attaching importance to deepening of mutually beneficial economic cooperation and effective use for this purpose of transport opportunities of both states, aiming to create conditions for organic entry of the economies into world space,

agreed as follows:

1. Observance of liberty principle of transit is the most important condition of goal achievement of the this Protocol. Transit transportations will not be exposed to unreasonable delays or restrictions. Transit conditions, including rates for transportation by any kind of transport and rendering services will be based on Agreements of July 21, 1993 between the Government of the Republic of Kazakhstan and the Government of the Republic of Lithuania "About international carriages of passengers and road transport", "About railway service and cooperation in the field of rail transport" and "About air traffic".

2. Create from agents of the parties the joint Lithuanian commission of experts of Kazakhstan which within three months after signing of the this Protocol will submit for approval relevant proposals on realization of possibility of use of the Klaipeda seaport for conversion and transportation of the Kazakhstan loads.

3. The parties agreed that the expected amount of the Kazakhstan loads transported by the Lithuanian vessels from the Klaipeda port and to the Klaipeda port will make at least 50% of amount.

4. Create and develop effective system of mutual calculations and payments for forwarding transactions.
