About measures for development and enhancement of system of sanitary cleaning in settlements of the republic

 In the republic measures for creation of worthy housing and social conditions of accommodation of the population, construction of new well-planned housing, reconstruction and upgrade of road and transport and engineering and communication infrastructure, drinking water supply of the population, improvement of settlements, especially in the rural zone, for the purpose of forming of modern look of the cities and settlements of the republic, their reduction in compliance with modern town-planning regulations and improvements of sanitary and ecological situation are consistently taken.

At the same time, the organization of export of municipal solid waste from the population in the cities and areas of the republic is in unsatisfactory condition, practically in all cities export of municipal solid waste from the population is not performed on system basis, the material and technical resources of the specialized organizations of sanitary cleaning are not completed with the special equipment in necessary quantity, the existing polygons do not answer health regulations and regulations, in a number of places spontaneously educated dumps are used.

On places the powers provided to them according to the Law of the Republic of Uzbekistan "About waste" on creation of conditions for development of business activity in the field of the treatment of municipal solid waste and to rendering assistance in creation of the organizations for collection and utilization of municipal solid waste are fully not implemented by public authorities.

For the purpose of realization of package of measures for increase in level and quality of life of the population, radical improvement of sanitary and ecological situation on places, the effective organization timely and quality services of sanitary cleaning on export and placement of municipal solid waste to the population the Cabinet of Ministers decides:

1. Determine the main objectives of the organization of sanitary cleaning for export of municipal solid waste of the population in regions of the republic:

providing the organization of works on export of municipal solid waste and to their placement is strict according to health regulations and regulations, taking into account modern town-planning requirements to appearance of the cities and settlements;

the organization of works on operation and content of objects of sanitary cleaning at all stages, including collection, sorting, transportation, burial on polygons and utilization of municipal solid waste according to health and ecological requirements;

creation of additional workplaces and conditions for employment increase of the population, effective work in the field of sanitary cleaning;

strengthening of material and technical resources of the organizations rendering services in export of municipal solid waste;

ensuring public control over sanitary and ecological condition of subjects of the treatment of municipal solid waste.

2. Approve:

The program of equipment by the special equipment of the specialized organizations of sanitary cleaning in the cities of the republic for 2014-2015 according to appendix No. 1;

The program of equipment by special technology of district managements of improvement for 2014-2015 according to appendix No. 2;

The program of construction of musorosborochny Items and equipment by their containers in settlements of the republic for 2014-2015 according to appendix No. 3;

The program of arrangement of the operating solid waste landfills of controls of improvement and equipment of their special equipment for 2014-2015 according to appendix No. 4;

The program of arrangement of the operating solid waste landfills of the specialized organizations of sanitary cleaning and equipment with their special equipment for 2014-2015 according to appendix No. 5;

The program of construction of new solid waste landfills of controls of improvement and equipment of their special equipment in regions of the republic for 2014-2015 according to appendix No. 6;

sources of financing of the programs approved by this resolution according to appendix No. 7;

Complex actions for the organization of sanitary cleaning in the cities, the district centers, city settlements and rural settlements of the republic for 2014 - 2015 years (further - Complex actions) according to appendix No. 8;

structures of the working groups on accomplishment of Complex actions at the level of Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas, the cities and areas according to appendices No. No. 9 and 10.

3. To provide to Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas together with the State committee of the Republic of Uzbekistan on conservation, the Uzkommunkhizmat Agency, the State committee of the Republic of Uzbekistan on architecture and construction, the Ministry of Health, the Ministry of Finance and the Ministry of Economics of the Republic of Uzbekistan in accordance with the established procedure:

waste;

development of the design estimates and approval of address lists of construction of musorosborochny Items and solid waste landfills;

annually till January 1 carrying out the competitive biddings, the conclusion in accordance with the established procedure works agreements and approval of final address lists of construction of musorosborochny Items and polygons;

system monitoring of the course of realization of adopted agendas, Complex actions and target use of the allocated funds;

development of complex of actions for the organization of sorting and utilization of municipal solid waste taking into account their further wasteless conversion for the purpose of expense reduction on transportation;

creation of the commercial organizations for sorting and conversion of municipal solid waste with establishment of cooperation bonds between them.

4. Determine that rendering services in export of municipal solid waste is performed:

in the cities - the specialized organizations of sanitary cleaning;

in the district centers, city settlements and rural settlements - managements of improvement.

5. Determine that in the cities on completion of construction of musorosborochny Items and equipment by their containers, musorosborochny Items are transferred to free use to the specialized organizations of sanitary cleaning for further operation.

6. To provide to the state committee of the Republic of Uzbekistan on conservation the state environmental assessment of newly created polygons on burial of municipal solid waste and maintaining the state inventory of places of burial and utilization of municipal solid waste.

7. Provide to JSC Uzavtosanoat timely production and delivery of special motor transport (garbage trucks, dump trucks) according to appendices No. No. 1, of 2, of 4, 5 and 6, with approval of delivery schedules in coordination with public authorities on places.

To exempt the specialized organizations of sanitary cleaning and management of improvement from charges in Republican road fund under the Ministry of Finance of the Republic of Uzbekistan in case of registration of special motor transport in bodies of the Ministry of Internal Affairs of the Republic of Uzbekistan.

8. Recommend to commercial banks to allocate to the specialized organizations of sanitary cleaning soft credits on acquisition of the special equipment, arrangement and equipping of solid waste landfills according to appendices No. No. 1 and 5.

9. To management of the Ministry of Finance of the Republic of Uzbekistan main control auditing to perform following the results of the amounts which are carried out works of compliance, quality and terms of input of objects on adopted agendas, address lists and the design estimates.

10. Make changes and additions to the resolution of the Cabinet of Ministers of January 10, 2013 No. 4 "About measures for enhancement of the organization of works on improvement of settlements of the republic" (the joint venture of the Republic of Uzbekistan, 2013, No. 1, the Art. 2) according to appendix No. 11.

11. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R.S.Azimov and the deputy prime minister of the Republic of Uzbekistan B. I. Zakirov.
