1. Approve the standard of the state service "Approval of Designing and Construction of the Duplicative (Shunting) Power Lines and Substations" according to appendix to this order.
2. To provide to department of power industry of the Department of Energy of the Republic of Kazakhstan in the procedure for the Republic of Kazakhstan established by the legislation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) the direction on official publication of the copy of this order within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan in periodic printing editions and in information system of law of Ad_let;
3) placement of this order on official Internet resource of the Department of Energy of the Republic of Kazakhstan and on the intranet portal of state bodies;
4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2) and 3) of this Item.
3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. The state service "Approval of Designing and Construction of the Duplicative (Shunting) Power Lines and Substations" (further - the state service).
2. The standard of the state service is developed by the Department of Energy of the Republic of Kazakhstan (further - the Ministry).
3. The state service appears the Ministry (further - the service provider).
Reception of an application and issue of result of rendering the state service are performed through:
1) office of the service provider;
2) the web portal of "the electronic government" www.egov.kz, and also the www.e-lisence.kz web portal (further - the portal).
4. Term of rendering the state service:
1) from the moment of delivery of document package to the service provider, and also in case of the address on the portal - 8 (eight) working days.
In the representation cases uslugopoluchatel of incomplete document package provided in Item 9 of this standard, and (or) documents with the expired effective period the service provider refuses reception of an application;
2) the most allowed time of expectation for delivery of document package - 15 (fifteen) minutes;
3) the most allowed time of servicing - 15 (fifteen) minutes.
5. Form of rendering the state service - electronic (partially automated) and (or) paper.
6. Result of rendering the state service - the letter approval of designing and construction of the duplicative (shunting) power lines and substations.
Form of provision of result of rendering the state service: electronic.
In case of the request of uslogopoluchatel for result of rendering the state service on paper, the result of rendering the state service is drawn up electronically, unpacked and certified by seal and the authorized signature of the service provider.
On the portal the result of rendering the state service goes to "personal account" of the uslugopoluchatel in electronic form signed by the digital signature (further - the EDS) the authorized person of the service provider.
7. The state service is rendered to free of charge legal entities (further - uslugopoluchatel).
8. Working schedule:
1) the service provider - Monday through Friday from 9-00 till 18-30 o'clock, with lunch break from 13-00 till 14-30 o'clock, except days off and holidays, according to the labor law of the Republic of Kazakhstan.
Reception of an application and issue of result of rendering the state service is performed from 9:00 to 17:30 o'clock with lunch break from 13:00 to 14:30 o'clock.
The state service is rendered in turn, without making an appointment and the accelerated servicing;
2) the portal - round the clock, except for the technical breaks connected with carrying out repair work (in case of the address of uslugopoluchatel after the termination of working hours, in days off and holidays according to the labor law of the Republic of Kazakhstan, reception of an application and issue of result of rendering the state service is performed the next working afternoon).
9. List of the documents necessary for rendering the state service in case of the address of uslugopoluchatel (or his representative by proxy):
1) to the service provider:
The statement in form according to appendix to this standard;
the copy of the positive conclusion of local executive body about technical feasibility of construction of the duplicative (shunting) power lines and substations for objects of 110 kV and below, 220 kV and above;
letters of the organizations which corresponding are power supplying, power transferring on impossibility of electric power supply to the consumer on the existing power networks.
2) on the portal:
request in electronic form, the uslugopoluchatel certified by the EDS;
the electronic copy of the positive conclusion of local executive body about technical feasibility of construction of the duplicative (shunting) power lines and substations for objects of 110 kV and below, 220 kV and above;
the electronic copy of the letter of the organizations which corresponding are power supplying, power transferring about impossibility of electric power supply to the consumer on the existing power networks.
Data on identity documents, state registration (re-registration) of the legal entity, the service provider receives from the corresponding state information systems through lock of "the electronic government".
Documents are provided in the form of electronic copies of the documents certified by the EDS of uslugopoluchatel.
When giving by uslugopoluchatel of all necessary documents:
to the service provider (purposely or by means of mail service) - confirmation of adoption of the statement on paper is the mark in its copy about registration in office of the service provider with indication of date and time of acceptance of document package;
through the portal in "personal account" of uslugopoluchatel the status about acceptance of request is displayed.
9-1. The service provider refuses rendering the state services in the following bases:
1) establishment of unauthenticity of the documents submitted by uslugopoluchatel for receipt of the state service, and (or) these (data) containing in them;
2) concerning uslugopoluchatel there is decision (sentence) of court on prohibition of activities or the separate types of activity requiring receipt of certain state service which took legal effect.
10. Appeal of decisions, actions (bezdeystviye) of the service provider and (or) his officials concerning rendering the state services:
the claim is submitted addressed to the head of the service provider to the address: 010000, the city of Astana, Prospekt Kabangbai of the batyr, 19, office No. And 305, phone - 8 (7172) 97-69-31, 97-69-71.
The claim is submitted in writing by mail or purposely through office of the service provider, in the working days.
Confirmation of adoption of the claim is its registration (stamp, the entering number and date) in office of the service provider, with indication of surname and initials of person which accepted the claim, term and the place of receipt of the answer to the made complaint.
In case of the address through the portal information on procedure for appeal can be obtained by phone single contact center 1414.
When sending the claim through the portal information on the address which is updated during processing of the address by the service provider is available to uslugopoluchatel from "personal account" (mark about delivery, registration, execution, the answer about consideration or refusal in consideration of the claim).
The claim of uslugopoluchatel which arrived to the service provider or the Ministries, is subject to consideration within five working days from the date of its registration.
In case of disagreement with results of the rendered state service the uslugopoluchatel can address with the claim to authorized body by assessment and control of quality of rendering the state services.
The claim of uslugopoluchatel which arrived to authorized body by assessment and control of quality of rendering the state services is subject to consideration within fifteen working days from the date of its registration.
11. In case of disagreement with results of the rendered state service the uslugopoluchatel takes a legal action in the procedure established by the legislation of the Republic of Kazakhstan.
12. Addresses of places of rendering the state service are placed on Internet resource of the service provider: www.kence@energo.gov.kz, Section "State Services".
13. Uslugopoluchatel has opportunity to receive the state service electronically through the portal on condition of EDS availability.
14. Uslugopoluchatel has opportunity to obtain information on procedure and the status of rendering the state service in the mode of remote access by means of "personal account" through the portal, and also single contact center concerning rendering the state services.
