About approval of Rules of industrial safety in case of hydrogen production operation by water electrolysis method
Based on subitem 7.4 of Item 7 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 29, 2006 No. 756 "About some questions of the Ministry of Emergency Situations" the Ministry of Emergency Situations of the Republic of Belarus DECIDES:
1. Approve the enclosed Rules of industrial safety in case of hydrogen production operation by water electrolysis method.
2. This resolution becomes effective since December 10, 2013.

1. These rules are developed according to the Law of the Republic of Belarus of January 10, 2000 "About industrial safety of hazardous production facilities" (The national register of legal acts of the Republic of Belarus, 2000, No. 8, 2/138).
2. These rules establish the requirements aimed at providing industrial safety, the prevention of accidents and incidents, cases of industrial traumatism on the objects connected with obtaining, the address, application and storage of electrolytic hydrogen.
3. These rules extend to the designed, under construction, reconstructed and operating industrial facilities connected with obtaining, the address, application and storage of hydrogen.
4. These rules are intended for application by all organizations irrespective of their forms of business and patterns of ownership (further - subjects of managing) performing activities in the field of designing, constructions, reconstruction, operation, modernization, preservation and liquidation of the production facilities connected with obtaining, the address, application and storage of hydrogen.
5. In these rules terms and determinations in the values determined by the Law of the Republic of Belarus "About industrial safety of hazardous production facilities" are applied.
In relation to these rules also following terms and their determinations are used:
modular - premises of the oxyhydrogen station with placement of converting aggregates for power supply of electrolyzers, and also the accompanying equipment;
бидистиллат - the clear distilled water received by method of double distillation on steam distillers with deaeration of hydrocarbon and other flying impurity;
block electrolysis installation - the complete installation on receipt of hydrogen which is consisting of several electrolyzers blocked in one aggregate, and having the single equipment;
the oxyhydrogen station, the hydrogen station - the object of the organization placed or in the certain building and, or in several cases, or in workshops or departments on which as a result of engineering procedure electrolytic gases are produced and also happen on the open area other transactions on change of parameters of these gases set by the consumer, the accompanying processes, control and management and, besides, auxiliary services are placed;
hydrogen (electrolysis) installation - the aggregated installation, the set of several devices and devices based on the electrolyzer intended for receipt of hydrogen and oxygen, and also their department from each other, electrolyte and moisture for providing systems of regulation of process, and pipeline binding;
hydrogen system - complex of the equipment interconnected among themselves by technological pipelines (electrolysis installations, systems of cleaning, receivers, compressors, filling stages, etc.) in which gaseous hydrogen addresses;
explosion - bystry transformation of substances (explosive burning) which is followed by allocation of energy and formation of the compressed gases capable to perform work;
the auxiliary room - the room where the equipment and systems which are not involved directly in the technological scheme of hydrogen production and without which conducting process, but which provides safe and proper sanitary and hygienic operating conditions of service personnel and operability of the equipment is possible are placed;
gas-analyzing - the room with placement of secondary devices of signaling devices of gas (gas analyzers) intended for the automatic permanent analysis of the gas circle, in particular hydrogen availability;
hydrolock - the special device of electrolysis installation representing the reservoir with water through which electrolytic gas (hydrogen or oxygen) on dumping into the atmosphere is passed and intended for prevention of proskok of flame in system of electrolysis installation in case of ignition of hydrogen at the exit from torch installation, and also air oxygen hit in hydrogen system;
distillate - the distilled water received by simple method of distillation on electric or steam distillers;
the valve splitter - the automatic locking device is, quickly, reliable and safely blocking flow of the environment transported on the pipeline on critical or subcritical process parameters;
service personnel - specially prepared persons which underwent examination in the amount obligatory for this work (position);
the fire prevention device - the device filled with gravel or other material which is allowed to be established on the pipeline of release of hydrogen in the atmosphere for prevention of proskok of flame in case of ignition it at the exit, in the absence of other protection;
promyvatel - the device of electrolysis installation intended for washing of hydrogen or oxygen from alkaline fog and also for chilling;
dividing column - the device of electrolysis installation intended for department of gases (hydrogen or oxygen) from electrolyte and preliminary chilling;
calculated parameters - the regulated values of pressure, temperatures, expenses and concentration of material circles, and also electric and other characteristics of process providing normal operating mode of all systems;
pressure regulator - the device of electrolysis installation intended for maintenance of equality of pressure of hydrogen and oxygen in system irrespective of pressure of gases at the exit from electrolysis installation;
the regulator-promyvatel - the device of electrolysis installation combining in itself functions of the regulator of pressure and promyvatel;
seldom serviced equipment - the equipment which frequency of servicing constitutes less often than once a day;
receiver - the vessel working under pressure, intended for stock holding of gaseous products (hydrogen, oxygen, nitrogen), and also for stable work of production of receipt of electrolytic hydrogen and oxygen;
the resiverny platform - the open area having barrier with the receivers placed on it;
the platform lock - the room arranged at entrance to the room (group of rooms) or staircase equipped with the special devices preventing possibility of penetration of fire, gases, vapors, dust or other hazardous substances from one room in others and also for maintenance of the set parameters of the air circle;
engineering procedure - the certain set physical and chemical transformations, hydraulic, thermodynamic, warm массообменные the changes of parameter values of material circles and other transactions which are consistently leading to product receipt;
the technological site - the location or several locations of processing equipment, the pipelines, armature performing separate function as part of engineering procedure;
torch installation - set of devices, devices, pipelines and constructions for combustion of the dumped gases and vapors;
the refrigerator - the heat-exchanging device of electrolysis installation intended for chilling of gases, and also electrolyte after electrolysis process;
alkaline fog - the finely divided fraction of electrolyte which is carried away from the electrolyzer and devices of electrolysis installation by electrolysis products;
the electrolyzer - the combined device, as a rule, filter press type working under pressure, consisting from compressed among themselves trailer plates and separated by the isolating laying of bipolar electrodes through which when passing of direct current are allocated on the party of the cathode - hydrogen, on the party of the anode - oxygen;
elektrolizerny department (the elektrolizerny workshop) - the room where one or several electrolysis (hydrogen) installations, and also other accompanying equipment are located;
electrolytic hydrogen and oxygen - the productional or intermediate gaseous hydrogen and oxygen received by method of electrolysis of water, which are washed out and cooled, and also purified and drained in the equipment of electrolysis installation;
electrolyzer cell - the part of the electrolyzer consisting of vertically located cathode and the anode, and also the space between them filled with electrolyte. In each cell, as a rule, there are three openings: one - in the lower part, for electrolyte supply; in the upper part - two others, for outflow of products of electrolysis (hydrogen and oxygen) in collectors which can be as built in the electrolyzer and to be located outside.
