About organizational structure of the mechanism providing accomplishment of the actions plan on realization of the main directions of development of the mechanism of "single window" in system of regulation of foreign economic activity
According to Item 6.1 of the Section XII of the actions plan on realization of the Main directions of development of the mechanism of "single window" in system of the regulation of foreign economic activity approved by the Decision of the Supreme Eurasian economic council of May 8, 2015 №19, Board of the Eurasian economic commission decided:
2. Create the working group on accomplishment of the actions plan on realization of the Main directions of development of the mechanism of "single window" in system of regulation of foreign economic activity (further - working group).
3. Ceased to be valid according to the Decision of Board of the Eurasian economic commission of 13.02.2017 No. 20
4. Ask the governments of state members of the Eurasian Economic Union to present till October 15, 2015 to the Eurasian economic commission candidacies for inclusion in structure of the working group according to criteria of forming of structure of the working group according to appendix.
5. To the head of working group till October 28, 2015 to create structure of the working group and to provide it for approval of the Eurasian economic commission by Board.
6. This Decision becomes effective after 10 calendar days from the date of its official publication.

1. This Provision is developed in pursuance of Item 6.1 of the Section XII of the actions plan on realization of the Main directions of development of the mechanism of "single window" in system of the regulation of foreign economic activity approved by the Decision of the Supreme Eurasian economic council of May 8, 2015 № 19 (further - the actions plan), and Item 6.1 of the disaggregated plan for 2015 on accomplishment of the actions plan on realization of the Main directions of development of the mechanism of "single window" in system of the regulation of foreign economic activity approved by the Decision of Council of the Eurasian economic commission of February 4, 2015 №4.
2. Main objective of creation of the mechanism providing accomplishment of the actions plan (further - the controling mechanism), is ensuring coordination of actions of state bodies and organizations of the state members of the Eurasian Economic Union (further respectively - state members, the Union) regulating foreign economic activity, business - community and participants of foreign economic activity of state members for the purpose of development of national mechanisms of "single window".
3. The controling mechanism represents the single system consisting from supranational and the national segments providing accomplishment of the actions plan.
4. According to the Section XI of the actions plan the structure of supranational segment of the controling mechanism includes:
a) Council of the Eurasian economic commission (further - the Commission);
b) Board of the Commission;
c) the working group on implementation of the actions plan (further - working group);
d) expert groups.
5. Structures of national segments of the controling mechanism, and also power and function of elements of such structures are established by the legislation of state members.
6. The working group within the powers carries out the following tasks:
b) organization of accomplishment of the actions plan;
c) carrying out monitoring of accomplishment of the actions plan;
d) the organization of project development of the disaggregated plans for the next year for accomplishment of the actions plan (further - the annual disaggregated plans).
7. The working group in the activities is guided by the international treaties and acts constituting the right of the Union, this Provision (taking into account recommendations of bodies and specialized agencies of the United Nations about creation of the mechanism of "single window", and also state programs of state members on development of foreign economic activity).
8. The working group consists of coordination council of working group and thematic blocks of working group (further - thematic blocks).
9. The structure of the working group affirms the Commission.
Working group representatives of the Commission, state bodies and organizations of the state members regulating foreign economic activity and also business communities of state members are included.
10. Coordination council of working group are included:
a) head of working group;
b) on 1 representative from each state member at the level of the head or the deputy manager of state body of the executive authority of the state member responsible for development of the mechanism of "single window" in this state;
c) heads of thematic blocks.
d) head of organizational and analytical expert group.
11. Thematic blocks are included:
a) from state members:
officials of state bodies at the level of heads or deputy managers of structural divisions of these bodies or their authorized organizations which activities are directly connected with the sphere of functioning of the corresponding thematic block;
representatives of business community;
b) from the Commission - officials and the staff of departments of the Commission whose field of activity is connected with functioning of the corresponding thematic block.
12. The procedure for activities of working group is determined by regulations of working group.
The regulations of working group affirm the head of working group.
