About organizational measures for further enhancement of system of urban passenger transportation

In pursuance of the resolution of the President of the Republic of Uzbekistan of October 9, 2013 No. PP-2048 "About measures for further enhancement of system of the organization of passenger transport in Tashkent" and for the purpose of optimization of management structure urban passenger transportation by liquidation of intermediate links, reducing managerial personnel, enhancement of the scheme of dislocation of bus fleets, streamlinings of production infrastructure and increase in financial stability of transport organizations the Cabinet of Ministers decides:

1. Determine the main objectives of Toshshakhartranskhizmat joint-stock company:

 implementation of coordination of activities of the companies and organizations, irrespective of the patterns of ownership entering into structure of the company directed to the most complete requirements satisfaction of the population in high-quality services of urban passenger transportation and also increase in efficiency and financial stability of their work;

safety of passenger traffic and high level of culture of servicing of passengers, respect for rhythm, the established schedule and intervals of movement of vehicles on routes of public transport;

strengthening of discipline in system of the organization of city passenger traffic by widespread introduction of information and communication technologies, systems of navigation control of railway vehicles (GPS), installation of electronic terminals of fixing of arrival time and departure of vehicles on final routes, increases in level of dispatching management on route lines in the online mode;

carrying out single technical policy and requirements for operation of vehicles, implementation of permanent monitoring of safety, careful, target and effective use of modern comfortable vehicles, with rational combination on routes of buses of big and average capacity taking into account passenger traffics in different time of day, development of infrastructure in repair and field service of transport;

strengthening of transport organizations highly professional personnel, first of all driver's structure, on repair and maintenance of vehicles, providing on system basis of increase in their qualification, implementation of effective system of material stimulation of workers of urban passenger transportation.

2. Agree with the offer of the Interdepartmental commission on the critical analysis of activities of Toshshakhartranskhizmat association and development of offers on increase in optimization and cost reduction on the transportation of passengers formed by the order of the President of the Republic of Uzbekistan of May 3, 2013 No. P-4048, of khokimiyat of Tashkent, Toshshakhartranskhizmat association about:

transformation of the state unitary enterprise "Transport of Hizmatlara of Sifatina Nazorat Etish Boshkarmas" to the Toshtransdispetcherkhizmat unitary enterprise for traffic regulation of railway vehicles in real time "online" using systems of remote control (GPS) of railway vehicles and automated management of city passenger traffic, with transfer of transport of the city of Tashkent of the Ministry of transport of the Republic of Uzbekistan of functions to management of control of observance by carriers of rules of transportations of passengers;

 the organizations as a part of Toshshakhartranskhizmat joint-stock company of single tram complex in the form of the Toshkent Tramvay unitary enterprise due to merge of the state unitary enterprises "2 tram of deposa", "3 dream the deposa tram trolleybus", "Toshtatraservice the technician of markaza", "Yul of hizmata" and "Shahar Elektr of transportig хизмат курсатиш shujbas";

rational use of production infrastructure and enhancement of the scheme of dislocation of bus fleets by creation based on Uninchi Avtosary limited liability company of branch of joint-stock company "2 bus of saroya";

 transformation of affiliated enterprises of Toshshakhartranskhizmat association - TsSO "Mercedes Benz", "Birinchi Avtotajmirservice", "Ikkinchi Avtotajmirservice", "Uchinchi Avtotajmirservice" in the Toshavtotajmirkhizmat unitary enterprise with 3 branches in bus fleets;

transformation of the state unitary enterprise "EHTs "Yulovchitransservice" in the Toshyulovtranskhizmat unitary enterprise.

3. Determine that the Toshkent Tramvay unitary enterprise is legal successor by the rights and obligations of the state unitary enterprises "2 tram of deposa", "3 dream the deposa tram trolleybus", "Toshtatraservice the technician of markaza", "Yul of hizmata" and "Shahar Elektr of transportig хизмат курсатиш shujbas".

4. Approve developed by the Interdepartmental commission (R. S. Azimov), with participation of khokimiyat of Tashkent, Toshshakhartranskhizmat joint-stock company and other interested ministries, the state committees and departments:

the comprehensive program of measures for further enhancement of system of the organization of urban passenger transportation in Tashkent for 2014-2015 according to appendix No. 1;

package of measures for development of modern information and communication technologies in system of Toshshakhartranskhizmat joint-stock company for 2013 - 2015 according to appendix No. 2.

Form coordination panel on implementation of system monitoring of execution of the complex measures for enhancement of system of the organization of passenger transport approved by this resolution in Tashkent in structure according to appendix No. 3.
