of certain form and the size;
"the refrigerated block from offal" - the refrigerated offal of one type and the name formed in the form of the block of certain form and the size;
"зельц" - the sausage from thermally processed ingredients having heterogeneous structure with inclusion of pieces of meat and not meat ingredients;
"blood sausage" - the sausage made with addition of alimentary blood and (or) products of its conversion and having color on section from dark red to dark brown;
"liverwurst" - the sausage from thermally processed ingredients having soft consistence and keeping form when cutting slices which compounding enter boiled, and (or) food offal blanched, and (or) not subjected to thermal treatment;
"sausage" - the meat products made of mix of the crushed meat and not meat ingredients, formed in sausage cover, packet, form, grid or otherwise, subjected to thermal treatment or not subjected to thermal treatment to readiness for the use;
"sausage from thermally processed ingredients" - the sausage made of mix of the crushed meat and not meat ingredients which compounding includes the boiled or blanched meat ingredients subjected to the subsequent thermal treatment to readiness for the use;
"canned food" - the meat products in hermetically to the corked consumer pack subjected to sterilization or pasteurization which provides microbiological stability and lack of viable pathogenic microflora, and suitable for long-term storage;
"smoked and boiled products from meat" ("cooked smoked products from meat") - the products from meat subjected in the course of production to preliminary smoking, cooking and additional smoking;
"the smoked baked products from meat" - the products from meat subjected in the course of production to preliminary smoking, cooking and (or) roasting;
"bone" - the slaughter product in the form of crude bone received in case of meat boning on bone and offal;
"blood" - slaughter product in the form of the blood collected in the course of slaughter in case of observance of conditions of accessory to its certain hulks;
"krupnoizmelchenny canned food for baby food" - the canned food for baby food intended for food of children of 9 months, containing at least 80 percent of particles up to 3 mm in size and no more than 20 percent of particles up to 5 mm in size;
"lump boneless (meat-and-bone) semifinished product" - the boneless (meat-and-bone) semifinished product made in the form of piece of meat weighing more than 500 g;
"culinary product" - the meat (myasosoderzhashchy) semifinished product which in the course of production underwent thermal treatment to complete culinary readiness;
"lumpy semifinished product" - the meat semifinished product made in the form of piece or pieces of meat weighing more than 10 g;
"lumpy canned food" - the canned food made of the meat and not meat ingredients crushed on pieces weighing over 30 g stewed in own juice, sauce, broth or jelly;
"melkokuskovy boneless (meat-and-bone) semifinished product" - the boneless (meat-and-bone) semifinished product made in the form of pieces of meat weighing from 10 to 500 g inclusive;