13. Meetings of working group can be held both in the internal mode, and in the video conference mode:
en banc;
as a part of coordination council;
as a part of separate thematic blocks.
Meetings of working group are held as required.
14. Meetings of working group are held, as a rule, in premises of the Commission.
Meetings can be held in any of state members according to the decision of working group made on the basis of offers of workgroup members. In this case the accepting authorized body of state member provides all necessary conditions for the organization and holding meetings of working group.
The expenses connected with participation in activities of working group of officials and the staff of the Commission, and also representatives of state bodies and the organizations of state members are born by the directing their Commissions and state bodies (organizations) respectively.
Specified persons bear the expenses connected with participation in activities of working group of representatives of scientific and educational institutions, public organizations, business community of state members and independent experts independently.
15. Head of working group:
a) directs activities of working group and will organize accomplishment of the tasks assigned to working group;
b) heads coordination council of working group;
c) approves the agenda of meeting of working group, except for the meetings held as a part of separate thematic blocks;
d) presides over meetings of working group, except for the meetings held as a part of separate thematic blocks;
e) signs protocols of meetings of working group, except for the meetings held as a part of separate thematic blocks;
e) determines date, time, the place and format of holding meeting of working group, except for the meetings held as a part of separate thematic blocks.
16. The head of working group has the right:
a) request information on the questions connected with accomplishment of the actions plan from public authorities of state members;
b) distribute work between workgroup members, and also between thematic blocks.
17. Coordination council of working group:
a) develops offers on determination of strategy of implementation of activities for accomplishment of the actions plan;
b) coordinates operation of thematic blocks;
c) considers results of operation of thematic blocks;
d) provides coordination of actions for accomplishment of the actions plan in state members;
e) exercises control of preparation of the annual disaggregated plan and if necessary prepares offers on modification of the actions plan;
e) considers the questions concerning feasibility of attraction of third parties by the Commission for performance of works and rendering services in development of the mechanism of "single window" within implementation of the actions plan.
18. The members of coordination council of working group who are representatives of state members will organize and coordinate activities for accomplishment of the actions plan in the states taking into account the agreements reached within work of working group.
19. The member of coordination council of working group who is the representative of state member represents the approved line item developed by the coordinating (consultative) body of the state.
20. The member of coordination council of working group who is the representative of state member has the right to attract in case of need to participation in meetings of coordination council of working group of one or several representatives of the state.
21. Thematic blocks perform activities according to the list of works according to appendix in the following directions:
customs (concerning electronic customs);
financial and tax (concerning payment and payments, electronic commerce);
regulating (concerning turnover of allowing documents);
transport (concerning transport and logistics);
information (concerning information technologies).
Offers on modification of the specified list of works are considered by working group and are accepted by Board of the Commission.
22. For the accomplishment of the actions plan and works specified in the list provided by appendix to this Provision expert groups can be created.
23. Expert groups on activities of thematic blocks representatives of departments of the Commission, authorized state bodies and organizations, and also business communities of state members are included.
In need of expert group representatives of the scientific organizations and other independent experts can be involved.
24. The head of the thematic block is the deputy manager of working group.
25. Head of the thematic block:
a) directs activities of the thematic block and will organize accomplishment of the tasks assigned to the thematic block;
b) represents offers on forming of the draft of the annual disaggregated plan for the corresponding direction;
c) represents results of operation of the thematic block for accounting year;
d) creates expert groups in coordination with the head of working group;
e) exercises control of work of expert groups on the corresponding direction;
e) signs protocols of the meetings of working group held as a part of the corresponding thematic block;
g) approves the agenda, date, time and the place of meeting, and also presides over the meetings of working group held as a part of the corresponding thematic block;
h) will organize interaction with the coordinating (consultative) bodies, state bodies and the organizations, and also with business communities of state members concerning accomplishment of the actions plan, carried to competence of the thematic block.