6. The procedure and conditions of safe operation of technical devices, conducting engineering procedures and works is determined by the corresponding instructions.
The list of obligatory instructions affirms the head of the operating organization.
7. The employees of the organizations performing activities in the field of designing, constructions, reconstruction operation, modernization, preservation and liquidation of the production facilities connected with obtaining, the address and storage of hydrogen shall undergo examination of requirements of these rules and other regulatory legal acts, including technical regulatory legal acts (further - the NPA, TNPA) in volume of the performed work at least once in three years.
8. To operation of objects of hydrogen production the method of electrolysis of water allows workers not more young than 18 years which had obligatory medical examinations, training by profession, instructing, training, training and examination in labor protection in accordance with the established procedure.
9. Training, training, instructing and examination concerning labor protection, the admission of the workers specified in Item 7 of these rules to independent work are carried out according to the procedure, established by the Instruction about the procedure for training, training, instructing and examination working concerning the labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of November 28, 2008 No. 175 (The national register of legal acts of the Republic of Belarus, 2009, No. 53, 8/20209), the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 30, 2008 No. 210 "About the commissions for examination concerning labor protection" (The national register of legal acts of the Republic of Belarus, 2009, No. 56, 8/20455).
10. The head of the organization shall provide the objects connected with obtaining, the address, application and storage of hydrogen, the necessary state of service personnel according to the staff list allowing message their safe operation.
The head of the organization shall provide workers with the washing-away and neutralizing means, individual protection equipment according to the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 30, 2008 to No. 208 "About regulations and procedure for providing workers with the washing-away and neutralizing means" (The national register of legal acts of the Republic of Belarus, 2009, No. 41, 8/20379) and the Instruction about procedure for providing workers with individual protection equipment approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 30, 2008 No. 209 (The national register of legal acts of the Republic of Belarus, 2009, No. 68, 8/20390).
11. Investigation of labor accidents, accidents and incidents shall be made according to requirements of Rules of investigation and accounting of the labor accidents and occupational diseases approved by the resolution of Council of Ministers of the Republic of Belarus of January 15, 2004 No. 30 (The national register of legal acts of the Republic of Belarus, 2004, No. 8, 5/13691), the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus and the Ministry of Health of the Republic of Belarus of January 27, 2004 No. 5/3 "About establishment of the document forms necessary for investigation and accounting of labor accidents and occupational diseases" (The national register of legal acts of the Republic of Belarus, 2004, No. 24, 8/10530), Regulations on procedure for technical investigation of the reasons of accidents and incidents on hazardous production facilities, the Ministry of Emergency Situations of the Republic of Belarus approved by the resolution of June 28, 2000 No. 9 (The national register of legal acts of the Republic of Belarus, 2000, No. 75, 8/3742).
12. In the operating organizations connected with production of electrolytic hydrogen irrespective of category of potential of explosion of technological blocks, plans of localization and liquidation of incidents and accidents shall be developed (further - PLA) (as appendix to the plan of prevention and liquidation of emergency situations).
The head of the organization shall organize the warning system about emergence of accidents and incidents.
13. In case of the accidents and incidents posing health hazard and lives of workers, the head of the organization shall inform via the warning system workers on danger, its nature, make recommendations about behavior according to PLA.
14. The head of the operating organization shall organize production control over observance of requirements of industrial safety according to the Rules of the organization and implementation of production control over observance of requirements of industrial safety on hazardous production facilities approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of June 28, 2000 No. 11 (The national register of legal acts of the Republic of Belarus, 2000, No. 75, 8/3744).
15. Operation of the equipment of the productions connected with obtaining, the address, application and storage of the electrolytic hydrogen (the vessels working under pressure, heat-exchanging devices, compressors) which developed the established resource is allowed after carrying out by the specialized organization technical diagnosing and receipt of the corresponding conclusion about technical reliability and terms of further operation of the equipment.
16. All productions and objects to which action of these rules extends shall have documentation, including:
the project documentation developed on basic data according to the specification on designing;
the production schedules approved and approved in accordance with the established procedure;
