1. Approve the enclosed Rules of subsidizing of development of seed farming.

2. To provide to department of production and conversion of crop products of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

3. This order becomes effective after ten calendar days after day of its first official publication.

Rules of subsidizing of development of seed farming

Chapter 1. General provisions

1. These rules of subsidizing of development of seed farming (further - Rules) determine procedure for subsidizing of development of seed farming for the account and within the means provided in the local budget for the corresponding financial year (further - subsidies).

2. In these rules the following concepts are used:

1) regulation of seeds of the first reproduction (further - regulation) - the amount of seeds of the first reproduction of crop established in the settlement way taking into account regulation of seeding, productivity of seeds and the cultivated area of crop necessary for strain renovation for the purpose of crops completion by seeds not below the third reproduction;

2) seeds of hybrids of the first generation - the seeds of corn, sugar beet, colza, sunflower or cotton received from crossing of genetically differing parent forms and forms exceeding owing to heterosis the best parent form on productivity or other indicators;

3) personal account - set of the records containing in the electronic register of the requests for subsidizing allowing to identify the registered person for the purpose of registration of requests (translated requests) for subsidizing and accounting of transactions on them;

4) the service provider - person providing access to information system of subsidizing and its maintenance which is determined by Management by investments and development of entrepreneurship of the city of Astana or Deraptment of Agriculture of local executive body of areas, cities of republican value, areas and cities of regional value (further - Management) according to the legislation of the Republic of Kazakhstan;

5) the translated request - the electronic request for receipt of subsidies by elite and seed-growing economy (further - элитсемхоз), seed-growing economy (further - семхоз) or the implementor of seeds (further - the implementor) for acquired by agricultural producer (further - agricultural producer) or agricultural cooperative (further - agricultural cooperative) seeds of hybrids of the first generation of corn, sugar beet, colza, sunflower or cotton (further - seeds of hybrids of the first generation), seeds of cotton of the first and second reproduction (further - cotton seeds) and (or) elite saplings of fruit and berry cultures and grapes (further - elite saplings) at the reduced the price cost;

6) the request - the electronic request for receipt of subsidies elitsemkhozy, semkhozy, the implementor for the released elite seeds and (or) seeds of the first reproduction on regulation, agricultural producer or agricultural cooperative - for the seeds of hybrids of the first generation, seeds of cotton and (or) elite saplings acquired at full cost;

7) subsidized seeds - elite seeds or seeds of the first reproduction on regulation which were released elitsemkhozy, semkhozy or the implementor to agricultural producer (agricultural cooperative), seeds of hybrids of the first generation, seeds of cotton or elite saplings which were acquired at elitsemkhoz, semkhoz or the implementor by agricultural producer (agricultural cooperative);

8) the electronic register of requests for subsidizing (further - the register) - set of data on requests for subsidizing of agro-industrial complex, and also about borrowers, financial institutions, and other data reflected in information system of subsidizing;

9) information system of subsidizing - the organizational arranged set of information and communication technologies, service personnel and technical documentation intended for rendering services in accomplishment of processes of subsidizing giving opportunity of registration of the request (the translated request) for receipt of subsidies and also its processings by means of automatic verification of the request (the translated request) for compliance to subsidizing conditions;

10) the web portal of information system of subsidizing - the Internet resource placed on the Internet, providing access to information system of subsidizing;

11) the electronic map of the field - information on the field located on the parcel of land of agricultural purpose, including coordinates of rotary points, information on crop rotations in the last two years and the lands this from satellites of remote sensing;

12) the digital signature (further - the EDS) - set of electronic digital symbols created by means of the digital signature and confirming reliability of the electronic document, its accessory and invariance of content.

3. Regulations and marginal prices of subsidized seeds are developed in form, according to appendix 1 to these rules, and with appendix of calculations by crops for areas (the cities of republican and regional value) and the documents confirming the developed market prices of the corresponding types of subsidized seeds are provided for consideration in the Ministry of Agriculture of the Republic of Kazakhstan (further - the Ministry) till January 10 of the corresponding year, the cover letter signed by the akim of area (the city of republican value), in case of its absence - signed by person fulfilling its duties.
