1. The single automated system provides interaction of the operator of the single automated system (further - the operator), the Bank of Russia, insurers and insurers (beneficiaries), persons specified in the paragraph the second Item 8 of article 10 of the Law "About the Organization of Insurance Case in the Russian Federation".

2. Insurers transfer to the operator information according to the lists of types of information determined in appendix to this Instruction (further - Lists), concerning each insurance contract of means of the land transport (except for rail media) and the insurance contract of the civil responsibility of owners of vehicles (further - insurance contracts).

In case of the conclusion (change) of the insurance contract providing as insurance of means of the land transport (except for rail media), and civil responsibility insurance of the owner of the vehicle, is transferred to the single automated system information on one insurance contract.

3. Conditions and order of interaction of insurers and the operator are determined by the agreement on information exchange which conditions are determined by the operator and are subject to approval of the Bank of Russia. The specified agreement is the agreement of accession.

4. Conditions and order of interaction of insurers and the operator are posted on the official site of the operator on the Internet no later than June 1, 2015. Insurers provide connection to the single automated system no later than August 1, 2015.

5. The specified information is transferred by insurers to the single automated system within 30 calendar days after day of its obtaining.

6. Placement of information and data in the single automated system is performed in state language of the Russian Federation, except for data which allow to identify physical person and (or) the vehicle and in which Latin letters can be used.

7. The operator provides not adjusted accounting of all actions for placement, change, removal and viewing of information in the single automated system, fixing of the exact time of implementation of such actions and information on persons performing them.

8. In case of operation of the single automated system the operator provides:

acceptance of information provided by insurers in the single automated system;

storage of information provided by insurers in the single automated system;

compliance of information containing in the single automated system, information provided by insurers;

information processing, provided by insurers in the single automated system, taking into account requirements of the Federal Law "About Personal Data";

accounting of persons which obtained information from the single automated system;

technical and methodical support of insurers, the Bank of Russia and insurers (beneficiaries) concerning use of functionality of the single automated system;

information security under management of access and registration;

information security at stages of lifecycle of the single automated system;

information security by means of anti-virus protection;

information security in case of interaction of the single automated system with the Internet;

operation of means of cryptographic information security;

information security in case of appointment and cast in the single automated system;

regulation and documentation of activities for ensuring information security in the single automated system;

detection of incidents of information security in the single automated system and response to them;

monitoring and the analysis of ensuring information security in the single automated system;

timely enhancement of ensuring information security in the single automated system;

evaluating ensuring information security in the single automated system at least once in two years with representation of results of assessment in the Bank of Russia within 30 calendar days from the date of the end of its carrying out.

8(1). On the unique identifier specified in line of 59 Lists, the operator provides to persons specified in the paragraph the second Item 8 of article 10 of the Law "About the Organization of Insurance Case in the Russian Federation", access to data on the insurance contract in connection with the which execution the inquiry is sent (is requested information) specified in lines 1, of 2, of 3.1 - 3.4, 3.10, 24 - 26 Lists.

9. The procedure and conditions of provision to the insurer of information concerning the insurance contracts signed by it containing in the single automated system are determined by the operator in coordination with the Bank of Russia.

10. The procedure and conditions of interaction of the Bank of Russia and the operator are determined in the data exchange agreement. To the conclusion of the specified agreement the operator provides in the Bank of Russia information containing in the single automated system on bank inquiry of Russia in the time established in such request.

11. This Instruction becomes effective after 10 days after day of its official publication in "the Bulletin of the Bank of Russia".

12. The insurers who provided to the Bank of Russia after August 1, 2015 the rules of insurance relating to the types of insurance provided by subitems 6 and (or) 14 of Item 1 of article 32.9 of the Law "About the Organization of Insurance Case in the Russian Federation" shall provide information transfer in the single automated system according to this Instruction within 30 calendar days from the date of submission to the Bank of Russia of the specified rules of insurance.
