1. Approve the enclosed Procedure for issue of the diplomatic passport and service passport, proving the identity of the citizen of the Russian Federation on which citizens of the Russian Federation perform departure from the Russian Federation and entry into the Russian Federation.

Procedure for issue of the diplomatic passport and service passport, proving the identity of the citizen of the Russian Federation on which citizens of the Russian Federation perform departure from the Russian Federation and entry into the Russian Federation

I. General provisions

1. 2. The diplomatic passport proving the identity of the citizen of the Russian Federation according to which citizens of the Russian Federation perform departure from the Russian Federation and entry into the Russian Federation (further - the diplomatic passport) and the service passport proving the identity of the citizen of the Russian Federation according to which citizens of the Russian Federation perform departure from the Russian Federation and entry into the Russian Federation (further - the service passport) are drawn up and issued by structural division of the Ministry of Foreign Affairs of the Russian Federation - Consular department (further - CD the MFA of Russia).

3. The diplomatic passport and the service passport are issued for a period of up to five years.

4. According to the petition of the organization sending (directed) citizen Russian Federation (further - the citizen) in official journey out of limits of the territory of the Russian Federation (further - the directing organization), on his name two and more diplomatic passports or service passports can be drawn up.

II. Procedure for registration and issue of the diplomatic passport and service passport

5. For execution of the diplomatic passport and the service passport the representative of the directing organization files to CD the MFA of Russia the following documents:

5.1. The letter request of the directing organization in duplicate (further - the letter request) (Appendix No. 1 to this Procedure). The letter request is filled in on the official form of the directing organization with indication of reference number, signed by the head (deputy manager) of the directing organization or the head (deputy manager) of its personnel or other authorized division, and sealed the directing organization. In the letter request the name of the directing organization, the registration room of guide of the organization in the Ministry of Foreign Affairs of the Russian Federation, surname, name, middle name (in the presence), place of employment and the citizen's position on whose name the diplomatic passport or the service passport, type of the issued passport is drawn up is specified (diplomatic or office).

5.2. The reference on receipt of the diplomatic passport or service passport (further - the reference) in duplicate with the pasted photo (Appendix No. 2 to this Procedure).

In the reference data of the citizen on whose name the diplomatic passport or the service passport is drawn up are specified; the surnames which were available earlier, names, middle names (in the presence), dates and places of their change; the residence (registration) with indication of complete address; the main identity document of the citizen of the Russian Federation in the territory of the Russian Federation, with indication of the name of the body which issued it and date of issue; data on the available admission to the data which are the state secret on availability of contract commitments, awareness in absolutely classified information and data of special importance which are the state secret with indication of the decision of the corresponding official of federal executive body on the admission (number of the decision, acceptance date as whom it is approved, surname, name, middle name (in the presence) and position of the corresponding official); availability or lack of circumstances, stipulated by the legislation the Russian Federation which could limit temporarily the citizen's right to departure from the Russian Federation; data on the last departure out of limits of the territory of the Russian Federation; data of the available foreign passport; places of employment, military service, study within the last ten years with indication of full name and the location address of the organization. In the presence in labor (office, educational) more than 3 months the address of its residence during this period of time is specified to activities of the citizen of breaks.

The data specified in the reference are certified by the head (deputy manager) of authorized division of the directing organization and sealed the directing organization. The photo of the citizen pasted on the reference is sealed by the same.

5.3. Accounting card of the citizen on whose name the diplomatic passport or the service passport is drawn up (further - accounting card), in one copy (Appendix No. 3 to this Procedure).

In accounting card surname, the name, middle name (in the presence), birth date and birth place, marital status of the citizen, position and place of employment of the citizen on whose name the diplomatic or service passport, the state to which the citizen, to what term, the name of the directing organization, purpose of visit goes is drawn up are entered.

The photo of the citizen pasted on accounting card on whose name the diplomatic or service passport is drawn up, is sealed the directing organization.

6. The documents for execution of the diplomatic passport and the service passport submitted to CD the MFA of Russia are filled in with use of technical means. The data specified in the reference shall not contain discrepancies with other submitted documents. When filling documents deletions, corrections by means of the adjusting means are not allowed.

7. Recommended samples of the documents provided in subitems 5.1 - 5.3 Items 5 of this Procedure, the representative of the directing organization receives in CD the MFA of Russia at the authorized officer responsible for documents acceptance.

