1. Approve:
1) job specification form on release of material values or realization of the utilized goods from the state material reserve according to appendix 1 to this order;
2) Rules of issue of job specifications on release of material values or realization of the utilized goods from the state material reserve according to appendix 2 to this order.
2. To provide to committee on the state material reserves of the Ministry of national economy of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan its direction on official publication in periodic printing editions and information system of law of Ad_let;
3) placement of this order on Internet resource of the Ministry of national economy of the Republic of Kazakhstan.
3. Declare invalid the order of the Minister of Emergency Situations of the Republic of Kazakhstan of December 26, 2011 No. 531 "About approval of Rules of issue of job specifications on release of material values from the state material reserve" (registered in the Register of state registration of regulatory legal acts for No. 7390, published in the Bulletin of regulatory legal acts of the central executive and other state bodies of the Republic of Kazakhstan, 2012, No. 3, of the Art. 445).

1. These rules of issue of job specifications on release of material values or realization of the utilized goods from the state material reserve (further - Rules) are developed according to Rules of operating by the material values of the state material reserve approved by the order of the Government of the Republic of Kazakhstan of July 31, 2014 No. 860 (further - Rules of operating), the Rules of write-off, destruction, utilization of material values of the state reserve and realization of the utilized goods approved by the order of the Government of the Republic of Kazakhstan of July 31, 2014 No. 859 (further - Rules of write-off) and Rules of release of material values from the state material reserve according to the procedure of refreshening and razbronirovaniye, approved by the order of the Government of the Republic of Kazakhstan of October 17, 2014 No. 1108 also determine procedure for issue of job specifications on release of material values or realization of the utilized goods from the state material reserve.
2. Issue of job specifications is performed by Committee on the state material reserves of the Ministry of Emergency Situations of the Republic of Kazakhstan (further - Committee) in case of release of material values from the state material reserve in connection with their refreshening (including for conducting examination of material values on high-quality condition and compliance to requirements of technical regulations and regulating documents on standardization, for transfer on balance to other state bodies), according to the procedure of borrowing, razbronirovaniye and in case of realization of the utilized goods.
3. Issue of the job specification in case of release of material values in connection with their refreshening is performed based on the protocol on results of the biddings, the purchase and sale agreement with the winner of auction for release of material values from the state material reserve, confirmation of complete payment of the cost of alienable material values provided by terms of the contract.
Issue of the job specification in case of release of material values for transfer on a grant basis on balance of other state bodies of the material values of the state material reserve which are subject to refreshening, and razbronirovanny material values in case of change of the nomenclature is performed according to the decision of authorized body on management of state-owned property in coordination with state bodies - receivers and authorized body in the field of the state material reserve.
Issue of the job specification in case of release of material values according to the procedure of refreshening for accomplishment of the state defense order is performed based on the usage agreement of material values of the state material reserve for accomplishment of the state defense order.
4. Issue of the job specification in case of release of material values according to the procedure of borrowing is performed based on the decision of authorized body in the field of the state material reserve made according to subitem 17-1) of article 12-1 of the Law of the Republic of Kazakhstan "On civil protection" (further - the Law "About Civil Protection") and the agreement (contract) with the receiver on borrowing of material values of the state material reserve.
5. Issue of the job specification in case of release of material values according to the procedure of razbronirovaniye is performed in cases:
1) taking measures to the prevention and liquidation of emergency situations of natural, technogenic and social nature and their effects;
2) humanitarian assistance;
3) assistance to refugees;
4) rendering the regulating impact on the market;
5) in case of change of the nomenclature of the state material reserve;
6) utilizations or destructions.
6. Issue of the job specification in case of release of material values according to the procedure of razbronirovaniye for taking measures to the prevention and liquidation of emergency situations of natural and technogenic nature and their effects is performed based on the decision of authorized body in the field of civil protection made according to the subitem 45) of Item 1 of article 12 of the Law "About Civil Protection".
Issue of the job specification in case of release of material values according to the procedure of razbronirovaniye for taking measures to the prevention and liquidation of emergency situation of social nature and its effects is performed based on the decision of state body according to the prevention and liquidation of emergency situation of the social nature accepted according to Item 5-1 of article 3-1 of the Law of the Republic of Kazakhstan "About emergency state".
Issue of the job specification in case of release of material values according to the procedure of razbronirovaniye for humanitarian assistance, assistance to refugees is performed based on the decision of the Government of the Republic of Kazakhstan made according to the subitem 42) of article 11 of the Law "About Civil Protection".