26. The head of the thematic block has the right:
a) initiate consideration of single questions on activities of the thematic block at meetings of the relevant consultative bodies and working groups created under Board of the Commission and also at meetings of the facilitative branches created according to article 5 of the Agreement on the Eurasian Economic Union of May 29, 2014 within competence of these bodies and groups;
b) determine functions and tasks of expert groups at their creation, and also criterion by forming of structure of expert groups.
27. Organizational and analytical expert group representatives of departments of the Commission are included.
The structure of such group affirms the head of working group.
28. Organizational technical supply of activities of organizational and analytical expert group is performed by department of the Commission which competence questions of the customs legislation and law-enforcement practice enter.
29. The head of organizational and analytical expert group is the official of department of the Commission whose competence questions of the customs legislation and law-enforcement practice enter.
The head of organizational and analytical expert group is the deputy manager of working group.
The head of organizational and analytical expert group directs activities of the specified expert group and will organize accomplishment of the tasks assigned to it.
The head of organizational and analytical expert group in coordination with the head of working group holds working meetings with heads of thematic blocks concerning accomplishment of the actions plan.
30. Organizational and analytical expert group:
a) carries out analytical work on accomplishment of the actions plan;
b) makes offers on distribution between thematic blocks of works on realization of the Main directions (development of national mechanisms of "single window", rapprochement of approaches to their development, mutual recognition of electronic documents, the organization of information exchange);
c) performs monitoring of realization of the Main directions and the actions plan;
d) performs preparation of drafts of the orders providing determination of the departments of the Commission responsible for execution of the actions provided by the annual disaggregated plans;
e) performs generalization, the code and preparation of materials by results of activities of expert groups for consideration by workgroup members;
e) will organize meetings of working group, except for the meetings held as a part of separate thematic blocks;
g) provides the solution of general organizational matters;
h) provides interaction of working group with the coordinating (consultative) bodies of state members;
i) performs the organization of preparation of the draft of the annual disaggregated plan and draft of the act of modification of the actions plan;
j) performs preparation of materials for meetings of Board and Council of the Commission, the Eurasian intergovernmental council, the Supreme Eurasian economic council within competence of working group.
31. Members of organizational and analytical expert group can participate in meetings of thematic blocks and expert groups.
32. The head of organizational and analytical expert group has the right to represent offers:
a) to the head of working group - on structure of organizatsionnoyoanalitichesky expert group;
b) to heads of thematic blocks - on consideration of the single questions connected with accomplishment of the actions plan.
32-1. The head of organizational and analytical expert group has the right to request from heads of thematic blocks information on work progress of the corresponding blocks for implementation of monitoring according to Item 30 of this provision.
33. Interaction supranational and national segments of the controling mechanism is performed based on the Agreement on the Eurasian Economic Union of May 29, 2014, the international treaties and acts constituting the right of the Union, regulating order of interaction of the Commission with state members and also according to this Provision.

1. Establishment of compliance between the state bodies, the organizations of state members providing the state services and services in the field of customs regulation.
2. Data collection:
a) about the business processes arising in case of interaction of participants of foreign economic activity and customs authorities of state members of the Eurasian Economic Union (further respectively - customs authorities, state members, the Union);
b) about documents and data;
c) about the international treaties and acts constituting the right of the Union, regulatory legal acts of state members in the field of customs regulation;
d) about state programs of state members on enhancement of customs regulation.
3. Carrying out analysis:
a) the business processes arising in case of interaction of participants of foreign economic activity and customs authorities;

c) the international treaties and acts constituting the right of the Union, regulatory legal acts of state members, regulating procedure for making of customs transactions and implementation of customs control;

e) the level of development of electronic declaring in the states - members.
4. Carrying out the analysis of problems of interdepartmental information exchange of the state monitoring bodies, organizations of the state members arising when making customs transactions and implementing customs control (including when conducting customs inspection after release of goods) and joint control at check points.
