For the purpose of implementation of the Law of the Republic of Kazakhstan of July 4, 2003 "About road transport" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Rules of the organization and implementation of transportations of bulky and heavy loads in the territory of the Republic of Kazakhstan.

2. This resolution becomes effective from the date of signing and is subject to publication.

Rules of the organization and implementation of transportations of bulky and heavy loads in the territory of the Republic of Kazakhstan

1. General provisions

1. These rules of the organization and implementation of transportations of bulky and heavy loads in the territory of the Republic of Kazakhstan (further - Rules) are developed according to the laws of the Republic of Kazakhstan of July 4, 2003 "About road transport", of July 17, 2002 "About highways", with the Traffic regulations of the Republic of Kazakhstan, Basic provisions according to the admission of vehicles to operation and obligations of officials and participants of traffic, traffic safety approved by the order of the Government of the Republic of Kazakhstan of November 25, 1997 No. 1650, the order of the Government of the Republic of Kazakhstan of January 19, 2002 No. 62 "About approval of admissible parameters of the vehicles intended for movement on highways of the Republic of Kazakhstan" by both other normative and legal acts of the Republic of Kazakhstan.

2. Rules regulate procedure of transportation of goods which taking into account dimensions and the mass of the vehicle exceeds the admissible dimensional and weight parameters of vehicles set to the territories of the Republic of Kazakhstan for driving through highways public, and also streets of settlements.

3. The basic concepts and terms applied in Rules:

1) the cover car - the car allocated by carrier or the consignor for maintenance of the large-size and (or) heavyweight vehicle on all route;

2) the maintenance car - the patrol car of division of administrative police of law-enforcement bodies of the Republic of Kazakhstan (further - administrative police) with the corresponding identification marks accompanying the large-size and (or) heavyweight vehicle on highways for the purpose of traffic safety, provided on a grant basis;

3) monitoring bodies - territorial authorities of authorized body in the field of transport and communications, administrative police and customs authorities at automobile check points through the Frontier of the Republic of Kazakhstan matching with customs border of the Customs union (further - customs authorities);

4) the control coupon to special permission - the document confirming the fee paid amount for driving of domestic and foreign large-size and heavyweight vehicles through the territory of the Republic of Kazakhstan;

5) the large-size vehicle - the vehicle with load or without load, the having excess over the admissible dimensional parameters set to the territories of the Republic of Kazakhstan for driving through highways;

6) bulky and (or) heavy load - the load which in transit the vehicle excess over admissible dimensional parameters and (or) complete weight has or axial loadings of the vehicle with load exceeds the admissible weight parameters set to the territories of the Republic of Kazakhstan for driving through highways;

7) international delivery - transportation which route crosses Frontier of the Republic of Kazakhstan;

8) interregional transportation - transportation which route passes across two and more areas of the Republic of Kazakhstan;

9) short haul transportation - transportation which route passes in limits of one administrative and territorial unit of the Republic of Kazakhstan;

10)  No. 1390 is excluded according to the Order of the Government of the Republic of Kazakhstan of 24.12.2013

11) post of transport control - the stationary or portable check-point equipped with technical means of control, equipped with the capital building or special motor transport;

12) collection for driving of domestic and foreign large-size and (or) heavyweight vehicles through the territory of the Republic of Kazakhstan - cash compensation of damage caused to highways and road constructions owing to journey of the large-size and (or) heavyweight vehicle, levied according to the procedure, established by the Code of the Republic of Kazakhstan "About taxes and other obligatory payments in the budget" (Tax code) (further - collection for journey of vehicles);

13) approval of route of transportation of bulky and (or) heavy load - determination of conditions of journey of the large-size and (or) heavyweight vehicle along the established route the approving organizations;
