1. Approve the enclosed standard of the state service "Subsidizing of Cost of Services in Water Supply to Agricultural Producers".

2. To provide to department of water and biological resources of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let, and also in the Republican center of legal information for entering into reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan and the intranet portal of state bodies.

3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective since January 1, 2016 and is subject to official publication.

Standard of the state service "Subsidizing of Cost of Services in Water Supply to Agricultural Producers"

Chapter 1. General provisions

1. The state service "Subsidizing of Cost of Services in Water Supply to Agricultural Producers" (further - the state service).

2. The standard of the state service is developed by the Ministry of Agriculture of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears local executive bodies of areas, cities of Astana, Almaty and Shymkent (further - the service provider).

Order taking and issue of results of rendering the state service are performed through the web portal of "the electronic government" www.egov.kz (further - the portal).

Chapter 2. Procedure for rendering the state service

4. Term of rendering the state service: within 3 (three) working days.

5. Form of rendering the state service: electronic (completely automated).

6. Result of rendering the state service - the notification on results of consideration of the request for receipt of subsidies or refusal in provision of the state service in form according to appendix 1 to this standard of the state service in cases and on the bases, stipulated in Item 10 these standards of the state service.

7. The state service is rendered free of charge to physical persons and legal entities (further - uslugopoluchatel).

8. 10. Service providers refuse rendering the state service in the following bases:

1) establishment of unauthenticity of the documents submitted by uslugopoluchatel for receipt of the state service, and (or) these (data) containing in them;

2) discrepancy of uslugopoluchatel and (or) provided supplied and the information necessary for rendering the state service to requirements the established Rules of subsidizing of cost of services in water supply to agricultural producers approved by the order of the Minister of Agriculture of the Republic of Kazakhstan of June 30, 2015 No. 6-3/597 (it is registered in the Register of state registration of regulatory legal acts No. 12714).

Chapter 3. Procedure for appeal of decisions, actions (bezdeystviye) of the service provider and (or) his officials, concerning rendering the state services

11. Appeal of decisions, actions (bezdeystviye) of the service provider and (or) his officials, concerning rendering the state services: the claim is submitted addressed to the head of the corresponding service provider.

The claim is submitted in writing by mail or purposely through office of the service provider in the working days to the addresses specified in Item 13 of this standard of the state service.

In the claim:

1) physical person its surname, name, middle name (are entered in case of its availability), the postal address, contact telephone number;

2) legal entity its name, postal address, contact telephone number, reference number and date.

Confirmation of adoption of the claim is its registration (stamp, the entering number and date) with indication of surname and initials of person which accepted the claim, term and the place of receipt of the answer to the made complaint. The claim shall be signed by uslugopoluchatel.

In case of disagreement with results of rendering the state service the uslugopoluchatel can address with the claim to authorized body by assessment and control of quality of rendering the state services.

The claim of uslugopoluchatel which arrived to authorized body by assessment and control of quality of rendering the state services is subject to consideration within fifteen working days from the date of its registration.

12. In disagreement cases with results of rendering the state service the uslugopoluchatel takes a legal action according to the subitem 6) of Item 1 of article 4 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services".

Chapter 4. Other requirements taking into account features of rendering the state service including rendered to electronic form

13. Addresses of places of rendering the state service are placed:

1) on Internet resource of the corresponding service provider;

2) on Internet resource of the Ministry - www.mоа.gov.kz the Section "State Services", the subsection "Addresses of Places of Rendering the State Service".

14. Uslugopoluchatel has possibility of receipt of information on procedure and the status of rendering the state service in the mode of remote access by means of Single contact center concerning rendering the state services.

15. Contact telephone numbers of service desks concerning rendering the state service are specified on the www.mоа.gov.kz Internet resource. Single contact center concerning rendering the state services: 1414, 8-800-080-7777.