8. The basis for execution of the diplomatic passport and the service passport is giving by the representative of the directing organization in CD the MFA of Russia all provided in subitems 5.1 - 5.3 Items 5 of this Procedure for documents.

9. The documents necessary for execution of the diplomatic passport and the service passport which arrived in CD the MFA of Russia are considered by the authorized officer responsible for documents acceptance, or the division manager of CD the MFA of Russia regarding compliance to article 12 of the Federal Law.

10. The CD authorized officer the MFA of Russia, responsible for documents acceptance, checks availability of all submitted documents, checks lack of discrepancies of the reference with other submitted documents, lack of deletions, corrections by means of the adjusting means.

11. If documents are provided in full and conform to requirements of this Procedure, the CD authorized officer the MFA of Russia, responsible for documents acceptance:

11.1. Creates case of the accepted documents, assigns it registration number by data entry (type of the issued passport, surname, name, middle name (in the presence), birth date and birth place, sex of the citizen and registration number of the directing organization) in the electronic database of the corresponding subsystem of the automated information system "Office Departure" (further - the database).

11.2. Puts down assigned registration file number, date of documents acceptance and the personal signature in the letter request.

11.3. Tells the representative of the directing organization registration file number, the telephone number for enquiries on which it is possible to obtain information on readiness of the diplomatic passport and the service passport.

12. The case created from the accepted documents is submitted the CD authorized officer the MFA of Russia, responsible for further document handling, necessary for execution of the diplomatic passport or the service passport.

13. CD authorized officer MFA of Russia, responsible for further document handling, necessary for execution of the diplomatic or service passport:

13.1. Introduces number of the next form of the diplomatic or service passport in the program for the corresponding passport case and on the back accounting card does mark with indication of number of the form of the passport and date of its issue.

13.2. Enters personal data of the citizen on whose name the diplomatic or service passport, in the database according to data in the main identity documents of the citizen of the Russian Federation in the territory of the Russian Federation is drawn up.

13.3. In the field "Surname/Surname" specifies surname of the citizen on whose name the diplomatic or service passport is drawn up, in the first line in Russian, in the second - duplicates by transliteration method (simple substitution of the Russian letters with the Latin), considering the international standard recommended to ICAO (Doc 9303) (Appendix No. 4 to this Procedure - for information only). At the end of record of surname in Russian puts dividing symbol "/".

13.4. In the field "Imya/Give№names" enters name, middle name (in the presence), in the first line - in Russian, in the second - duplicates by transliteration method - only name (names). At the end of record of name and middle name (in the presence) in Russian puts dividing symbol "/".

13.5. In the field "Date of Birth/Date of Birth" specifies in the Arab figures day, month and year of birth, for example: "17.07.1977".

Day and month in fields of all dates (birth date, date of issue, expiry date) are specified by two-place number (if day of month or month of the birth is equal to number from 1 to 9, that before number from 1 to 9 zero is put, for example: "07").

Year in fields of all dates (birth date, date of issue, expiry date) is specified by four-digit number, for example: "1977".

If in earlier issued passport or the national passport of the citizen on whose name the diplomatic or service passport is drawn up, there are no day and (or) month of the birth, then these details are replaced with 00 symbols.

13.6. In the field "Place of Birth/Place of Birth" specifies in the first line in Russian the name of the subject of the Russian Federation (the republic, edge, area) or the cities where the citizen on whose name the diplomatic or service passport is drawn up was born. In the second line Latin letters - the name or abbreviation of the state in which the citizen was born, on whose name the diplomatic or service passport is drawn up. At the end of record in Russian the dividing symbol "/" is put.

At the same time are specified concerning the citizens who were born in the capital of the subject of the Russian Federation - only the name of the city; in other cities or settlements - only the name of the subject of the Russian Federation.

Concerning the citizens who were born till 01.01.1992 in the capitals of the republics of the USSR only the name of the city, in other cities or settlements of the republics of the USSR - only state, the USSR formed on site the republics is specified.

Concerning the citizens who were born till 01.01.1992 in the territory of the USSR in duplicative line Latin letters the abbreviation of the USSR is specified, for example: THRESHING BARN/USSR.

Concerning the citizens who were born in the territory of the Russian Federation after 01:01. 1992, in duplicative line Latin letters writing of the Russian Federation is specified, for example: MOSCOW/RUSSIA.

Concerning the citizens who were born outside the USSR (till 01:01. 1992) or the Russian Federation (after 01:01. 1992), in Russian and Latin letters the state in which the citizen was born, on whose name the diplomatic or service passport, or its abbreviation is drawn up, for example is specified: SShA/USA.

