About approval of the Method of forming of gross regional product production method in the current and comparable prices

Based on the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445 "About some questions of bodies of the state statistics" the National Statistical Committee of the Republic of Belarus DECIDES:

1. Approve the enclosed Method of forming of gross regional product by production method in the current and comparable prices and enact it since forming of gross regional product production method in the current and comparable prices for the I quarter 2016.

2. Recognize to invalid:

the resolution of National Statistical Committee of the Republic of Belarus of December 27, 2010 No. 277 "About approval of the Method of forming of gross regional product production method in the current and stable prices";

the resolution of National Statistical Committee of the Republic of Belarus of February 14, 2011 No. 24 "About entering of amendment and changes into the Method of forming of gross regional product production method in the current and stable prices";

the resolution of National Statistical Committee of the Republic of Belarus of May 13, 2011 No. 77 "About entering of amendments and changes into the Method of forming of gross regional product production method in the current and stable prices".

3. This resolution becomes effective since June 1, 2016.

Method of forming of gross regional product production method in the current and comparable prices

Chapter 1. General provisions

1. This Technique establishes procedure for forming of gross regional product (further - VRP) production method in the current and comparable prices National Statistical Committee of the Republic of Belarus and territorial authorities of the state statistics.

2. In this Technique the following terms and their determinations are used:

the basic period (year) - the quarter (year) accepted for base of comparison;

gross value added - the difference between release and intermediate consumption estimated by types of economic activity;

type of economic activity - process when material resources, the equipment, work, technology are combined in such a way that it leads to receipt of homogeneous set of products (goods or services);

VRP in basis prices - the amount of gross values added by types of economic activity of the certain region;

VRP in market prices - VRP in basis prices increased by the size of net taxes on products (taxes on products less subsidies for products);

release of goods and services (further - release) - the total cost of the goods and services which are result of economic activity of residents in the accounting period;

production borders - activities of residents for production of goods and rendering services;

other production duties - the taxes connected with use of production factors (the earth, assets, labor power), and also the state fee for issue of special permission (license) for implementation of separate types of economic activity or other obligatory payments which payment is necessary for implementation of economic activity of resident;

commodity import and services - import to the Republic of Belarus of goods and services from abroad for their realization in the domestic market;

index deflator - the relative statistics characterizing the change in price in the accounting period in comparison with the basic period (year);

index of physical amount - the relative statistics of dynamics expressed as a percentage, characterizing change of cost statistics in time provided that the prices in the accounting period did not change in comparison with the basic period (year);

institutional units - legal and (or) physical persons which own goods and assets assume liabilities, participate in economic activity and transactions with other legal and (or) physical persons from own name;

coefficient of change of specific weight of intermediate consumption in release - the relation of specific weight of intermediate consumption in release for the accounting period in the comparable prices to specific weight of intermediate consumption in release for the corresponding period of previous year in current prices;

taxes on products - the taxes levied in proportion to quantity or cost of the made and sold goods and the rendered services or imported goods and services by residents;

non-market release - the cost of manufactured goods and the rendered services most of which part is not intended for realization at market prices;

basis price - the price received by the producer for commodity unit or services excepting any taxes on products and including subsidies for products (except subsidies for import);

intermediate consumption - the cost of goods and services which are consumed in the accounting period in production process;

residents - the institutional units performing or intending to perform the activities in the economic territory of the Republic of Belarus during the long term (at least a year);

market release - the cost of manufactured goods and the rendered services, implementable or held for sale at economically significant prices;

the comparable prices - the prices of the corresponding period of previous year;

subsidies for products - the subsidies provided for unit of manufactured goods or the rendered service, that is in proportion to quantity or cost made and the sold goods and the rendered services or imported goods and services by residents;

farms of the population - personal subsidiary farms of the citizens who are constantly living in the rural zone; subsidiary farms of the citizens who are engaged in production of agricultural industry with use of the parcels of land provided for construction and (or) servicing one-apartment, the blocked apartment houses, collective gardening, country construction;

current prices - the prices of the accounting period;

the services of financial intermediation measured indirectly (further - UFPIK), - the services rendered by banks in accumulation of temporarily free money of one institutional units and their provision in use to other institutional units;

the price of the buyer - the price paid by the buyer for delivery of commodity unit or service, including any trade transportation expenses and taxes on products (except the value added tax) less subsidies for products;

the price of the producer - the price received by the producer for commodity unit or services including taxes on products (except not deductible value added tax and the import taxes) and excepting subsidies for products.

3. VRP is regional analog of statistics of the gross domestic product across the Republic of Belarus (further - GDP) calculated by production method.

Methodological calculation principles of VRP and its components are similar to the principles of determination of these indicators at the level of economy in general.

VRP amount on all regions differs from GDP on part, unallotted on regions (further - unallotted part):

the non-market services rendered by the state organizations to society in general (service of defense, public administration);

other non-market services financed by means of the republican budget, information on which is absent at the regional level;

the taxes on products paid by payers to the republican budget and subsidies for the products provided from the republican budget.

4. According to accepted in System of national accounts (further - the satellite navigation system) production borders release includes:

the cost of manufactured goods irrespective of their use (as goods delivered other institutional units which are not their producers and the goods made for own final consumption or accumulating);

the cost of the services rendered to other institutional units (for example, non-market services of the sector of the state organizations and the sector of the non-profit organizations servicing households);

the cost of rendering housing services for own final consumption by citizens owners of premises.

5. Assessment of VRP and its components in the comparable prices is necessary for calculation of indexes of physical amount in comparison with previous year which are indicators of the level of development of regional economy.

6. As the comparable prices the prices of previous year are used.

7. Revaluation in the comparable prices is made with use of two methods:

statistics deflyatirovaniye for the accounting period in current prices the corresponding price indexes;

extrapolation (extrapolation) of statistics for the basic period (year) in current prices the indexes of physical amount or natural indicators reflecting dynamics of development of the corresponding type of economic activity.

8. VRP production method in current prices is calculated as the amount of values added by types of economic activity and net taxes on products.

9. The main method of calculation of gross value added in the comparable prices is the double deflyatirovaniye in case of which the size of gross value added in the comparable prices is determined as difference between the cost of release and cost of intermediate consumption calculated in the comparable prices.

10. Calculation of VRP in the comparable prices is perfromed by method of double deflyatirovaniye on the following stages:

calculation of release for types of economic activity in the comparable prices;

calculation of intermediate consumption for types of economic activity in the comparable prices;

calculation of gross value added for types of economic activity in the comparable prices;

calculation of VRP in the comparable prices as the amounts of gross values added by types of economic activity.
