1. Approve:
1) the Standard of the state service "Transfer and Recovery of Students in Higher Educational Institutions" according to appendix 1 to this order;
2) the Standard of the state services "Issue of the Certificate on Delivery of Complex Testing" according to appendix 2 to this order.
2. (Omirbayev S. M.) in the procedure established by the legislation to provide to department of the higher, postgraduate education and international cooperation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;
3) placement of this order on Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan.
3. To impose control of execution of this order on the supervising vice-Minister of Education and Science of the Republic of Kazakhstan Balykbayev T. O.
4. This order becomes effective after ten calendar days after day of its first official publication.

2. The standard of the state service is developed by the Ministry of Education and Science of the Republic of Kazakhstan (further - the Ministry).
3. The state service appears higher educational institutions (further - the service provider).
Reception of an application and issue of result of rendering the state service is performed by higher educational institutions (further - HIGHER EDUCATION INSTITUTION).
4. Term of rendering the state service:
1) from the moment of delivery of document package to the service provider - 1 working day;
2) the most allowed time of expectation for delivery of document package - 15 minutes;
3) the most allowed time of servicing - 15 minutes.
5. Form of rendering the state service: paper.
6. Result of rendering the state service - the order of the rector of higher education institution on transfer or recovery.
Form of provision of result of rendering the state service: paper.
7. The state service is rendered to free of charge physical persons (further - uslugopoluchatel).

2) the copy of transcript in form of the Minister of Education and Science of the Republic of Kazakhstan approved by the order of April 20, 2011 No. 152 "About approval of Rules of the organization of educational process for credit technology of training" (it is registered in the Register of state registration of regulatory legal acts at No. 6976);
3) the copy of the certificate of the owner of the educational grant in the form approved by the order the acting minister of science and education of the Republic of Kazakhstan of October 23, 2007 No. 502 "About approval of the document form of the strict reporting, used by the organizations of education in educational activities" (it is registered in the Register of state registration of regulatory legal acts at No. 4991) (in the presence);
in case of recovery in number of students:
1) the statement in any form of recovery addressed to the head of higher education institution;
2) transcript or the reference issued to persons which did not complete education in the form approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of June 12, 2009 No. 289 "About approval of form of the reference issued to persons which did not complete education" (it is registered in the Register of state registration of regulatory legal acts at No. 5717);
in case of transfer or recovery from the foreign organization of the higher education:
1) the document on the mastered educational programs (the academic reference or transcript);
2) the document on completion of the previous education level which undergoes the procedure of nostrification in the Republic of Kazakhstan according to the procedure established by the Rules of recognition and nostrification of education documents approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of January 10, 2008 No. 8 (it is registered in the Register of state registration of regulatory legal acts at No. 5135);
3) results of entrance tests in case of receipt in the foreign organizations of education.

11. In case of disagreement with results of the rendered state service, the uslugopoluchatel has the right to take a legal action in the procedure established by the legislation of the Republic of Kazakhstan.

13. Uslugopoluchatel has possibility of receipt of information on procedure and the status of rendering the state service directly in higher educational institution.

Reception of an application for participation in complex testing and issue of result of rendering the state service is performed by higher educational institutions.
4. Terms of rendering the state service:
1) from the moment of delivery of document package to the service provider - 4 calendar days;
2) the most allowed time of expectation for delivery of document package - 15 minutes;
3) the most allowed time of servicing - 15 minutes.
5. Form of rendering the state service: paper.
