1. Approve the enclosed Instruction for application by judicial authorities of Rules of documentation and registration of the population of the Republic of Kazakhstan.
2. To chiefs of Departments of justice of areas, cities of Astana and Almaty:
1) to organize studying of the Instruction by the employees who are carrying out work on documentation and registration of citizens of the Republic of Kazakhstan, to provide strict observance of its requirements;
2) to provide territorial subdivisions of judicial authorities with necessary forms and magazines of the established sample.
3. To impose control of execution of this order on the Chairman of Committee of registration service of the Ministry of Justice of the Republic of Kazakhstan Taymerdenov M. T.
4. This order becomes effective from the date of its official publication.

The instruction for application by judicial authorities of Rules of documentation and registration of the population of the Republic of Kazakhstan (further - the Instruction) is developed according to the Constitution of the Republic of Kazakhstan, the Laws of the Republic of Kazakhstan "About nationality of the Republic of Kazakhstan", "About population shift", "About national registers of identification numbers", the order of the Government of the Republic of Kazakhstan of July 12, 2000 No. 1063 "About approval of Rules of documentation and registration of the population of the Republic of Kazakhstan" (further - Rules), other regulatory legal acts of the Republic of Kazakhstan and regulates questions of documentation and registration of citizens of the Republic of Kazakhstan.
1. To citizens of the Republic of Kazakhstan judicial authorities issue the following identity documents:
passport of the citizen of the Republic of Kazakhstan;
identity certificate of the citizen of the Republic of Kazakhstan.
Identity documents, are filled in at the request of the owner on state or Russian, and the passport of the citizen of the Republic of Kazakhstan, besides, in English.
2. The passport of the citizen of the Republic of Kazakhstan is issued to citizens, at will, irrespective of age, effective period for ten years. 3. The identity certificate of the citizen of the Republic of Kazakhstan is issued to citizens from 16-year age and is valid for the republic territories. All citizens of the Republic of Kazakhstan who are constantly living in its territory shall have the identity certificate.

from 16 to 25 years;
from 25 to 45 years;
since 45 years for life.

6. For production of the passport and the identity certificate of the citizen of the Republic of Kazakhstan application of form-1 is issued (appendix 4).
