About approval of the regulatory legal acts regulating use of remote educational technologies

For the purpose of creation of conditions for development and implementation of remote educational technologies in education system of the Kyrgyz Republic, according to article 14 of the Law of the Kyrgyz Republic "About education", being guided by articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic", the Government of the Kyrgyz Republic decides:

1. Approve:

- Procedure for use of remote educational technologies in case of implementation of educational programs according to appendix 1;

- The list of professions and specialties which receipt in intramural and extramural (evening), correspondence forms and in the form of the external studies is not allowed, according to appendix 2.

2. This resolution becomes effective from the date of official publication.

Procedure for use of remote educational technologies in case of implementation of educational programs

1. This Procedure for use of remote educational technologies in case of implementation of educational programs (further - the Procedure) is developed according to the Law of the Kyrgyz Republic "About education" and determines procedure for use of remote educational technologies (further - distance training) in case of implementation of professional educational programs of the higher, secondary and additional education (further - educational programs).

2. Distance training is provided with use of set of educational technologies in case of which the purposeful mediated or not completely mediated interaction of the student and teacher is performed irrespective of the place of their stay on the basis of pedagogically organized information technologies, first of all, with use of means of telecommunication technologies.

Distance training is applied to ensuring access of persons with limited opportunities of health to professional education.

3. Main types dbstantsionnykh educational technologies are:

- the keysovy technology based on provision by the student of information educational resources in the form of specialized sets of the educational and methodical complexes intended for independent studying (cases) with use of different types of data carriers. Delivery of materials to students is performed by any methods, acceptable for the organization of educational process;

- the Internet technology based on use of global and local computer networks for ensuring access of students to information educational resources and forming of set methodical, organizational, technical and software of realization and management of educational process irrespective of the location of his subjects;

- the telecommunication technology based on use of mainly space and satellite transmission media of data and telecastings and also global and local networks for ensuring interaction of students with the teacher and among themselves and access for students to the information educational resources presented in the form of digital libraries, video lectures and other tutorials.

In case of implementation of educational programs the combination of main types of distatsionny educational technologies is allowed. Use of keysovy technology of training in full for realization of educational process in full-time courses is possible only in combination with other remote educational technologies.

4. Educational process with use of remote educational technologies is performed by the educational organization for internal, intramural and extramural (evening), correspondence forms of education, in the form of the external studies.

5. In case of implementation of educational programs in full-time courses with use of distatsionny educational technologies the educational organization shall provide complete amount of classroom loading according to the state educational standard of appropriate level of education.

The student with limited opportunities of health according to the decision of the educational organization based on the application in person is given opportunity of the free schedule of visit of occupations.

6. Educational programs are implemented with use of remote educational technologies in full if students master at least 70 percent of amount of hours of the curriculum by means of remote educational technologies.

7. Implementation of educational programs using remote educational technologies is in full forbidden on specialties and the directions of preparation which receipt in absentia is not allowed.

Persons arriving in the educational organization on training in educational programs which realization is enabled using remote educational technologies in full shall be acquainted with this condition under list.

8. For ensuring process of distance training the following means of distance training are used:

- specialized textbooks with multimedia maintenance;

- the electronic educational and methodical complexes including electronic textbooks, education guidances, training computer programs, computer laboratory practical works, the control testing sets, educational videos, audio recordings;