5. Carrying out consultations, round tables for the purpose of determination of the directions of enhancement of electronic declaring, approval of approaches to development of electronic declaring in state members.
6. Development of recommendations about optimization (taking into account relevant international standards):
a) integrated management of customs border of the Union;
b) interdepartmental information exchange of the state monitoring bodies, organizations of the states - members;
c) electronic declaring in state members, procedure for making of customs transactions and implementation of customs control (including conducting customs inspection after release of goods).
7. Development of technologies of automatic registration of the customs declaration and automatic release of goods.
8. Preparation of offers on introduction of amendments to the international agreements and acts constituting the right of the Union, and regulatory legal acts of state members.
1. Determination of the list of state bodies and organizations of state members which are involved in information exchange in spheres of the state fiscal, currency control, regulations of financial services (bank, insurance), and also when implementing bank and insurance types of activity.
2. Establishment of compliance between the state bodies, the organizations of state members providing similar state services and services in the spheres of state regulation specified in Item 1 of this Section.
3. Data collection for carrying out the analysis within the spheres of state regulation specified in Item 1 of this Section:
a) about business processes;
b) about documents and data;
c) about the international treaties and acts constituting the right of the Union, regulatory legal acts of the state members regulating business processes and turnover of documents and data when making financial transactions (carrying out payment according to the international agreements in foreign trade, payments of customs duties, taxes, charges and т.п);
d) about state programs of state members on enhancement of the state services and procedures in the spheres of state regulation specified in Item 1 of this Section.
4. Carrying out analysis:
a) the business processes arising in case of information exchange at the B2B, B2G/G2B, G2G and S2S levels;
b) documents and data (regarding redundancy and duplication of documents and data during the forming and turnover of invoices, contracts, reporting forms, etc.);
c) the international treaties and acts constituting the right of the Union, regulatory legal acts of the state members regulating provision of financial services (bank, insurance), carrying out currency exchange control, procedure for making of the international payments, and customs payments, taxes and fees;
d) state programs of state members on enhancement of the state services and procedures in the spheres of state regulation specified in Item 1 of this Section.
5. Carrying out consultations, round tables for the purpose of determination of the directions on rapprochement of requirements of regulatory legal acts of state members (unification, harmonization or regulation of requirements in case of accomplishment of business processes, including the scope of information of the electronic documents necessary for implementation of foreign economic activity in state members).
6. Development of recommendations about optimization (taking into account relevant international standards):
a) the list of data in business and reporting and control documents;
b) procedures of currency, fiscal, financial control;
c) customs payments, taxes and fees.
7. Preparation of offers on creation and development of electronic payment systems in the mechanism of "single window".
8. Preparation of offers on introduction of amendments to the international agreements and acts constituting the right of the Union, and regulatory legal acts of state members.
9. Monitoring and control of accomplishment of the actions plan within competence of the corresponding block of working group.

6. Use of technology of the confidential third party for the purpose of giving of the legal importance to the electronic documents and data used in national mechanisms of "single window".
7. Application of opportunities of the advanced information systems and services (hotel booking, air tickets, servicing assessment, navigation, mobile bank).
8. Carrying out the analysis of the international treaties and acts constituting the right of the Union, and regulatory legal acts of the states - members for the purpose of determination of need of introduction of changes in them for ensuring realization of interstate information exchange between national mechanisms of "single window".
9. Determination of technical architecture and development of technology solutions on realization of information exchange between national mechanisms of "single window".
10. Project development of the acts entering the right of the Union, providing updating of the list of general processes within the Union in the part concerning functioning of national mechanisms of "single window", regulation of the corresponding general processes and also development of general model of data.
11. Monitoring of processes of interstate information exchange for the purpose of ensuring functioning of national mechanisms of "single window".

"B2B" - information exchange of interested persons among themselves;
"B2G/G2B" - information exchange between
interested persons, state bodies and (or) authorized organizations of state members;
"G2G" - interdepartmental information exchange;