13.7. In the field "Floor/Sex" specifies sex of the citizen on whose name the diplomatic or service passport is drawn up. For women - "Ж/F", for men - "M/M".

13.8. Transfers from the database personal data of the citizen on whose name the passport, on the page of the form of the passport intended for this purpose with use of the special software and the specialized printer is drawn up.

At the same time in the lower quarter of the page of the passport in the field intended for machine-readable zone the alphanumeric code containing the main information which is available in the drawn-up passport is printed in two lines.

13.9. Pastes the facsimile of the citizen on whose name the diplomatic or service passport, in the framework located in the left part of the fly-leaf intended for the facsimile is drawn up.

13:10. Specifies, in case of need, on the page thirty sixth of the diplomatic or service passport information on official position of the employee directed out of limits of the territory of the Russian Federation for work in Embassy, Consulate general, Consulate, Permanent mission of the Russian Federation in case of international (interstate, intergovernmental) the organization, the Trade mission of the Russian Federation, the Device of the military attache, for example: "EMBASSY SECRETARY of the RUSSIAN FEDERATION IN the REPUBLIC OF KOREA".

Specifies in duplicative part position and place of employment of the citizen on whose name the diplomatic or service passport, in English is drawn up, for example: "ATTACHE OF THE EMBASSY OF THE RUSSIA№FEDERATIO№I№THE REPUBLIC OF KOREA". At the end of record in Russian the dividing symbol "/" is put.

14. After filling of the fields specified in subitems 13.1 - 13.10 Items 13 of this Procedure, the back fly-leaf are laminated by film with holographic official stamp which is placed in the right bottom corner of the photo of the citizen on whose name the diplomatic or service passport is drawn up.

15. After completion of execution of diplomatic and service passports authorized checks completeness and correctness of their registration for this official and transfers passports together with case to the authorized officer responsible for issue of diplomatic and service passports.

16. For the purpose of verification of presence of the bases which can entail temporary restriction of the right of the citizen to departure from the Russian Federation and refusal in issue of the diplomatic passport and service passport the CD authorized officer the MFA of Russia, responsible for further document handling, necessary for execution of the diplomatic passport and the service passport, directs reference copy to check in Management of registration and archive funds of Federal Security Service of the Russian Federation (further - URAF FSB of Russia).

17. URAF FSB of Russia in time, stipulated in Item 12 Regulations on information exchange, reports CD the MFA of Russia absence or availability of the bases for temporary restriction of the right of the citizen to departure from the Russian Federation.

18. The message on lack of the bases for temporary restriction of the right of the citizen to departure from the Russian Federation goes to CD the MFA of Russia without cover letter (according to the register) and can be drawn up in writing or by putting down on the first leaf of the reference of special stamp of the approval signed by the authorized officer of URAF FSB of Russia.

19. In case of identification of the bases for temporary restriction of the right of the citizen to departure from the Russian Federation URAF FSB of Russia sends to CD the MFA of Russia the written message with indication of the bases for temporary restriction of the right of the citizen to departure from the Russian Federation provided by the Federal Law signed by the authorized officer of URAF FSB of Russia.

The message on availability of the bases for temporary restriction of the right to departure from the Russian Federation concerning the citizen informed about absolutely confidential or special importance the data which are the state secret shall contain specifying on the basis and term of restriction, date and registration number of the decision on restriction, full name and the location address of the organization which assumed responsibility for restriction of the right of this citizen to departure from the Russian Federation.

The reference from URAF FSB of Russia in such cases does not return.

20. References in the relation are not sent for approval in URAF FSB of Russia:

20.1. The citizens who did not reach 14-year age.

20.2. The military personnel of the Armed Forces of the Russian Federation, and also federal executive bodies in whom the military service, in addition provided as the bases for receipt of the passport permission of command, the stipulated in Article 19 Federal Laws is provided.

20.3. Faces of civil personnel of the Armed Forces of the Russian Federation, and also Federal executive bodies in which the military service, sent out of limits of the territory of the Russian Federation to official journeys and concerning which the letter request on execution of the diplomatic or service passport with number and date of written approval and the name of body of Federal Security Service of the Russian Federation is provided is provided, drawn up it.

21. In case of establishment of the bases which can entail temporary restriction of the right of the citizen to departure from the Russian Federation the diplomatic passport and the service passport are not issued.

