About measures for preparation of agricultural organizations for field works, creation of strong food supply and harvesting in 2014

For the purpose of timely preparation of agricultural organizations for spring and autumn sowing, care of crops, creation of strong food supply, harvesting in 2014 the Council of Ministers of the Republic of Belarus DECIDES:

1. To regional executive committees, the Ministry of Agriculture and Food in 2014:

1.1. perform complex of organizational and technological actions for ensuring production of main types of agricultural products and procurement of grass forages in agricultural and other organizations in amounts according to appendix 1;

1.2. provide counting on one conditional beast in agricultural organizations production of all types of forages (including summer green) of at least 38 centners of fodder units, procurement of forages on stall content of the cattle - at least 25 centners of fodder units;

1.3. take measures for procurement of fodder grain of 8024 thousand tons, including in the Brest region - 1406 thousand tons, Vitebsk - 1236 thousand tons, Gomel - 1193 thousand tons, Grodno - 1290 thousand tons, Minsk - 1819 thousand tons and the Mogilev region - 1080 thousand tons;

1.4. provide creation and forming of insurance funds of seeds of grain and leguminous crops of harvest of 2014 of at least 20 percent from total annual requirement in seeds of crops;

1.5. take measures for accumulating and introduction in 2014 by agricultural and other organizations:

mineral fertilizers in amounts according to appendix 2, having provided their monthly accumulating in amounts according to appendix 3;

microfertilizers in amount of 628,6 of ton of active ingredient, including in the Brest region - 99,1 of ton of active ingredient, Vitebsk - 96,4, Gomel - 101,9, Grodno - 99,9, Minsk - 148,5 and the Mogilev region - 82,8 of ton of active ingredient;

1.6. provide purchases in 2014 by agricultural and other organizations of diesel fuel and automobile gasoline in amounts according to appendix 4, from them 750 thousand tons of diesel fuel, 50 thousand tons of automobile gasoline, 30 thousand tons of engine oils and lubricants and 29 thousand tons of oven fuel, including for:

carrying out spring field works - 191,1 of one thousand tons of diesel fuel, 13,6 of one thousand tons of automobile gasoline and 7,8 of one thousand tons of engine oils and lubricants;

procurements of forages - 165,6 of one thousand tons of diesel fuel, 8,6 of one thousand tons of automobile gasoline and 6,7 of one thousand tons of engine oils and lubricants;

carrying out harvesting of grain crops, flax - 200,9 of one thousand tons of diesel fuel, 8,4 of one thousand tons of automobile gasoline, 8 thousand tons of engine oils and lubricants and 29 thousand tons of oven fuel;

carrying out autumn field works - 116,4 of one thousand tons of diesel fuel, 7,3 of one thousand tons of automobile gasoline and 4,7 of one thousand tons of engine oils and lubricants;

1.7. take measures for ensuring preparation at least 93 percent of the agricultural machinery which is available for agricultural organizations for carrying out spring field works till March 25, 2014, procurement of grass forages - till May 15, 2014, cleaning of grain and leguminous crops, preprocessing and storage of grain - till June 20, 2014.

2. Provide to regional executive committees in accordance with the established procedure in 2014 at the expense of means of local budgets, own means of the organizations and the credits of banks financing (including expenses on acquisition and delivery to producers of agricultural products):

2.1. purchases of mineral fertilizers in the amount of the 13th 625, 1 billion rubles, including in the Brest region - 2051 billion rubles, Vitebsk - 2511, 2 billion rubles, Gomel - 2268, 9 billion rubles, Grodno - 1930 billion rubles, Minsk - 2950, 9 billion rubles and the Mogilev region - 1913, 1 billion rubles;

2.6. repair and maintenance of tractors, combines, the grain-cleaning and drying equipment, tractor and kombaynovy engines, other farm vehicles, nodes and aggregates to them, acquisitions of the spare parts, component parts, filters, oils and lubricants, other inventory items necessary for repair of the machine and tractor park, equipment of Items of maintenance of the petrostorage, weight and grain-cleaning and drying equipment, reduction in cost of their repair and maintenance executed by the organizations which are part or the sphere of coordination and interaction of republican consolidation Belagroservice in the amount 2451, in 5 billion rubles including in the Brest region - 290 billion rubles, Vitebsk - 321, 1 billion rubles, Gomel - 308 billion rubles, Grodno - 598, 3 billion rubles, Minsk - 651, 1 billion rubles and the Mogilev region - 283 billion rubles;

2.7. purchases of oil products according to subitem 1.6 of Item 1 of this resolution.
