According to the subitem 2) of article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" I ORDER:

1. Approve:

1) regulations of the state service "Certification of Faces of Command Structure of Courts" according to appendix 1 to this order;

2) regulations of the gosudartvenny service "Certification of Faces of Command Structure of Courts" according to appendix 2 to this order;

3) regulations of the state service "Issue of the Certificate on the Minimum Structure of Crew of the Vessel", according to appendix 3 to this order;

4)  No. 790 is excluded according to the Order of the Minister of the industry and infrastructure development of the Republic of Kazakhstan of 22.10.2019;

7) regulations of the state service "State Registration of Courts of Internal Water Swimming, Courts of Swimming "River Sea" and the Rights to Them in the State Ship Register" according to appendix 7 to this order;

8) regulations of the state service "State Registration of Leased Courts of Internal Water Swimming and Courts of Swimming "River Sea" in the Register of Leased Foreign Vessels" according to appendix 8 to this order;

9) regulations of the state service "State Registration of Small Size Vessels and Rights to Them" according to appendix 9 to this order.

2. Declare invalid the order of the Minister of Transport and Communications of the Republic of Kazakhstan of April 9, 2014 No. 239 "About approval of regulations of the state services in the field of inland water and rail transport", except for subitems 11), 12) of Item 1 (registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan for No. 9374, published in information system of law of Ad_let on May 22, 2014, in the Kazakhstanskaya Pravda newspaper on March 5, 2015 No. 43 (27919).

3. To committee of transport of the Ministry for Investments and Development of the Republic of Kazakhstan (Asavbayev A. A.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 3 of this order.

4. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

5. This order becomes effective after twenty one calendar days after day of its first official publication.

Regulations of the state service "Certification of Faces of Command Structure of Courts"

Chapter 1. General provisions

1. The state service "Certification of Faces of Command Structure of Courts" (further - the state service) appears territorial authorities of Committee of transport of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan (further - the service provider).

Reception of an application and issue of result of rendering the state service is performed by means of the web portal of "the electronic government" www.egov.kz, http://www.elicense.kz/ (further - the portal).

2. Form of rendering the state service: electronic (partially automated).

Result of rendering the state service - the certificate of passing of certification for faces of command structure of courts (further - the reference), the duplicate of the certificate of passing of certification for faces of command structure of courts (further - the duplicate of the reference) or the motivated answer about refusal in rendering the state service (further - refusal) in cases and on the bases, specified in Item 10 of the standard of the state service "Certification of Faces of Command Structure of Courts" approved by the order of the Minister of investments and development of the Republic of Kazakhstan of April 30, 2015 No. 556 (it is registered in the Register of state registration of regulatory legal acts for No. 11369) (further - the standard).

5. Contents of each procedure (action) which is part of process of rendering the state service, duration of its accomplishment:

1) registration of office of the service provider of the electronic request by the worker with assignment of registration number and date within 2 hours and transfer for consideration to the head of the service provider or his deputy;

2) determination by management of the service provider of structural division within 2 hours;

3) determination by the head of the structural unit of the executive in charge of structural division of the service provider (further - the executive in charge) within 2 hours;

4) consideration by the executive in charge of the electronic request for compliance to the established requirements within 2 hours;

The executive in charge provides 5) in case of lack of the bases for refusal:

execution of the notification on terms of holding examination in certification (further - the notification) within 1 working day;

issue of the reference within 20 working days;

issue of the duplicate of the reference within 1 working day.

6. Result of the procedure (action) for rendering the state service which forms the basis for accomplishment of the following procedure (action):

1) registration of the electronic request of uslugopoluchatel by means of the portal;

2) consideration of the electronic request by the executive in charge of the service provider;

3) signing by the head of the service provider, or his deputy the digital signature (further - the EDS), the reference or the duplicate of the reference or refusal;