22. When obtaining from URAF FSB of Russia of the message on availability of the bases for temporary restriction of the right of the citizen to departure from the Russian Federation of CD the MFA of Russia in writing informs the directing organization this information and specifies the basis, term of temporary restriction, date and registration number of the decision on restriction, full name and the location address of the organization which assumed responsibility for restriction of the right of this citizen to departure from the Russian Federation.

23. When obtaining from URAF FSB of Russia of the written message on lack of the bases for temporary restriction of the right of the citizen to departure from the Russian Federation or in case of return of the reference with special stamp of approval of CD the MFA of Russia makes the decision on registration and issue of the diplomatic passport and the service passport.

24. The diplomatic passport and the service passport are issued to the representative of the directing organization.

25. In case of issue of the diplomatic passport and service passport the CD authorized officer the MFA of Russia, responsible for issue of passports:

25.1. Hands to the representative of the directing organization the diplomatic passport and the service passport, having suggested to check correctness of the personal data entered in him, marks and records, and also to undersign about its obtaining for the letter request.

25.2. Pays attention that the citizen addressed to whom the diplomatic passport or the service passport is drawn up shall append the signature in the established place on the thirty sixth page of the passport.

25.3. Informs the representative of the directing organization that the diplomatic passport and the service passport can be used only by that person whose metric data and the photo are placed on the second page of the passport.

25.4. Does mark about issue of the diplomatic passport and service passport in the online magazine of accounting of execution of passports and submits the case to the authorized officer responsible for storage of passport cases.

26. In case of detection of technical scrap or discrepancy of personal data, marks and entries in the diplomatic passport and the service passport, ready to issue, with provided by the directing organization, according to subitems 5.1 - 5.3 Items 5 of this Procedure, documents are drawn up the new diplomatic passport or the service passport without repeated provision of documents.

27. If the revealed discrepancies of personal data, marks and records arose because of unauthenticity of information containing in provided by the directing organization, according to subitems 5.1 - 5.3 Items 5 of this Procedure, documents, the MFA of Russia is provided by the representative of the directing organization in CD new set of documents for execution of the diplomatic passport or the service passport.

28. In CD the MFA of Russia the following marks and records can be made in the diplomatic passport and the service passport:

28.1. About the direction diplomatic mail in diplomatic representation or consular establishment of the Russian Federation of the diplomatic passport or service passport by putting down of print of stamp on one of the first pages of the passport (Appendix No. 5 to this Procedure). The print of stamp is sealed official the Ministry of Foreign Affairs of the Russian Federation.

28.2. About cancellation earlier made marks which are earlier made in the diplomatic passport and the service passport of marks by putting down of print of stamp (Appendix No. 6 to this Procedure) on diagonal on or about cancellation of earlier issued diplomatic passport or the service passport by putting down on the 36th page of print of stamp (Appendix No. 6 to this Procedure).

29. The CD the MFA of Russia sends the ready diplomatic passport and the service passport on channels of courier communication to territorial authorities - representations the MFA of Russia in the territory of the Russian Federation, public authorities of subjects of the Russian Federation, and also, on channels of diplomatic mail, to diplomatic representations and consular establishments of the Russian Federation, and also to representations of the Russian Federation in case of international (interstate, intergovernmental) the organizations.

30. III. Final provisions

33. After completion of official journey out of limits of the territory of the Russian Federation the diplomatic passport and the service passport are subject to return to the directing organization.

34. In case of dismissal of the citizen from the directing organization the diplomatic passport and the service passport shall be destroyed by the organization in accordance with the established procedure, the act of destruction is sent to CD the MFA of Russia, either the diplomatic passport or the service passport of the left citizen the MFA of Russia for the subsequent destruction can be handed over in CD.

35. In case of receipt from the citizen of information on loss of the diplomatic passport or the service passport by it outside the territory of the Russian Federation the diplomatic representation or consular establishment of the Russian Federation in the state of stay reports about the fact and circumstances of loss of the diplomatic passport or service passport in CD the MFA of Russia for decision making about invalidity of the passport and transfer of this information in accordance with the established procedure in the Border service of Federal Security Service of the Russian Federation for use it in office activities.

If loss of the diplomatic passport and service passport took place in the territory of the Russian Federation, the directing organization shall inform without delay on it CD the MFA of Russia for decision making about invalidity of the passport and transfer of this information in accordance with the established procedure in the Border service of Federal Security Service of the Russian Federation for use it in office activities.