7. Issue of the job specification in case of realization of the utilized goods by holding the auction is performed based on the protocol on results of the biddings, the purchase and sale agreement with the winner of auction, confirmation of complete payment of the cost of the alienable utilized goods provided by terms of the contract.
Issue of the job specification in case of realization of the utilized goods by transfer on balance to other state bodies is performed according to the decision of authorized body on management of state-owned property.
8. Issue of material values is performed based on the job specification according to Item 39 of Rules of operating.
The realization of the utilized goods is enabled based on the job specification according to Item 72 of Rules of write-off.
9. Branch of storage is the isolated structural division of the subordinated organization of Committee performing storage of material values of the state material reserve.
10. Item of storage of material values of the state reserve and the organizations which establishes mobilization orders (further - storage Items) the legal entities performing storage of material values of the state reserve and rendering the services connected with storage on contractual basis are.
11. In case of release of material values in connection with refreshening and according to the procedure of razbronirovaniye in case of change of the nomenclature of the state material reserve based on the protocol on results of the biddings the job specification goes by mail or electronically to branch storage storage/Item no more than 3 (three) working days after introduction to the web portal of the register of state-owned property of information on complete payment of the cost of alienable material values provided by terms of the contract or after the conclusion of the purchase and sale agreement in time if the guarantee fee is equal or exceeds selling price under the agreement.
In case of release of material values or realization of the utilized goods for conducting examination the job specification is issued no more than 3 (three) working days after receipt of payment for the issued amount in time.
In case of release of material values for transfer on a grant basis on balance and razbronirovanny material values in case of change of the nomenclature the job specification is issued to other state bodies of the material values of the state material reserve which are subject to refreshening no more than 3 (three) working days after decision making by authorized body on management of state-owned property after approval of state bodies in time - receivers and authorized body in the field of the state material reserve.

12. In case of release of material values according to the procedure of borrowing the job specification is issued no more than 3 (three) working days after decision making by authorized body in the field of the state material reserve in time.
13. In case of release of material values according to the procedure of razbronirovaniye for humanitarian assistance, assistance to refugees the job specification is issued no more than 1 (one) working days after receipt of the decision of the Government of the Republic of Kazakhstan by Committee on their release in time.
In case of release of material values according to the procedure of razbronirovaniye for rendering the regulating impact on the market the job specification is issued no more than 3 (three) working days after receipt in Committee of the document confirming complete payment of the cost of alienable material values provided by terms of the contract in time.
In case of release of material values according to the procedure of razbronirovaniye for taking measures to the prevention and liquidation of emergency situations of natural and technogenic nature and their effects the job specification is issued no more than 1 (one) working days after receipt of the decision of authorized body by Committee in the field of civil protection on their release in time.
In case of release of material values according to the procedure of razbronirovaniye for taking measures to the prevention and liquidation of emergency situation of social nature and its effects the job specification is issued no more than 1 (one) working days after receipt of the decision of state body by Committee on the prevention and liquidation of emergency situation of social nature on their release in time.
In case of release of material values according to the procedure of razbronirovaniye for utilization the job specification is issued no more than 3 (three) working days after the conclusion of the contract with the service provider of utilization in time.
In case of release of material values according to the procedure of razbronirovaniye for destruction the job specification is issued no more than 3 (three) working days after decision making by authorized body in the field of the state material reserve in time.
14. In case of realization of the utilized goods by holding the auction the job specification is issued no more than 3 (three) working days after receipt in Committee of the document confirming complete payment of the cost of the alienable utilized goods provided by terms of the contract in time.
In case of realization of the utilized goods by transfer on balance to other state bodies the job specification is issued no more than 3 (three) working days after decision making by authorized body on management of state-owned property about transfer of the utilized goods on balance to other state bodies in time.
14-1. Slips and (or) arithmetic errors in the job specification are corrected by the job specification about introduction change and is written out in job specification form on release of material values or realization of the utilized goods from the state material reserve according to appendix 1 to this order and in number of copies, stipulated in Item 18 and 19 these rules.
15. In case of release of material values or realization of the utilized goods from branches of storage the job specification is signed with own hand or by means of the digital signature by the first head of Committee or its deputy, the head and the responsible for issue of the job specification of structural division of the Committee performing accounting of the state material reserve, the chief accountant of Committee, the first head of the subordinated organization of Committee, his deputy, the chief accountant of the subordinated organization of Committee and the head of the structural unit of the subordinated organization of the Committee performing accounting of the state material reserve, and in their absence, persons replacing them.
In case of release of material values or realization of the utilized goods from storage Items the job specification is signed with own hand or by means of the digital signature by the first head of Committee or its deputy, the head and the responsible for issue of the job specification of structural division of the Committee performing accounting of the state material reserve, the chief accountant of Committee, and in their absence, persons replacing them.
16. In case of release of material values or realization of the utilized goods from the state material reserve the job specification on release of material values or realization of the utilized goods from the state material reserve is written out by the structural division of Committee performing accounting of the state material reserve.
17. The issued job specifications on release of material values or realization of the utilized goods are registered the structural division of Committee performing accounting of the state material reserve in the magazine of issue of job specifications on release of material values or realization of the utilized goods from the state material reserve which is drawn up in form according to appendix 1 to these rules (further - the magazine of issue of job specifications).
